OTTAWA –The Board of Inquiry (BOI) report for the In-Theatre Detainee Handling Process was released today. The Board, composed of three senior Canadian Forces (CF) members, concluded that detainees were handled professionally and humanly by CF members with whom they were in contact, and that CF members acted consistently beyond reproach.
On February 16, 2007, the Vice Chief of Defence Staff (VCDS), convened a Board of Inquiry (BOI) to investigate into the handling of detainees by CF members in Afghanistan.
The mandate of the Board was to investigate the nature, extent and circumstances surrounding any use of force by CF personnel in the capture, treatment and processing of persons detained by the CF, on or about April 6 and 7, 2006 in Afghanistan. The investigation included an examination of medical care administered to the detainees, as well as a detailed examination of the orders, directives, and procedures governing detainee treatment at the time.
