Each year, Canada responds to appeals issued by international and Canadian humanitarian organizations. These appeals outline the planned response to a variety of humanitarian crises around the world, arising from conflict, natural disasters or food insecurity.
Today’s announcement of $98 million to the United Nations World Food Programme (WFP) will contribute to the provision of food assistance and nutrition interventions to crisis-affected people as follows:
Latin America & the Caribbean Region - $4 million
- Regional (Guatemala,Honduras,El Salvador) - $1 million - General food distributions to up to 361,000 people; cash and vouchers for the purchase of food commodities to 106,000 households.
- Haiti - $2 million - General food distributions to 517,000 people; supplementary feeding to 75,000 children and 48,500 pregnant/lactating women; school meals to 200,000 children; food-for-assets activities for 20,000 people; and cash and vouchers for the purchase of food commodities for 125,000 people.
- Colombia - $1 million - General food distributions to 225,000 people; supplementary feeding to 48,500 children to address undernutrition; school meals to 32,000 children; and food-for-work and food for training activities for 285,000 people.
Asia - $18 million
- Afghanistan - $5 million - General food distributions to 1.6 million people; therapeutic feeding to 369,000 children; and food-for-assets, food-for-work and food-for-training activities for 301,000 people.
- Bangladesh - $500,000 - Food distributions to 31,000 Rohingya refugees; supplementary food to Rohingya refugee children and pregnant/lactating women; and school meals and take-home rations.
- Burma - $1 million - Food distributions to 295,000 internally displaced people; supplementary food to 99,000 children and pregnant/lactating women, as well as 23,000 people with HIV/AIDS or tuberculosis; school meals or take-home rations to 262,000 children; and food or cash-for-work for 509,000 people.
- Nepal - $500,000 - Food distributions to over 30,000 Bhutanese refugees inNepal; and supplementary foods to 900 malnourished refugee children and pregnant/lactating women, as well as refugees with HIV/AIDS or tuberculosis.
- North Korea - $3 million - Supplementary foods to 1,759,000 children aged six months to 16 years of age (including 331,000 children suffering from moderate acute malnutrition); and supplementary foods to up to 634,000 pregnant/lactating women (including 72,000 pregnant/lactating women suffering from moderate acute malnutrition).
- Pakistan - $7.5 million - Food distributions to 960,000 internally displaced persons and returnees; food distributions to 715,000 persons identified as "severely" food-insecure in the five worst flood-affected districts of Sindh and Balochistan; supplementary food to 1.04 million children and pregnant/lactating women; school meals to 246,840 children; and food-for-work or food-for-training opportunities for 300,000 people.
- Sri Lanka - $500,000 - Food distributions to 80,000 people (internally displaced people, returnees and former refugees); supplementary food to 68,000 children and pregnant/lactating women; school meals to 160,000 children; food-for-work or food-for-training opportunities for 12,000 people; and cash or vouchers to purchase food to 24,000 people.
Middle East - $9 million
- Iraq - $2 million - General food distributions to up to 290,000 people; school feeding for 10,000 people; and supplementary food assistance to children from six months to five years old.
- Yemen - $7 million - General food distributions to 4.1 million food insecure and vulnerable people; and, preventative nutrition support for 325,000 children under two years old, nutrition treatment for 200,000 children under five years old, and nutrition support for 157,000 pregnant/lactating women.
Africa - $61 million
- West Africa - Sub-Region - $1.5 million - General and targeted food distributions for up to 180,000 Malian refugees and host communities in Burkina Faso, Mauritania and Niger; blanket and targeted supplementary feeding activities for children under five years old and pregnant/lactating women; and emergency school feeding for refugee children.
- Chad - $4 million - General food distributions for up to 1 million people; food assistance for assets; blanket and targeted supplementary feeding activities for children under five years old; and, blanket supplementary feeding for pregnant/lactating women. Support to the UN Humanitarian Air Service for the safe and reliable air service for more than 100 humanitarian entities inChad (approximately 5,000 passengers per month); transportation of light cargo (e.g., medicines) for humanitarian agencies; and timely medical and security evacuations for humanitarian staff.
- Mali - $5.5 million - General food distributions for up to 1 million people; blanket and targeted supplementary feeding activities for children under five years old; and, blanket supplementary feeding for pregnant/lactating women. Support to the UN Humanitarian Air Service to provide safe and reliable passenger air service for more than 32 humanitarian agencies inMali (for up to 70,000 passengers); transportation of light cargo (e.g., medicines) for humanitarian agencies; and timely medical and security evacuations for humanitarian staff.
- Niger - $3 million - Targeted assistance in the form of food, cash or vouchers for more than 3.4 million people; blanket and targeted supplementary feeding for children under five years old, and pregnant/lactating women; and school feeding for children.
- Burundi - $1 million - General food distributions for more than 275,300 refugees, returnees and vulnerable food-insecure populations in Burundi; blanket and targeted supplementary feeding for children under five years old; and blanket supplementary feeding for pregnant/lactating women.
