OTTAWA, ONTARIO (December 22, 2010) - The Honourable John Duncan, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non Status Indians, announced today the reappointment of Mr. Harold Calla as the Chairperson to the Board of Directors of the First Nations Financial Management
Board (FMB) for four years.
“Mr. Calla has done an excellent job as the Chairman of the First Nations Financial Management Board over the past years,” said Minister Duncan. “So I am pleased to reappoint him for another four-year term.”
The First Nations Financial Management Board has two primary functions. First, it certifies financial management systems, practices and standards of First Nations that have chosen to borrow against their property tax revenues, and will soon have the opportunity to borrow using other streams of revenues. Second, for all other First Nations, it provides, on request, services relating to financial management, reporting and standards development.
The FMB is managed by a board of directors consisting of a minimum of nine and a maximum of fifteen directors, including a chairperson and a vice-chairperson. The board of directors is composed of individuals from across Canada, including members of First Nations, who are committed to the strengthening of First Nation financial management and who have the experience or capacity to enable the Board to fulfill its mandate.
The FMB is one of the four institutions created through the First Nations Fiscal and Statistical Management Act, which came into force on April 1, 2006. Led by First Nations, the Act established an institutional framework to provide First Nation governments with the practical tools available to other levels of government for modern management. The institutions will enable First Nations the opportunity to participate more actively in the Canadian economy.
