Montreal, July 5, 2007 — The Honourable Stockwell Day, Minister of Public Safety, today announced a first-ever national pilot program to combat hate-motivated crime and strengthen the safety of our communities.Until March 31, 2009, the $3 million Communities at Risk: Security Infrastructure Pilot Program will assist communities targeted by hate-motivated crime. The not-for-profit organizations eligible to apply include community centres, provincially recognized educational institutions, and places of worship which are clearly linked to a community with a demonstrated history of being victimized by hate-motivated crime. “For the first time in our nation’s history, the Government of Canada is showing leadership in promoting safety among our most vulnerable communities,” said Minister Day. “Through this program we are taking action to promote safety for those communities most affected by hate crimes. This announcement sends a strong message: Canada will not stand by and allow its citizens to be targeted by hate-motivated crime.”Program funding will help to cover the costs of minor security infrastructure, including: Security assessments (not to exceed 25% of total project costs); Security equipment and hardware, such as alarm systems, closed-circuit televisions, fences, gates, bollards, lighting, security film for windows, intercom systems, public announcement systems and radios, inspection and screening equipment; Minor construction costs related to the project (contractor fees, labour, equipment rental, installation fees); and Training costs for the use of new security equipment. Public Safety Canada will be meeting with affected communities to raise awareness of the pilot program and encourage potential applicants to submit proposals. The program will run until March 31, 2009, at which time an evaluation and review will be undertaken.
