Ottawa — Ted Menzies, Parliamentary Secretary to the Honourable Josée Verner, Minister of International Cooperation and the Minister for La Francophonie and Official Languages, today announced on the Minister's behalf close to $11 million in funding over five years to support 25 development projects led by Canadian colleges and institutes. These projects, funded by the Canadian College Partnership Program (CCPP) of the Canadian International Development Agency (CIDA), will address Canada’s aid development priorities, in particular poverty reduction and the promotion of human rights.
"This announcement reflects Canada’s New Government’s commitment to providing aid effectively through established partnerships,” said the Parliamentary Secretary who made the announcement at the CCPP Forum 2006, being held in Ottawa. “Canadian colleges and institutes, have a proven track record in training and passing on valuable knowledge to help developing countries reduce poverty."
"Due to their flexibility and proven capacity to generate curriculum that meets the needs of diverse local communities, Canadian colleges and institutes are well placed to transfer and adapt the skills and training that form a foundation for sustainable development in developing countries. ACCC welcomes these new projects under CIDA's CCPP," said Gerald Brown, President, ACCC.
Overall, 58 proposals were submitted to the Committee from which the final 25 were selected. Of these, 18 projects are in Africa, three in the Americas, three in Asia and one in Eastern Europe. The colleges and institutes involved in the projects are located in British Columbia, Alberta, Manitoba, Ontario, Quebec, Nova Scotia, and Newfoundland.

CIDA announces new development projects for colleges and institutes
Parliamentary Secretary Ted Menzies, on behalf of the Honourable Josée Verner, Minister of International Cooperation and Minister for La Francophonie and Official Languages, today announced close to $11 million in funding over five years to support 25 development projects led by Canadian colleges and institutes. Collège de Maisonneuve, Cégep Saint-Jean-sur-Richlieu, Health Education Training, Burkina Faso – $799,890
As part of the Strategic Youth Health Plan 2004-2008, this project aims to support the activities of ministries, institutions and organizations in their concerted implementation of information, education and communication strategies that target adolescents and youth. Some key issues in youth health are HIV/AIDS and other sexually transmitted diseases, premature pregnancies, illegal abortions and female genital mutilation.
Collège François-Xavier-Garneau, Training, Change, Efficiency, Mozambique – $799,990
This project will train administrators who are responsible for implementing the “Programma integrado de reforma da Educaçao profissional,” a reform of technical and professional management training in the educational sector so that it is more aligned with job market demands.
Cégep de Matane, Cégep de la Gaspésie et des Îles, Industrial Engineering and Wind Power, Mauritius – $399,850
This project is part of the accelerated development of Mauritius’s industrial sector, in particular the energy and mining sectors. In time, this project will allow the training of more and better qualified technicians, both women and men. It will also support promoters of clean wind energy in their efforts to bring electricity to isolated villages, which will improve the standard of living and stimulate economic development in these communities.
Cégep de la Gaspésie et des Îles, Cégep de Matane, Fisheries Training, Senegal – $399,990
This project was created in response to a decrease in the number of fishery administrators in recent years due to retirement, and to the absence of an offer of ongoing training for managerial personnel in this sector. By supporting the healthy management of small-scale fisheries, this project responds to the communities' basic needs, improves their standard of living, protects the marine environment, and encourages having more women in key positions.
College of the Rockies, Parkland Regional College, Sustainable Job Creation, Kenya – $400, 000
The project aims to reduce poverty by increasing employment in the Nyeri district. This will be done by developing entrepreneurial capacity in various sectors such as sustainable tourism and existing cottage industries, and by incorporating health promotion throughout the project.The project will develop Kimathi Institute of Technology’s capacity to develop, produce and deliver technical skills training courses to meet the changing employment needs of the community, centered on sustainable job creation, entrepreneurial skills enhancement and the development of value-added cottage industries.
Niagara College, Working Towards Achievable and Sustainable Training for the Environment, Sri Lanka -
$400,000
This project will work with the Department of Technical Education and Training to developwaste management training programs for men and women affected by the tsunami. Using the “train-the-trainer” approach, they will develop the skills required to access employment in existing waste management enterprises or to be able to generate sustained income by reclaiming collected organic waste for agribusiness (composting and selling to inland farmers).
