OTTAWA – Defence Minister Gordon O’Connor is pleased to announce the senior Canadian Forces (CF) promotions and appointments for 2006.
“We are beginning the process of rebuilding and revitalizing the Canadian Forces and solid leadership will be a critical ingredient in our recipe for success,” said Minister O’Connor. “I have no doubt that these senior officers have the knowledge and skills to ensure success wherever the Canadian Forces operate.”
“This is a time of great transition, a time in which our sailors, soldiers, and air men and women need to believe in and trust the senior leadership of the Canadian Forces,” said General Rick Hillier, Chief of the Defence Staff. “I know all of these officers; their wealth of experience, professionalism, values and forward thinking will serve their personnel, the Canadian Forces and the Canadian people extremely well into the future.”
Once the promotions and appointments for 2006 have taken place, the number of Regular Force generals and naval flag officers will be 74, consisting of 65 core and nine non-core positions. This number includes Gen. Ray Henault, who is not performing a CF function, and one further promotion that has not yet been finalized but will be announced at a later date.
The core positions are required for the command and control of the CF. The non-core positions are temporary leadership, command or training positions that the CF have been asked to fill by the Government of Canada. In other words, these officers are temporarily away from their regular work of commanding the CF.
The following promotions and appointments have been approved by the Minister of National Defence and will take place in 2006:
Lieut.-Gen. Marc Dumais will be appointed Commander of Canada Command in Ottawa, replacing Vice-Admiral Jean-Yves Forcier who is retiring.
Maj.-Gen. Michel Gauthier will be promoted lieutenant-general and will remain Commander of Canadian Expeditionary Forces Command (CEFCOM) in Ottawa.
Maj.-Gen. Andrew Leslie will be promoted lieutenant-general and appointed Chief of the Land Staff at Land Forces Command in Ottawa, replacing Lt.-Gen. Marc Caron who is retiring.
Maj.-Gen. Walter Natynczyk will be promoted lieutenant-general and appointed Vice Chief of the Defence Staff at National Defence Headquarters in Ottawa, replacing Vice-Admiral Ronald Buck who is retiring.
Vice-Admiral Drew Robertson was appointed Chief of the Maritime Staff at Maritime Command in Ottawa in January. He replaced Vice-Admiral Bruce MacLean who is retiring.
Rear Admiral Tyrone Pile will be appointed Chief Military Personnel at National Defence Headquarters, replacing Vice-Admiral Gregory Jarvis who is retiring.
Maj.-Gen. Angus Watt will be appointed Deputy Commander (Air), NATO International Security Assistance Force rotation IX in Kabul, Afghanistan.
Brig.-Gen. Stuart Beare will be promoted major-general and will remain Commander of the Land Force Doctrine and Training System in Kingston, Ont.
Brig.-Gen. Daniel Benjamin will be promoted major-general and will remain Commander of Canadian Operational Support Command in Ottawa.
Brig.-Gen. Daniel Gosselin will be promoted major-general and will remain Director General International Security Policy at National Defence Headquarters.
Brig.-Gen. Joe Hincke will be promoted major-general and appointed Chief of Program at National Defence Headquarters.
Brig.-Gen. Glynne Hines will be promoted major-general and will remain Chief of Staff for the Assistant Deputy Minister (Information Management) at National Defence Headquarters.
Commodore Dan Murphy will be promoted rear admiral and will remain Director of Staff in the Strategic Joint Staff at National Defence Headquarters.
Brig.-Gen. Michael Ward will be promoted major-general. His appointment will be confirmed in due course.
Commodore Bryn Weadon will be promoted rear admiral and will remain Director General Financial Management at National Defence Headquarters.
Brig.-Gen. Dwight Davies will be appointed Deputy Commander of CEFCOM in Ottawa.
Brig.-Gen. Chris Davis will be appointed Chief of Force Development at National Defence Headquarters.
Brig.-Gen. Terrence Leversedge will be appointed Director General Aerospace Equipment Program Management at National Defence Headquarters, replacing Brig.-Gen. Paul McCabe.
Commodore Roger MacIsaac will be appointed Director General Recruiting at National Defence Headquarters.
Brig.-Gen. David Martin will be appointed Assistant Chief of the Air Staff at Air Command in Ottawa, replacing Maj.-Gen. Angus Watt.
Brig.-Gen. Paul McCabe will be appointed Vice Commander at Norad’s Cheyenne Mountain Operations Center in Colorado Springs, Colo., replacing Brig.-Gen. James Hunter who is retiring.
Commodore Dean McFadden will be appointed Commander of Joint Task Forces Atlantic and Commander of Maritime Forces Atlantic in Halifax, replacing Rear Admiral Daniel McNeil who is retiring.
Brig.-Gen. Walter Semianiw will be appointed Assistant Chief Military Personnel at National Defence Headquarters, replacing Rear Admiral Tyrone Pile.
Brig.-Gen. André Viens will be appointed Director General Plans and Policy in the Strategic Joint Staff at National Defence Headquarters.
Col. Robert Bertrand will be promoted brigadier-general and appointed Director General Reserves and Cadets at National Defence Headquarters, replacing Commodore Roger MacIsaac.
Capt. (N) Robert Davidson will be promoted commodore and appointed Commander of Canadian Fleet Atlantic in Halifax, replacing Commodore Dean McFadden.
Col. André Deschamps will be promoted brigadier-general and appointed Chief of Staff - Operations at CEFCOM in Ottawa.
Col. Pierre Forgues will be promoted brigadier-general and appointed Director General Air Force Development at Air Command in Ottawa, replacing Brig.-Gen. David Martin.
Capt. (N) David Gagliardi will be promoted commodore and appointed Deputy Commander of Canada Command in Ottawa.
Col. Marquis Hainse will be promoted brigadier-general and appointed Chief of Staff of Canada Command in Ottawa.
Col. Alan Howard will be promoted brigadier-general and appointed Director General Operations in the Strategic Joint Staff at National Defence Headquarters.
Acting Brig.-Gen. Hilary Jaeger will be promoted brigadier-general (substantive) and will remain Surgeon General at CF Health Services Group in Ottawa.
Col. Stan Johnstone will be promoted brigadier-general and appointed Chaplain General at National Defence Headquarters, replacing Brig.-Gen. Ronald Bourque who is retiring.
Capt. (N) Paul Maddison will be promoted commodore and appointed Commander of the Standing Contingency Task Force in Ottawa.
Col. Ian Poulter will be promoted brigadier-general and appointed Director General Land Staff at Land Forces Command in Ottawa.
Capt. (N) Andrew Smith will be promoted commodore and appointed Director General Maritime Personnel and Readiness at Maritime Command in Ottawa.
Col. Charles Sullivan will be promoted brigadier-general and appointed Director General Transformation and Initiatives at National Defence Headquarters.
Col. Eldren Thuen will be promoted brigadier-general and appointed Director General Air Personnel and Director General Air Reserve at Air Command in Ottawa replacing both Brig.-Gen. Gaston Cloutier and Brig.-Gen. Robert Clark, who are retiring.
Col. Ken Watkin has been promoted brigadier-general and appointed Judge Advocate General replacing Maj.-Gen. Jerry Pitzul who is retiring.
