OTTAWA, May 11, 2007 -- The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable André Vincent, Chairman of the Quebec Parole Board, is appointed a Puisne Judge of the Superior Court for the District of Montreal, in the Province of Quebec. He replaces Mr. Justice G. Piché ( Montreal) who elected to become a supernumerary judge.
Mr. Justice André Vincent received a Bachelor of Laws in 1973 from the Université de Sherbrooke and was admitted to the Bar of Quebec in 1975. Between 1975 and 2005, he was employed by the Office of the Attorney General of Quebec, acting in the Organized Crime Section and in the Montreal, Laval, and St-Jérôme offices. In 2005, Mr. Justice Vincent was appointed Chairman of the Quebec Parole Board. Besides Mr. Justice Vincent's bilingual expertise in the area of criminal law, he is also a frequent instructor at l'École du Barreau du Québec, an invited professor at the Police Programme of Collège Maisonneuve and the author of numerous publications in the area of criminal law and policing. He has also acted as a Member of the Quebec Courts Liaison Committee and as a Member of the Regional Committee of the Canadian Association of Police Chiefs and Directors of Corrections Canada.
The Honourable Guy Cournoyer, a partner in the firm of Shadley Battista, s.e.n.c. in Montreal, is appointed a Puisne Judge of the Superior Court for the District of Montreal, in the Province of Quebec. He replaces Mr. Justice R. F. Paul ( Montreal) who elected to become a supernumerary judge.
Mr. Justice Guy Cournoyer received a Bachelor of Laws in 1986 from the Université du Québec à Montréal and was admitted to the Bar of Quebec in 1987. As a lawyer with Shadley Battista, he has developed his bilingual practice expertise in the areas of criminal law, military and disciplinary law, and the law and practice of public inquiries. Besides acting as counsel for the Order of Quebec Optometrists and the Order of Quebec Dentists, Mr. Justice Cournoyer has acted as special counsel to the Gomery Commission and the Commission of Inquiry concerning la Sûreté du Québec (Poitras Commission). He has also acted as President of the Quebec Association of Defence Lawyers, President and Vice-President of the Montreal Association of Defence Lawyers and Member of the the Permanent Committee on Criminal Law of the Bar of Quebec .
Mr. Justice Cournoyer is also the author of several publications on criminal, military and disciplinary law.
These appointments are effective immediately.
