p>The Canadian Environmental Assessment Agency (the Agency) declares the report entitled Special Events in the National Historic Sites of Canada in Eastern Newfoundland to be a replacement class screening report (RCSR) pursuant to the provisions of subsection 19(1) and paragraph 19(2)(a) of the Canadian Environmental Assessment Act (Act).
Public consultations on the RCSR took place from November 15 to December 14, 2007. The Agency received no written submissions from the public concerning the RCSR. In making the declaration proposed by Parks Canada, the Agency has reviewed the RCSR and has determined the project screening process, as described in the document, will meet the requirements of the Act for the environmental assessment of the class of projects. It is also the Agency’s opinion that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.
The declaration is effective January 19, 2008 and is subject to the following terms and conditions:
Subject to subsection 19(8) of the Act, the declaration is valid until January 19, 2013.
Parks Canada will notify the Agency, in writing, a minimum of six months prior to the date on which the declaration expires, of its intention: to renew the RCSR; to renew the RCSR with modifications or additions; or, not to renew the RCSR and thereby allow the declaration to expire.
To renew the RCSR, Parks Canada will submit the proposed RCSR to the Agency no less than three months prior to the expiration date of this declaration, so the Agency may initiate a new declaration process.
Parks Canada and the Agency will ensure the RCSR is made available to the public in accordance with the requirements of the Act, as the RCSR may be amended from time to time. As such, Parks Canada will place the RCSR in the Canadian Environmental Assessment Registry (CEAR) project file of its Regional Office. On a quarterly basis, Parks Canada will also post on the CEAR Web site a statement of the projects of which the RCSR was used, as required under paragraph 55.1(2)(d) of the Act. The quarterly schedule for posting on the CEAR Web site is contained in section 1.5 of the RCSR.
Any amendments to the report will be developed and implemented in accordance with the provisions for amendment contained in section 7.0 of the RCSR.
