OTTAWA — November 16, 2007 —- Yesterday, the Ottawa RCMP’s Commercial Crime Section (CCS) executed a search warrant at an Ottawa residence located on Heney Street. Two adults were arrested and charged, one of whom is a retired Public Service Employee. Both were charged with fraud, possession of property obtained by crime and laundering proceeds of crime.
Between August 2002 and October 2005, Lise Pouliot, 64, is alleged to have submitted fraudulent claims for reimbursement of medical expenses for her spouse, Emmanuel Feuerwerker, 56, an eligible dependent covered by her benefits under the Public Service Health Care Plan. By submitting fraudulent medical claims for reimbursement of physiotherapy, Ms. Pouliot allegedly defrauded the Plan of approximately $639,000. The medical claims she submitted were supported by invoices from companies linked to both individuals.
Both Ms. Pouliot and Mr. Feuerwerker are charged with the following:
• Fraud Over $5,000 (sec. 380 (1)(a) of C.C.C)
• Possession of Property obtained by Crime (sec. 354(1) of CCC)
• Laundering Proceeds of Crime (sec. 462.31 of CCC)
Pouliot is scheduled to appear in court December 5, 2007 and Feuerwerker on December 4, 2007.
The Ottawa RCMP Commercial Crime Section (CCS) launched this investigation in August 2006 after the matter was referred to them by the office of the Executive Director of the Public Service Health Care Plan.
In cooperation with all levels of government, the RCMP’s CCS investigates corruption and fraud cases in which the government is victimized. Through investigations such as this one, the RCMP works to ensure that Canadians can maintain confidence in their economy and their governments.
