Ottawa, March 6, 2014 – Mr Michel Séguin has been appointed to a four year term as a Part-time Commission Member of the Military Police Complaints Commission (Commission).
Mr. Séguin has 33 years of distinguished service with the Royal Canadian Mounted Police (RCMP), retiring in 2008 with the rank of Assistant Commissioner as a Division Commanding Officer. During his career with the RCMP, Mr. Séguin was trained as an Adjudicator for disciplinary hearings and participated in several boards. As Assistant Chief Human Resources Officer, he was responsible for Discipline Policy and ruled on all applications for Suspension Without Pay. As Commanding Officer, he reviewed internal investigations and made the determination to proceed to disciplinary hearings. Mr. Séguin was the Ethics and Integrity Advisor for the RCMP. He retired in 2013 after five years as the Director General Parliamentary Accommodation Services with the House of Commons Administration. He has maintained an interest in that field and will be completing a Certificate in Organizational Values and Ethics at Carleton University in June 2014.
This appointment is effective immediately.
The Commission is an external, independent civilian oversight body established under Part IV of the National Defence Act. Its mandate is to monitor and review complaints about the conduct of the military police in the performance of their policing duties and to deal with complaints of interference in military police investigations. The fundamental role of the Commission is to promote the principles of integrity and fairness and to build a climate of confidence within the Department of National Defence, the Canadian Forces and the Canadian public regarding the operations of the Military Police.
