Montréal, September 1, 2006 – An investigation conducted
by RCMP Immigration and Passport Section investigators has unveiled the
illegal activities of two Lebanese citizens in possession of permanent
resident cards in Canada. Laudy Nohra, 39, and Bechara Milan, 45, allegedly
forged and used false identification papers in order to obtain their
Canadian citizenship.
The investigation launched in 2005 in co-operation with the Canada Border
Services Agency reveals that the two subjects tried to obtain Canadian
citizenship by declaring a place of residence in Montréal. They
also declared that their four children attended the Ali Ibn Abi Taleb
private school in Ville St Laurent, although the family’s permanent
place of residence is in Beirut, Lebanon. It should be noted that the
principal of the school in question, Bilal Mohamad Jundi, was charged
in September 2005 with issuing false report cards and false certificates
of school attendance to persons living abroad.
A total of 36 counts of indictment for forgery, uttering forged documents
and conspiracy under sections 366 and 465 of the Criminal Code have been
laid against the two subjects. The crimes for which they have been charged
were committed between April 25, 2003, and January 23, 2004. The accused
were not in court for their scheduled appearance on August 23, 2006.
They were represented by a lawyer.
The RCMP investigation is ongoing to determine whether further immigration
related offences might have been committed. Citizens are invited to report
