Release of the Request for Proposals to Procure Medium Lift Helicopters

February 26, 2014 – Gatineau, Quebec – Public Works and Government Services Canada

Today, Public Works and Government Services Canada issued a Request for Proposals (RFP), on behalf of the Canadian Coast Guard, for the procurement of medium lift helicopters, under the Canadian Coast Guard helicopter fleet renewal procurement.

The Defence Procurement Strategy (DPS), announced on February 5, 2014, will be applied to this procurement to ensure delivery of the right helicopters to the Canadian Coast Guard in a timely manner, and to leverage the purchase to create jobs and economic growth in Canada. The Government will engage industry to inform both the development of the Value Proposition and how it will be weighted and rated, for this first project under the DPS.

Industry has until May 27, 2014, to submit a proposal. The RFP is available on Buyandsell.gc.ca, the Government Electronic Tendering Service.

Under the Canadian Coast Guard helicopter fleet renewal, the Government of Canada will acquire light lift helicopters, medium lift helicopters, polar helicopters and simulator(s) for the light lift and medium lift helicopters.
Canadian Coast Guard helicopters support activities such as ice reconnaissance; maintenance and construction of aids to navigation and telecommunications equipment; personnel and cargo transfer between ship and shore; and support to science and fisheries enforcement.
The new Defence Procurement Strategy (DPS) has three key objectives: delivering the right equipment to the Canadian Armed Forces and the Canadian Coast Guard in a timely manner; leveraging our purchases of defence equipment to create jobs and economic growth in Canada; and streamlining defence procurement processes.
Under this procurement, bidders will be required to provide a Value Proposition as part of their bids.
