New Streamlined Funding Agreement Option for 2014-2015 offered to First Nations

Ottawa, Ontario (November 25, 2013) - Aboriginal Affairs and Northern Development Canada issued the following statement:
As part of its implementation of Budget 2012, and consistent with a commitment made earlier this year, Aboriginal Affairs and Northern Development Canada is meeting with First Nations to discuss a new streamlined funding agreement option.
Beginning in the 2014-2015 fiscal year, First Nations will have the option of using this new funding agreement instead of the current standard First Nations and Tribal Councils National Funding Agreement Model. While the standard model will still be available in 2014-2015, the new optional agreement has been streamlined to fewer than 20 pages (excluding program delivery requirements). The Department has stressed the use of plain language in this revised agreement which aims to simplify and eliminate the complex terminology typically found in funding agreements.
The major differences between the new streamlined model and the current standard model are seen in these sections:
- Removing the accountability provisions from funding agreements as these are better addressed through legislation;
- Inclusion of a standard Non-Derogation provision to respect any treaties and Aboriginal rights;
- Simplification of obligations regarding agents;
- Consolidation of default and remedy provisions;
- Simplified dispute resolution process;
- Consolidation of audit and evaluation provisions; and
- Reporting simplified into one Departmental reporting guide.
During regular regional meetings this month, AANDC officials will continue to discuss the new optional streamlined funding agreement with First Nation representatives. The streamlined model will be offered to any interested First Nations who may wish to become early adopters of this new model. However, this is the beginning of a discussion with First Nations on a simplified approach and it is expected that discussions with First Nations may lead to further refinements to the streamlined model that will be reflected in future fiscal years. This new optional agreement, along with all other agreements the Department will offer for the 2014-2015 fiscal year, will be posted on its website in December 2013 to ensure that recipients have the information and materials necessary in advance of the 2014-2015 funding year.
The Department is committed to streamlining funding arrangements and reducing unneeded reporting by recipients, while maintaining its ability to account to Parliament and Canadians for the more than seven billion dollars with which we are entrusted annually.
