Renewable Power Production Incentive: Discussion Paper Released

OTTAWA - A discussion paper designed to inform stakeholders about the Renewable Power Production Incentive (RPPI) is now available through Natural Resources Canada (NRCan). Interested parties are encouraged to provide their views on the selection criteria to determine which renewable technologies will be eligible for an incentive and how coordination with provincial and territorial activities will occur.
Outlined by the Government of Canada in its 2004 Speech from the Throne, the RPPI provides an incentive to renewable power developers to bring renewable-energy technology to the consumer faster.
"Renewable power is one of the many tools Canadians have at their disposal to address the issue of climate change," said the Honourable R. John Efford, Minister of Natural Resources Canada. "I encourage all interested parties to participate in this first phase of the RPPI, because it is with their input that we can make the program work for everyone."
Eligible projects under the initiative would receive an incentive payment of one cent per kilowatt-hour of renewable-energy production for the first ten years of operation for projects commissioned between April 1, 2006, and March 31, 2011. The program has set an initial target of 1,500 megawatts of new, electricity-generating capacity from renewable energy.
In the 2005 budget, the Government set aside $97 million over the next five years and a total of $886 million over 15 years for the RPPI.
The discussion paper is now available at NRCan's Web site at http://www.nrcan.gc.ca/rppi . Interested parties are encouraged to read the paper and submit their comments. This first phase of consultation on the RPPI is expected to be completed by the end of September 2005.
The Government of Canada's approach to climate change is focussed on making the right choices for Canada. Through implementation of the RPPI, the Government of Canada is helping stimulate the installation of electricity-generating capacity from renewable-energy, other than wind, and produce long-term and enduring results while maintaining a strong and growing economy.

Natural Resources Canada is looking for the public's views on its new Renewable Power Production Incentive. The program is intended to help get alternative-energy technology to the general public faster, and interested parties are being invited to provide input on the eligibility criteria for financial incentives under the program. This consultation process will continue until the end of September.
