About HRSDC | Our Offices | Programs & Services | A-Z Index June 6, 2005 FOR IMMEDIATE RELEASE 05-41 OTTAWA, ONTARIO-The Honourable Joe Fontana, Minister of Labour and Housing, today announced the appointment of Ms. Maureen Flynn as Vice-Chairperson and part-time member of the Canada Industrial Relations Board. "Ms. Flynn's professional development and achievements in labour relations make her an excellent candidate for the Canada Industrial Relations Board," said Minister Fontana. "Her exceptional knowledge and experience in arbitration and mediation, as well as in labour relations in the parapublic and private sectors, will be an asset to the Board." Since 2004, Ms. Flynn has been an adjudicator and mediator on the Quebec and federal annotated lists of grievance adjudicators and has worked in the education sector. From 1995 to 2004, she was a labour relations consultant and worked as a grievance adjudicator; as an unjust-dismissal adjudicator under federal jurisdiction, a spokesperson for the first residential collective agreement in the construction industry for the Association provinciale des constructeurs d'habitations du Québec; and as a consultant and negotiator for a number of terms in the private sector. From 1988 to 1995, Ms. Flynn was director of staff relations for the Association of Building Contractors of Quebec. From 1986 to 1988, she worked for the Office of the Minister of Labour as a policy advisor, where she co-ordinated four pieces of legislation, including one to reform labour management in the construction industry. From 1982 to 1986, Ms. Flynn was also a trial lawyer for Lapointe Rosenstein and she articled for De Grandpré, Godin et associés. The Canada Industrial Relations Board, which came into effect on January 1, 1999, is an independent representational, quasi-judicial tribunal whose mandate is to interpret and apply the provisions under Part I of the Canada Labour Code dealing with bargaining rights and unfair labour practices.