Cégep de Limoilou, Cégep de Rimouski, Quebec City, Technical Training in Geomatics, Senegal – $399,690
The goal of this project is to design and implement a technical training program in geomatics at the Laboratoire d’Enseignement et de Recherche en Géomatique in Dakar. The Ministère de l’Enseignement Technique et de la Formation Professionnelle has put the Centre d'Entreprenariat et de Développement technique, in partnership with the Cégep de Limoilou, in charge of designing a technical training program in geomatics that will lead to a professional diploma.
Selkirk College, Thompson Rivers University, Education - Economic Catalyst, Georgia – $297, 720
The project aims to enhance sustainable economic development in rural communities in Georgia through workforce development, retraining and professional education. Two professional learning centres will be created with Georgian Technical University in rural Georgia that will respond to some of the challenges facing the area, for example high unemployment/underemployment particularly in rural areas. There is also a shortage of trained workers in technical and trade areas and training is needed in the areas of marketing, economics and business development for Small/Medium Entreprises.
Cambrian College of Applied Arts and Technology, Mwanza Mining Project, Tanzania - $400,000
The purpose of the project is to build the capacity of the Mwanza Regional Vocational and Service Centre over a five-year period to provide the Tanzanian mining sector with skilled male and female graduates who have been trained in environmentally sound mining practices. The project will focus on building capacity at the Service Centre, which in turn will enhance the productivity of the mining sector through training of staff and employees. This will improve the living standards of the community and help alleviate poverty in the surrounding communities.
Collège Boréal, Training and Professional Opportunities, Niger –$385,200
The goal of this project is to support the Centre technique Kalmharo and the Centre de formation et de perfectionnement professionnel du Niger in activities related to human resources training, professional experience for young people, and internal financing. As this project is intended to promote skills within the institutions, the favoured approach is training for trainers and decision-makers.
Lethbridge Community College, Red Crow Community College, School Based Water and Sanitation, South Africa - $397, 700
The purpose of the project is to provide the Department of Education in the Province of the Eastern Cape with the capacity to provide training, tools and equipment for local building cooperatives (Community Water and Sanitation Worker). It will also provide consulting in areas of project administration, management, and quality control, and in operation and maintenance The cooperatives will provide on-site water and sanitation projects in the rural and urban outskirt settlements of the former Ciskei and Transkei homelands.
Cégep de Trois-Rivières, Food Hygiene and Safety, Cameroon – $399,990
This project aims to help the Institut Universitaire de Technologie and the École Normale Supérieure d’Enseignement Technique in Douala to create and implement a new diploma program in agri-food standards, as well to guide and inform companies and micro- businesses in this sector in order to bring Cameroon up to international hygiene and safety standards.
Fisheries and Marine Institute of MUN, Sustainable Rice Fish Integration, Cambodia – $399, 940
The Sustainable Rice Fish Integration project has been designed to reduce poverty in rural areas of Cambodia. Enhancing the skills and knowledge of rural farmers in sustainable rice fish culture will increase food security among rural farmers. The project will enhance the institutional capacity of Prek Leap National School of Agriculture to develop and deliver extension training programs in sustainable rice fish integration for rural farmers.
Nova Scotia Agricultural College, Agri-Education for Extension, Cambodia - $400,000
This project aims to enhance the Royal University of Agriculture's (RUA) ability to fulfill its government mandate to increase the number of people working in agriculture in order to meet Cambodia's national development needs. Increasing this capacity will allow the RUA to more effectively deliver agricultural extension services, thereby increasing the agricultural diversity and productivity that contribute to poverty reduction in Cambodia. One important aspect of this project is the development a two-year diploma concentrating on horticulture and agronomy. It is to be offered in Battambong District on weekends, allowing full-time workers (i.e. district-level extension workers) to participate.
Cape Breton University, Diarrhea and Malaria in Children, Zambia - $ 400,000
This project aims to reduce mortality in infants and children under the age of five. It will help build the capacity of Copperbelt University and Chainama Hills College to develop and deliver training in children’s environmental health to degree and diploma students. The project will also support informal training in communities. Statistics show a rate of 77 infant deaths per 1000 births, and an under-five rate of 140 deaths per 1000 children in urban areas of Lusaka. The major cause of these high mortality rates is diarrhea and malaria.
Cégep de Saint-Laurent, Water and Environment Training, Ecuador – $368,300
The goal of this project is to train a qualified, technical workforce in matters relating to water and the environment. The objective is to implement a training program in water and environmental technology at the Escuela politecnica nacional using a competency-oriented approach. To prepare for the program, Canadian educational experts will train Ecuadorian instructors in the competency-oriented approach.
