GATINEAU, Quebec, November 15, 2013 – The Honourable Diane Finley, Minister of Public Works and Government Services, announced today that the Government of Canada is now seeking bids for mobile satellite communication terminals for army vehicles.
“Our Government is committed to providing our men and women in uniform with the best possible equipment they need to do their jobs at home and abroad,”
said Minister Finley. “We’re undertaking procurement in a smarter, more effective way that provides best value for Canadian taxpayers while upholding our fundamental tenets of fairness, openness and transparency.”
“The Land Command Support System Life Extension Project will ensure the Canadian Armed Forces maintains its strong communication network to take on the new challenges of the 21st century,”
said the Honourable Rob Nicholson, QC, Minister of National Defence and Member of Parliament for Niagara Falls. “This project is another step in helping to ensure a first-class, modern military that is well-equipped and ready to conduct its missions safely and effectively for many decades to come.”
The mobile satellite communication terminals, referred to as Satellite Communications on the Move, will allow army vehicles to communicate with their tactical headquarters or command posts via satellite and maintain that communication while they are moving. The Request for Proposals (RFP) is being issued under the Land Command Support System Life Extension Project, a highly integrated tactical communication system that supports army-wide command and control.
The Industrial and Regional Benefits (IRB) Policy applies to this procurement and will ensure that the winning contractor creates economic benefits in Canada equal to 100 per cent of the contract value. For further information on the IRB Policy and the recent enhancements, please visit www.ic.gc.ca/irb.
The release of this RFP follows earlier consultations and engagement with industry. An Industry Day was held in June 2012, during which industry representatives were briefed on and provided with an opportunity to comment on the planned content of the RFP and the draft requirement document.
The RFP, released by Public Works and Government Services Canada (PWGSC) on behalf of the Department of National Defence, appears on the Canadian public tenders service, hosted on Buyandsell.gc.ca—the authoritative source on Government of Canada procurement information.
