OTTAWA, April 1, 2008 - The Honourable Jason Kenney, Secretary of State (Multiculturalism and Canadian Identity), today released a report by an expert panel that made a number of recommendations for half-masting the National Flag of Canada.
"Our Government is committed to ensuring clarity and consistency in Canada's half-masting policy so that the protocol is meaningful to all Canadians and remains a significant symbol of national mourning," said Secretary of State Kenney.
The panel charged with reviewing the protocol was composed of Robert D. Watt, Rideau Herald Emeritus (former Chief Herald of Canada); Dr. Claire Boudreau, Chief Herald of Canada; René Chartrand, Muséoplume Inc.; Father Jacques Monet, s.j., Canadian Institute of Jesuit Studies; and Brad White, Director of Administration, The Royal Canadian Legion.
Secretary of State Kenney thanked former Chief Herald of Canada Watt and his panel for submitting their report. The report is being referred to the House of Commons Standing Committee on Canadian Heritage, which will make recommendations on a new half-masting policy.
The Department of Canadian Heritage administers the half-masting policy for the Government of Canada. The policy outlines the circumstances under which the national flag is to be flown at half-mast on federal establishments, including the Peace Tower.
