Prime Minister Stephen Harper today announced the appointment of four new members to the Advisory Council on National Security (ACNS). The new members are Douglas D. Baldwin, Norbert Manger, Karen Oldfield and Karim Rajwani.
“I am pleased to welcome such esteemed individuals to Canada's Advisory Council on National Security,” said the Prime Minister. “Their combined experience and expertise in cybersecurity, transportation security, critical infrastructure protection and emergency management will provide valuable insights about issues that are vital to Canada's national security.”
Prime Minister Harper also thanked outgoing members Perrin Beatty, Bud Streeter and Wesley Wark for their service over the past four years.
In addition to the newly-announced members, the Council also includes the following: Norman Inkster (Chair), Louis Bélanger, Beverley A. Busson, François Couillard, Anne Joynt, Neil McCrank, Marie Rounding and Anju Virmani.
Established in 2005, the ACNS provides expert advice about national security issues to the Government through the National Security Advisor to the Prime Minister.

Douglas D. Baldwin
Mr. Baldwin was elected to the Trans-Canada Board of Directors on April 30, 1999, becoming interim Chief Executive Officer effective August 1, 1999. He was appointed President and Chief Executive Officer of TransCanada PipeLines Limited on September 22, 1999, retiring from the position on May 1, 2001. Mr. Baldwin has also had a distinguished career in the oil industry, including several appointments with Imperial Oil and Exxon Mobil Corporation.
Norbert Manger
Mr. Manger is a consultant for the International Air Transport Association. Prior to assuming his current role, he fulfilled several roles with Air Canada over the course of 32 years, including the position of Vice President, Airports. In this role with Air Canada, Mr. Manger's responsibilities included managing safety and security policies and their application at ground operations.
Karen Oldfield
Karen Oldfield is President and Chief Executive Officer of the Halifax Port Authority and leads the development of the Port of Halifax. In 1999, she assumed the role of Chief of Staff for Nova Scotia Premier John Hamm's Office, a position she held until January 2002. Currently serving as Vice-Chair of the Halifax Gateway Council, she volunteers on a variety of boards, including the Greater Halifax Partnership and the Board of Governors of Saint Mary's University.
Karim Rajwani
Mr. Rajwani is currently RBC's Global Head of Anti-Money Laundering and is responsible for leading RBC's Anti-Money Laundering, Anti-Terrorism and “Know Your Customer” initiatives globally. Prior to this position, Mr. Rajwani played the lead role in developing RBC's operational risk management and capital methodologies. In addition to his 14 years of risk management experience, he has worked for various Chartered Accounting and Management Consulting firms.
