OTTAWA — The Honourable Rob Merrifield, Minister of State (Transport), today announced that NRG Research Group has been selected as the consultant to conduct the stakeholder survey project as part of the rail freight service review.
The review will examine Canada's rail-based logistics chain (including shippers, terminal operators, ports and vessels), focusing on service provided to Canadian shippers and customers.
"NRG Research Group's expertise will help to ensure there is a good understanding of issues related to the rail-based logistics system. This will contribute to the overall success of the rail freight service review," said Minister Merrifield.
The rail freight service review is being conducted in two phases. Phase 1, which is currently underway, consists of analytical work to achieve a better understanding of the state of the rail service. As part of this phase, NRG Research Group will survey shippers, terminal operators (including transloaders), port authorities, and shipping lines about their views on railway service and the performance of the rail-based logistics chain. The survey will allow stakeholders to provide their views on key service concerns and potential solutions. Following the contract award, NRG Research Group will hold an initial meeting with officials and begin its work immediately. It is expected that this project will be completed by the end of September 2009. The other three Phase 1 projects should all be completed by late October 2009.
Phase 2 will commence with the appointment of a panel who will develop recommendations in consultation with stakeholders and submit a final report to the Minister of Transport and Infrastructure, which is currently projected to be in spring 2010.
Efficient rail freight service is one of the backbones of a strong economy and crucial for domestic and international trade. Through the rail freight service review, the Government of Canada is committed to ensuring that Canada's rail system remains world-class.
