ADDITIONAL SAFETY MEASURES FOR CANADIAN AIR TRAVELLERS

OTTAWA - Transport Canada today announced a proposed amendment to the Canadian
Aviation Regulations to help protect the safety of air travellers and flight
crew.
The proposed regulatory amendment to the Canadian Aviation Regulations would
deal with passengers whose words or actions could interfere with the safe
operation of the aircraft and create an unintended hazard for the aircraft, its
crew and its passengers.
It would also strengthen air operators' ability to protect the safety of all
passengers and crew by refusing to board those who may represent a threat to
that safety.
The proposed regulatory amendment would improve crew training requirements and
provide guidance to air operators to assist in developing programs for
recognizing and preventing incidents of disruptive and unruly passenger
behaviour, and for effectively managing such incidents when they do occur.
Additional requirements for the airlines would include the mandatory reporting
of incidents that interfere with the safety responsibilities of crew members and
the regular provision of summary reports to the department.
The proposed regulatory amendment was published in the Canada Gazette, Part I on
May 19, 2007. A 30-day response period follows, during which time interested
parties may comment on the amendment. After careful consideration of all
comments received, Transport Canada will finalize the regulations and publish
them in the Canada Gazette, Part II.
