Minister Day Announces Appointment to National Parole Board

OTTAWA, January 26, 2007 — The Honourable Stockwell Day, Minister of Public Safety, today announced the appointment of Mr. Denis Couillard as a full-time member of the National Parole Board in the Quebec Region, effective February 19, 2007.“I am pleased to announce the appointment of Mr. Couillard to the National Parole Board”, said Minister Day. “Mr. Couillard has significant experience in correctional matters and is well qualified to take on his new position as a member of the Parole Board," he added.Denis Couillard of Val-des-Monts, Quebec, is currently director of the Police Executive Centre for the Royal Canadian Mounted Police in Ottawa. He has extensive experience with the Correctional Service of Canada occupying various positions including, manager of performance measurement, program director for the correctional management learning centre in Cornwall and acting director, knowledge management and strategic planning. In 1991-1992, Mr. Couillard served as a member of the National Parole Board in the Quebec region. Mr. Couillard was also a professor at Bishop’s University and the University of Ottawa teaching criminology, sociology and social justice to professionals working within the criminal justice system. He holds a masters degree in criminology and a bachelor degree in psychology and sociology from the University of Ottawa.The National Board is an independent tribunal within the Department of Public Safety and Emergency Preparedness, which is responsible for deciding the timing and conditions of release of offenders on various forms of parole. The Board contributes to the protection of the community by facilitating the timely integration of offenders as law-abiding citizens.
