Gatineau, Tuesday, February 5, 2008 — The Honourable Michael M Fortier, Minister of Public Works and Government Services, today announced that, with the results of the request for information now available, the process for consolidating federal services in a new building in Quebec City by 2010 had moved to the request for qualifications phase.
“I am delighted with the real estate sector’s enthusiastic response to the request for information. The submissions have been closely scrutinized and we are now embarking on the request for qualifications’ phase. Public Works and Government Services Canada will acquire a building that meets the Government of Canada’s environmental standards while ensuring sound management of public funds,” said Minister Fortier.
This process comprises three stages: the request for information, the request for qualifications and the request for proposals. In the qualifying phase, which will end in April 2008, the firms selected after the request for information will be required to qualify by developing and proposing construction concepts for the new federal site. Then, from April to July 2008, proposals will be requested, and the qualified proponents will be required to file their final construction concepts, accompanied by their price bids.
The request for information generated 22 responses, with a total of 30 proposed sites, out of which 25 met the basic criteria listed in the request. Of the 25 proposed sites accepted, 19 are located in the D’Estimauville ward, five in the Lower Town and one in the Upper Town.
This project is intended to address both current and future operational needs of the departments concerned. It aims to bring together in a single space of some 18,000 m2 nearly 750 federal employees now working out of Champlain Harbour Station, 1141 Route de l’Église in Sainte-Foy, and at 1040 Belvédère Avenue and 2800 St Jean Baptiste Street in Quebec City.
This relocation project confirms the Government of Canada’s commitment to ensure that federal buildings across the country are renovated or built to be energy-efficient and environment-friendly.
