In his capacity as Governor for Canada to the Asian Development Bank (ADB), the
Honourable Peter MacKay, Minister of Foreign Affairs and Minister of the Atlantic
Canada Opportunities Agency, today announced the nomination of Howard Brown as
Canada’s Executive Director to the Bank, effective August 1, 2007. Mr. Brown will
replace Émile Gauvreau, who has dedicated himself to the promotion of Canada’s
interests and objectives at the ADB for the past three years.
“I am pleased that Mr. Brown will represent Canada on the ADB Board of Executive
Directors,” said Minister MacKay. “The ADB is an important partner in our efforts to
advance equitable development and good governance in the region. It is also among
the most important multilateral institutions involved in the reconstruction of Afghanistan.
Mr. Brown has strong credentials for this position and is very well qualified to advance
the important work of the Bank.”
The work of the Asian Development Bank is aimed at improving the welfare of the
people in Asia and the Pacific, particularly the 1.9 billion who live on less than $2 a day.
Despite many success stories, the region remains home to two thirds of the world’s
poor. The ADB was established in 1966 in Manila, as a development institution with
lending and technical cooperation programs for economic and social development. Its
mission is to help its developing member countries reduce poverty and improve the
quality of life of their citizens. The ADB is owned by 67 members, 48 from the region
and 19 from other parts of the globe. Governance of the Bank is vested in the Board of
Governors and the Board of Executive Directors.

BIOGRAPHICAL NOTE
Howard Brown holds a B.A. in Economics from the University of Saskatchewan and an
M.A. in Economics from the University of Western Ontario. He has served in a variety of
senior-level positions in the Government of Canada, including most recently as
Assistant Deputy Minister of Natural Resources Canada. He also spent a number of
years in the Department of Finance, where he was actively involved in many files
dealing with international financial institutions. He was the lead negotiator for Canada
for the tenth replenishment of the International Development Association of the World
Bank, and has represented Canada at G7 finance meetings.
