February 14, 2005 OTTAWA -- Defence Minister Bill Graham is pleased to announce senior Canadian Forces promotions and appointments for 2005. "We are proceeding with our review of Canada's defence policy and the transformation of the Canadian Forces to meet the defence challenges of the new century ," said Minister Graham. "I am confident that the senior officers whose promotions and appointments are being announced today are more than ready to meet those challenges." " The men and women of the Canadian Forces represent the very best of Canada," said General Rick Hillier, Chief of the Defence Staff, "and they deserve the very best leaders. These senior leaders embody the military professionalism, ethos and values necessary to lead these fine men and women into the future . They also represent a wealth of international and operational experience that will be critical to leading the Canadian Forces in the new international security environment." This year's slate of senior promotions and appointments has been finalized earlier than usual to allow the new leadership team to implement the transformation agenda for the new defence policy. Once the following promotions and appointments have taken place, the total number of Regular Force generals and naval flag officers will be 73. This number does not include General Ray Henault, who is not performing a Canadian Forces function. Fifty-nine generals and flag officers are dedicated to the command and control of the Canadian Forces. Three of these are specialists who provide the Canadian Forces with legal, medical and spiritual expertise. In addition to these command, staff and specialist positions required for the institutional leadership of the CF, other officers are assigned to meeting a mixture of permanent and temporary positions to meet Canada's bilateral and multinational obligations abroad. These officers include seven serving in NATO or European liaison posts and another seven serving in NORAD or hemispheric defence and liaison capacities. The following promotions and appointments of Regular Force generals and flag officers have been approved by the Minister of National Defence and will take place in 2005: Lieutenant-General Steve Lucas will be appointed Chief of the Air Staff at National Defence Headquarters in Ottawa, replacing Lieutenant-General Ken Pennie who will retire. Major-General Marc Dumais will be promoted Lieutenant-General and appointed Deputy Chief of the Defence Staff at National Defence Headquarters in Ottawa, replacing Vice-Admiral Greg Maddison who will retire. Rear-Admiral Jean-Yves Forcier will be appointed Chief of Staff Assistant Deputy Minister (Information Management) at National Defence Headquarters in Ottawa, replacing Rear-Admiral Wayne Gibson who will retire. Major-General Andrew Leslie will be appointed Director General Strategic Planning at National Defence Headquarters in Ottawa, replacing Major-General Doug Dempster who will retire. Rear-Admiral Drew Robertson will be appointed Commander Maritime Forces Pacific in Victoria, replacing Rear-Admiral Jean-Yves Forcier. Major-General Angus Watt will be appointed Assistant Chief of the Air Staff at National Defence Headquarters in Ottawa, replacing Major-General Marc Dumais. Brigadier-General Brett Cairns will be promoted Major-General and appointed Director Combat Operations at NORAD Headquarters in Colorado Springs, replacing Brigadier-General Angus Watt. Commodore Roger Girouard will be promoted Rear-Admiral and appointed Chief of Staff, Assistant Deputy Minister (Human Resources-Military) at National Defence Headquarters in Ottawa, replacing Major-General Jan Arp. Major-General Arp's appointment will be announced at a later date. Commodore Tyrone Pile will be promoted Rear-Admiral and appointed Director General International Security Policy at National Defence Headquarters in Ottawa, replacing Rear-Admiral Drew Robertson. Brigadier-General Christian Barabé will be appointed Commander Land Force Quebec Area in Montreal, replacing Brigadier-General Gaston Côt é . Brigadier-General Daniel Benjamin will be appointed Director General Military Engineers/J3 Engineers at National Defence Headquarters in Ottawa, replacing Brigadier-General Steve Irwin who will retire. Colonel Linda Colwell will be promoted Brigadier-General and appointed Director General Military Human Resources Policy and Planning at National Defence Headquarters in Ottawa replacing, Commodore Dan Murphy. Colonel Jocelyn Lacroix will be promoted Brigadier-General and appointed Commandant Royal Military College in Kingston, Ontario, replacing Brigadier-General Jean Leclerc. Brigadier-General Jean Leclerc will be appointed Assistant Chief Review Services at National Defence Headquarters in Ottawa. Colonel Terry Leversedge will be promoted Brigadier-General and appointed A1/A4 (Personnel and Logistics) at 1 Canadian Air Division in Winnipeg, replacing Brigadier-General Paul McCabe. Captain (Navy) Roger MacIsaac will be promoted Commodore and appointed Director General Reserves and Cadets at National Defence Headquarters in Ottawa, replacing Brigadier-General Daniel Pepin.