- Democratic Republic of Congo - $11 million - General food distributions to more than 4.3 million people affected by conflict and other vulnerable groups; blanket and targeted supplementary feeding for children under five years old and pregnant/lactating women. Support to the UN Humanitarian Air Service to provide safe and reliable passenger air service for more than 285 humanitarian organizations and donor agencies to 40 locations in the country; transportation of light cargo (e.g., medicines) for humanitarian agencies; and timely medical and security evacuations for humanitarian staff.
- Rwanda - $1 million - General food distributions for up to 116,000 refugees from the Democratic Republic of Congo; blanket and targeted supplementary feeding activities for children under five years old and pregnant/lactating women to address malnutrition.
- East Africa & the Horn - $1 million – Support to the UN Humanitarian Air Service to ensure that relief efforts reach beneficiaries in both Somalia, north and north-eastern Kenya through the provision of: passenger air service for humanitarian organizations within the country, serving over 100 organizations flying to 30 locations; transportation of light cargo (e.g., medicines); and timely medical and security evacuations for humanitarian staff.
- Ethiopia - $6 million - General food distributions to an estimated 2 million food insecure or crisis-affected Ethiopians, and to up to 500,000 Somali, Sudanese, and Eritrean refugees; nutritional support to more than 1 million pregnant/lactating Ethiopian women and children under five years old; and supplementary rations to 65,000 refugees at risk of or suffering from acute malnutrition.
- Kenya - $6.5 million - General food distributions in support of 600,000 Kenyans and 575,000 Somali and Sudanese refugees; and, food-for-work or cash-for-work opportunities for 900,000 Kenyans facing food insecurity and 36,000 Kenyans living in refugee hosting communities.
- Somalia - $10 million - Food rations or cash grants for more than 800,000 people in households suffering from acute food insecurity; therapeutic or supplementary feeding and nutritional support for an estimated 1.3 million pregnant/lactating women, malnourished children under five years old, and members of other vulnerable groups; livelihoods protection and/or support (i.e. food-for-work) for 270,000 people; and food rations to promote education for 175,000 people, particularly girls.
- Sudan – $5.5 million - General food distributions to 2.4 million conflict-affected people, including 300,000 newly displaced people in Darfur; emergency and blanket supplementary food to 700,000 children and pregnant/lactating women; school meals to 900,000 school-aged children; and food-for-training and food-for-assets for over 1 million people. Support to the UN Humanitarian Air Service for passenger air service for humanitarian organizations within the country, serving over 150 organizations and flying to 60 locations; transportation of light cargo (e.g., medicines) for humanitarian agencies; and timely medical and security evacuations for humanitarian staff.
- South Sudan - $1.5 million – Support to the UN Humanitarian Air Service to ensure that relief efforts reach beneficiaries through the provision of: safe and reliable passenger air service for humanitarian organizations within the country, serving 5,000 staff monthly from over 200 organizations and flying to 29 locations; transportation of light cargo (e.g., medicines) for humanitarian agencies; and timely medical and security evacuations for humanitarian staff.
- Madagascar - $1.5 million - General food distributions or cash grants/cash for work for 516,000 people facing severe food insecurity as a result of natural disasters.
- Malawi - $1 million - General food distributions or cash grants for 1.9 million people; and, general food distribution or food-for-work activities for up to 26,000 refugees or asylum seekers living in Malawi.
- Mozambique - $1 million - General food distributions or cash grants / food-for-work for up to 250,000 people facing food insecurity as a result of drought and/or flooding.
Global - Immediate Response Account - $6 million
This account allows the WFP to respond rapidly to emerging crises without waiting for targeted funding from donors. Canada’s support will contribute to the:
- improved capacity to respond to needs immediately after a humanitarian situation develops;
- improved food security and reduction in hunger for beneficiaries reached early in crises; and
- strengthened capacity to respond to the most urgent needs of vulnerable populations in a timely manner.
As part of the 2014 Humanitarian Appeals, the following additional humanitarian funding from the Government of Canada to the WFP was previously announced by the Honourable Christian Paradis, Minister of International Development and La Francophonie:
South Sudan - $10 million - (announced April 1, 2014)
- Emergency food assistance to as many as 75,000 displaced South Sudanese in various United Nations bases throughout the country, and for as many as 200,000 Sudanese refugees currently displaced in South Sudan; and specialized nutritional support for new mothers and young children, including supplemental food for pregnant/lactating women.
Central African Republic - $1.5 million (announced March 27, 2014)
- ($1 million) Provision of food and nutrition assistance to more than 1.25 million people affected by conflict in the Central African Republic through general food distribution; supplementary feeding for children under five years old, as well as pregnant/lactating women; and, emergency school feeding.
- ($500,000) UN Humanitarian Air Service to ensure that humanitarian efforts reach beneficiaries through the provision of: safe and reliable passenger air service for more than 65 humanitarian organizations and donor agencies to 27 locations in the country; transportation of light cargo (e.g., medicines) for humanitarian agencies; and timely medical and security evacuations for humanitarian staff.
The funding announced today is the Government of Canada’s initial response to current humanitarian needs in a range of regions and countries. Throughout the year, Canada responds to humanitarian crises as they occur and as needs evolve. For example, in addition to the support noted above, this year Canada has also provided support to WFP in response to the crisis in Syria and Typhoon Haiyan in the Philippines. The WFP is Canada’s largest humanitarian partner and Canada was its third-largest donor in 2013.
