Stage One: Request for Qualification will be posted on March 17, 2014

The Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister of the Economic Development Agency of Canada for the Regions of Quebec, today invited interested parties to participate in the Request for Qualifications (RFQ), the first step of the process to select the Government's private sector partner for the new bridge for the St. Lawrence project — one of the largest infrastructure projects in North America.
The Government of Canada is committed to having the new bridge to replace the Champlain Bridge open by 2018 and the rest of the corridor completed by 2020. The project is on track, and this important step of the public-private partnership (PPP) procurement process signifies yet another major milestone for the project.
Today, the Government of Canada announced that the RFQ will be posted on the government electronic tendering website on March 17, 2014. Respondents will be evaluated on their qualifications to carry out the project. A limited number of respondents will then proceed to the Request for Proposals (RFP), expected in summer 2014, where they will submit technical and financial proposals.
In conjunction with the upcoming RFQ, there will be an information session and site visit of the project area for interested respondents on March 31 and April 1, 2014. In addition, there will be an Industry Day to provide an opportunity for potential respondents to meet and network with local, regional and national goods and services providers on March 31, 2014.
The government has a responsibility to maintain the confidence of the Canadian public in the procurement system by conducting procurement in an accountable, ethical and transparent manner. All respondents will be required to comply with Public Works and Government Services Canada's Integrity Framework.
The Government of Canada will choose a private partner that is best suited to deliver a world-class project on time and in a manner that ensures the best value for Canadian taxpayers.
