PWGSC employee arrested for breach of trust and fraud

OTTAWA – September 24, 2007 – An employee of Public Works and Government Services Canada (PWGSC) was arrested today and charged criminally with fraud and breach of trust. He will appear in court this afternoon.
Since 1996, Alain Gagnon, 50, is alleged to have used his position at PWGSC to defraud the government of approximately $2.7 million. He is charged with the following:

Breach of Trust (sec. 122 C.C.)
Fraud Over $5,000 (sec. 380 (1)(a) C.C.)

The Ottawa RCMP Commercial Crime Section (CCS) launched this investigation on July 20 after the matter was referred to them by the Special Investigations Directorate of PWGSC.
As a result of this investigation, the Integrated Proceeds of Crime Section (IPOCS) has seized or restrained approximately $885,000 worth of Gagnon's assets which were directly or indirectly derived from his alleged offences. The following items were seized:

A residence ( app.$400,000)
Seven vehicles (app.$125,000)
Three bank accounts (app.$300,000)
One investment account (app.$60,000)

IPOC's mandate is to identify, assess, retain and forfeit illicit and/or unreported wealth accumulated through criminal activities.
The RCMP CCS investigates corruption and fraud cases in which the government is the victim. Maintaining Canada's economic integrity is a complex issue that must be tackled in cooperation with all levels of government. Together, we are working to ensure that Canadians can continue to have confidence in their government and economic institutions.
