OTTAWA, ONTARIO-The Honourable Joe Fontana, Minister of Labour and Housing, today announced the appointment of Mr. Andrew C.L. Sims as part-time Vice-Chairperson of the Canada Industrial Relations Board.
"Mr. Sims's professional development and achievements as a practitioner of labour relations and administrative law, along with his diverse and high-level experience, make him an excellent addition to the Canada Industrial Relations Board," said Minister Fontana. "His exceptional knowledge and experience in mediating major collective agreements will be assets to the Board."
Mr. Sims has been in private practice since 1994 as an arbitrator, mediator, and administrative law and tribunal consultant in the labour relations field. From 1985 to 1994, he was the Chairperson of the Alberta Labour Relations Board, and since 1994 he has been its Vice-Chair. He was also Chairperson of the Alberta Public Service Employee Relations Board from 1992 to 1994.
Mr. Sims has been a member of the National Academy of Arbitrators since 2002. He has been a speaker at or chairman of numerous seminars on employment law, administrative law, labour relations, alternative dispute resolution, the Charter of Rights and Freedoms, creditor-debtor law, plain language, decision writing, tribunal management and technology.
Mr. Sims holds a Bachelor of Arts degree and a Bachelor of Law degree from Queen's University and has published many papers and reports in the area of law. His most recent publication is Seeking a balance: Report of the Task Force to review Part 1 of the Canada Labour Code.
The Canada Industrial Relations Board, which came into effect on January 1, 1999, is an independent, representational, quasi-judicial tribunal whose mandate is to interpret and apply the provisions under Part I of the Canada Labour Code dealing with bargaining rights and unfair labour practices.
