The Honourable Paul S. Crampton received a Bachelor of Arts (Philosophy) from l’Université du Québec in 1981. He received a combined Bachelor of Laws and Masters of Business Administration from the University of Ottawa in 1985 and a Masters of Law from the University of Toronto in 1987. He was admitted to the Bar of Ontario in 1988.
Mr. Justice Crampton was first appointed a judge of the Federal Court in November 2009 and a member of the Competition Tribunal in March 2010. Prior to his appointment, he was a partner at Osler, Hoskin and Harcourt LLP (2004-2009) and Head of the Outreach, Competition Division, Organization for Economic Cooperation and Development in Paris, France (2002-2004). He was a partner at Davies, Ward, Phillips and Vineberg (1992-2002) and an associate with Stikeman Elliott (1991-1992). He was special advisor to the Commissioner of Competition in Ottawa and executive assistant to the Senior Deputy Commissioner of Competition (1988-1989). His main areas of practice were competition law and foreign investment law.
Mr. Justice Crampton is the author of Mergers and the Competition Act (Carswell Publications), a frequently cited competition law textbook in Canada. He was recognized as one of the top 15 competition lawyers in Canada by LEXPERT in 2010.
This appointment is effective immediately.
The Honourable Austin F. Cullen received a Bachelor of Arts in 1971 from the University of Victoria and a Bachelor of Laws from the University of British Columbia in 1975. He was admitted to the Bar of British Columbia in 1976 and appointed Queen’s Counsel in 1996.
Mr. Justice Cullen was first appointed to the Supreme Court of British Columbia in 2001. Prior to his appointment, he served as Regional Crown Counsel in the Fraser Region and the Vancouver Region. He then became Assistant Deputy Attorney General with the Ministry of the Attorney General in British Columbia, Criminal Justice Branch, in 1999. He has been a frequent panellist and lecturer on criminal law issues. He was a member of the Task Force for the Creation of Rules Respecting Criminal Cases Flow Management in the Provincial Court and the Criminal Justice Reform Initiative Committee.

The Honourable Martel D. Popescul received a Bachelor of Arts from the University of Regina in 1976 and a Bachelor of Laws from the University of Saskatchewan in 1979. He was admitted to the Bar of Saskatchewan in 1980.
Mr. Justice Popescul was first appointed to Her Majesty’s Court of Queen’s Bench in 2006. Prior to his appointment, he was a partner with the firm of Sanderson Balicki Popescul in Prince Albert. His main practice areas were family law, criminal law and civil litigation and arbitration.
Mr. Justice Popescul has been an active member of his community. He was Chair of the Victoria Hospital Foundation and Governor of the Prince Albert Raiders Hockey Club.
