Constructing new defence infrastructure is in line with the Canada First Defence Strategy, which sets a detailed road map for the modernization of the Canadian Forces. New infrastructure will help replace dated defence infrastructure and support a first-class, modern military that is ready to take on the challenges of the 21st century.
Projects announced August 12th are:
Recapitalization of Eight DND Housing Units
This project involves the major renovations of eight housing units at CFB Borden. The existing housing units were originally built in the 1940s and 50s, and although structurally sound, the layouts are not functional for modern Canadian Forces families. This renovation will provide Canadian Forces families with additional amenities in a contemporary space. Construction is planned to begin in September 2010. It is anticipated that the housing units will be ready for use in fall 2011. The overall value of this project is approximately $2.2 million
Upgrades to the Intrusion Detection System
This project will upgrade the existing intrusion detection system in 68 base buildings and three new buildings, and will continue to ensure the safety and security of CFB Borden. Upgrading the intrusion detection system is expected to begin in fall 2010 and is expected to be completed by summer of 2011. The overall value of this project is approximately $4.5 million
Consolidation of Canadian Forces Recruiting Group Headquarters The existing Canadian Forces Recruiting Group Headquarters is currently housed in three buildings at CFB Borden, one of which is a trailer that was installed in 2003 as a temporary measure to address shortage of space. The existing buildings are aging and outdated, and no longer used as originally intended. The recruiting group will become much more efficient once accommodated in purpose built office infrastructure.
It is anticipated that construction of the new CF Recruiting Group Headquarters will begin in spring of 2012. The overall value of this project is approximately $13.75 million
Construction of a CF Military Police Academy
This project will provide one replacement facility for the current Military Police Academy Headquarters and four other structures.
The consolidated facility will consist of a central core comprised of the Library and Heritage hall, plus three wings housing lecture rooms, practical training areas and forensic identification facilities. Office areas will be along the main entrance and the faculty office will be on the second level.
It is anticipated that construction of the Military Police Academy will begin in 2012. The overall value of this project is approximately $49.4 million.
Construction of Cambrai Road Quarters
This project will construct a new training quarters building of 18,000 m2. The new training quarters will provide 320 beds spaces.
It is anticipated that construction of the new training quarters will begin in 2012. The overall value of this project is approximately $57.8 million
Canadian Forces School of Electrical and Mechanical Engineering Consolidation Project
This project will involve the construction of a new 13, 292 m2 consolidated building which will effectively and efficiently accommodate the Canadian Forces School of Electrical and Mechanical Engineering.
It is anticipated that construction of the new school will begin in 2013. The overall value of this project is approximately $77.8 million.

Reconstruction of Arras Road
This project reconstructed approximately 700 meters of Arras road, located in the private married quarters' area, to upgrade the municipal service facilities. The capacity of the storm and sanitary sewers was upgraded, and the roadway was resurfaced, and sidewalks were improved. Reconstruction of the road was completed in November 2009. The overall value of this project is approximately $1.3 million
Construction of a New Music Building at the Cadet Summer Training Centre – Blackdown
The project entails a new purpose built soundproof structure that will support the instrument storage, repair, administrative and training requirements. Construction of the new music building began in winter 2009, and was completed in July 2010. The overall value of this project is approximately $2.3 million.
