The Canadian Environmental Assessment Agency (the Agency) re-declares that annual minor re-dredging in Western Newfoundland and Southern Labrador contained in the Department of Fisheries and Oceans (DFO) Replacement Class Screening Report (RCSR) no longer need to undergo individual environmental assessments.
DFO has conducted a replacement class screening which consists of a single environmental assessment of projects within a designated class. The details of this replacement class screening are provided in the RCSR on annual minor re-dredging in Western Newfoundland and Southern Labrador.
Public consultation on the RCSR took place from February 17 to March 17, 2012. The Agency received no written submissions from the public during this period. It has reviewed the RCSR and has determined that the project screening process, as described in the document, meets the requirements of the Canadian Environmental Assessment Act (the Act) for the environmental assessment of this particular class of projects. It is also the Agency’s opinion that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.
The re-declaration is effective April 5, 2012 and is subject to certain conditions, including:
- The Agency agrees with DFO that the re-declaration is valid until April 4, 2017;
- The Agency will place the RCSR in the Canadian Environmental Assessment Registry (the Registry) at www.ceaa-acee.gc.ca; and
- On a quarterly basis, DFO will post on the Registry a statement of the projects for which the RCSR was applied, as required under the Act.
