The Canadian Environmental Assessment Agency (the Agency) re-declares that routine projects at front country facilities in Jasper National Park contained in the Parks Canada’s Model Class Screening Report (MCSR) no longer need to undergo individual environmental assessments.
Parks Canada has conducted a model class screening for routine projects at front country facilities in Jasper National Park. A model class screening provides a two-step environmental assessment of all projects within a class by using information contained in the report while taking into account location-specific and/or project-specific information. A model class screening also records a conclusion on the significance of the environmental effects for projects assessed under this class. The details of this model class screening are provided in the MCSR on routine projects at front country facilities in Jasper National Park.
Public consultation on the MCSR took place from December 21, 2011 to January 24, 2012. The Agency received no written submissions from the public during this period. It has reviewed the MCSR and has determined that the class of projects, as described in the document, meets the requirements of the Canadian Environmental Assessment Act (the Act) for the environmental assessment of the particular class of projects. It is also the Agency’s opinion that the class of projects described in the MCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.
The re-declaration is effective February 17, 2012 and is subject to certain conditions, including:
- The Agency agrees with Parks Canada that the re-declaration is valid until February 16, 2017;
- The Agency will place the MCSR in the Canadian Environmental Assessment Registry (the Registry) at www.ceaa-acee.gc.ca; and
- On a quarterly basis, Parks Canada will post on the Registry a statement of the projects for which the MCSR was applied, as required under the Act.