Capilano College, Community-Based Tourism Training in Paraguay, Paraguay - $397,087
The project will build the capacity of Universidad Columbia del Paraguay and Universidad Americana to deliver sustainable community-based tourism education, as well as training to benefit rural communities. The project aims to reduce poverty in the rural communities of Misiones and Neembucú by enhancing their capacity to develop sustainable tourism services. This will include private-sector development, which will increase the economic benefits of tourism and at the same time develop social, cultural and environmental awareness.
Cégep Saint-Jean-sur-Richelieu, Education-Management Program, Le virage, Democratic Republic of the Congo – $400,000
This project aims to help consolidate the Congolese system of technical and professional education at Brazzaville's Collège d’enseignement technique féminin – 8 mars (CETF – 8 mars) in order to provide young Congolese with decent and productive job opportunities. The goal is to help the college implement new training programs that are designed based on professional competencies. The project will give young female graduates access to better training. It will also improve their chances of finding a paid job and help them to participate fully in the development of their society.
Cégep du Vieux Montréal, Community Health Awareness, Senegal – $389,610
The goal of this project is to improve the institutional activities of the École des infirmiers et infirmières Monseigneur-Xavier-Dione through training for instructors, many of whom are part-time employees. This project responds to the need for training and learning materials by setting up a continuing education centre. It will result in greater access to healthcare services and improved health conditions in the Thiès region by better aligning training for healthcare workers with the population’s needs.
Malaspina University-College, Environmental Education, Ghana - $400,000
Environmental Education aims to reduce poverty among urban and rural people in Ghana’s Sunyani District by providing courses and community-based extension activities focussed on environmental education. The project will help Sunyani Polytechnic and the Faculty of Forest Resource Technology have a positive impact on communities and households through extension activities and the integration of core curriculum into relevant programs in areas of reducing wildfire and plastic waste, and strengthening HIV/AIDS awareness.
Cégep de Sherbrooke, Collège d'Alfred de l'Université de Guelph, Agri-Competencies in Casamance, Senegal – $390,380
This project aims to create, implement and assess a new technical diploma program for managing an agricultural production, processing and marketing company. The goal of the project is to support the technical agriculture high school Émile Badiane in developing and implementing a new advanced degree program that is aligned with the real needs of the agricultural industry. This program has a dual purpose: to teach entrepreneurial skills, and to teach technical skills related to the production, processing and marketing of agri-food products.
Cégep de l'Abitibi-Témiscamingue, Technical and Job Training, Peru – $371,410
The purpose of this project is to provide regional communities with local access to a competency-oriented technical training program that is aligned with the needs of the mining industry. The goal is to improve the institutional activities of Cetemin Centro Tecnologico Minero by offering the following support: 1) creating a competency-oriented program in electricity and maintenance mechanics; 2) developing the competencies of instructors in mechanics and electricity; 3) incorporating competencies (knowledge, know-how, transferable skills) into the teaching methods.
Cégep régional de Lanaudière, Early Childhood Assistance, Madagascar – $400,000
The goal of this project is to improve the quality of early childhood training by providing institutional support to the Direction de l’enfance. This institution will subsequently be able to offer teachers and leaders competency-oriented training programs that are adapted to the country's cultural, administrative and legal circumstances. The primary outcome would be the creation of three training programs: one for rural leaders, one for daycare workers, and an upgrade program.
Collège Édouard-Montpetit, Cégep de Trois-Rivières, Learning to Achieve, Cameroon – $399,950
The goal of this project is to reinforce the skills of teachers from the Collège d’enseignement Technique Industriel Bénigna d’Étoudi and the Association des Conseillers en Économie Sociale et Familiale du Cameroun with the help of a new teaching method to develop young people’s entrepreneurial skills and encourage the creation of micro businesses. The project will help improve socio-economic opportunities of high-school aged women by designing a pilot program in entrepreneurship training that will also benefit Cameroon’s educational system.
Cégep Marie-Victorin, Cégep André Laurendeau, Health Success in Dakar, Senegal – $400,000
The purpose of this project is to improve the city of Dakar's ability to train and utilize health technicians, while supporting a national policy on continuing education (employee development), competency-oriented technical programs, and career plans (initial training). The goals include improving the quality of healthcare provided to the population, increasing the workforce at the Direction de l'action sanitaire et sociale, and consequently offering greater access to healthcare.
