OTTAWA, April 28, 2008 - Canada's Environment Minister, John Baird, announced today that Total E&P Canada Ltd.'s proposed Joslyn North Mine project, near Fort McMurray in Alberta, will undergo an environmental assessment by an independent review panel.
The Agency will now hold a public comment period on a draft Agreement to establish a joint review panel (the Panel) with the Alberta's Energy Resources Conservation Board. It includes procedures for appointing the Panel, the proposed terms of reference (i.e. responsibilities), and process for conducting the review. The public comment period ends on May 28, 2008.
$100,000 in participant funding is available to assist individuals and groups to participate in subsequent stages of the environmental assessment process such as public hearings and the review of the Environmental Impact Statement that will be produced by the proponent.
The proposed mining project includes the construction, operation, and reclamation of an oil sands surface mine and bitumen extraction facilities on Oil Sands Leases. It is designed to produce a total of 15,900 cubic metres per day (100,000 barrels per day) of bitumen.
