He succeeds Paul Thibault who has retired. Diane Vincent, currently Associate Deputy Minister of Citizenship and Immigration, becomes Executive Vice-President of the Canadian International Development Agency, effective May 30, 2005. Ruth Dantzer, currently Associate Secretary of the Treasury Board, becomes President of the Canada School of Public Service, effective May 24, 2005. She succeeds Janice Cochrane who has retired. Linda Lizotte-MacPherson, currently Special Advisor to the Chief Executive Officer, Information Technology Services Branch of Public Works and Government Services Canada, becomes Associate Secretary of the Treasury Board, effective May 24, 2005. Donna Miller, currently Senior Regional Director, Prairie Region, Justice Canada, becomes Associate Deputy Minister of Justice, effective May 24, 2005. Mary Dawson, Associate Deputy Minister of Justice, will retire in June 2005. William C. McDowell, currently a partner at McCarthy Tétrault, becomes Associate Deputy Minister of Justice, effective July 4, 2005. He will fill the vacancy left by John Sims' appointment as Deputy Minister of Justice and Deputy Attorney General. John L. Adams, currently Associate Deputy Minister of Fisheries and Oceans and Commissioner of the Canadian Coast Guard, becomes Associate Deputy Minister of National Defence, where his role will be to serve as Chief of the Communications Security Establishment, effective July 1, 2005. He will succeed Keith Coulter who will retire as Chief of the Communications Security Establishment at the end of June.
