Federal Guidelines Issued for the Preparation of the Impact Statement for the Rabaska Project

OTTAWA, April 8, 2005 -- The Honourable Stéphane Dion, Minister of the Environment, today released the guidelines for the preparation of the impact statement for the Rabaska Project in Quebec. These guidelines have been submitted to the proponents of the project, Limited Partnership of Gaz Métro, Gaz de France and Enbridge. The Canadian Environmental Assessment Agency prepared the guidelines in collaboration with federal authorities and in accordance with the provisions of the Canada-Quebec Agreement on Environmental Assessment Cooperation. This agreement, concluded between the governments of Canada and Quebec in May 2004, is the framework for coordinating specific environmental assessment processes. The guidelines were subject to a 30-day public consultation period which ended in March 2005. They were finalized further to consideration of public comments received. The guidelines describe the issues that the proponents of the project will take into account when preparing their impact statement.The Minister of the Environment will announce, in coming months, the next steps in the process which will include the appointment of review panel members and their terms of reference. The guidelines as well as additional information concerning the project and the environmental assessment process are available on the Agency's Web site. - 30 - The Canadian Environmental Assessment Agency administers the federal environmental assessment process, which identified the environmental effects of proposed projects and measures to address those effects, in support of sustainable development.
