Amendments to the Marine Transportation Security Regulations will improve marine security and bring greater clarity and consistency for marine operators. The Regulations Amending the Marine Transportation Security Regulations (MTSR) were published in the Canada Gazette, Part II, on July 2, 2014 and are now in effect.
The amendments focus on meeting mandatory requirements set by the International Maritime Organization (IMO) and reflect recent changes made to the International Convention on Standards of Training, Certification and Watchkeeping (STCW) for Seafarers.
These amending regulations also serve to:
- further align regulatory approaches with the United States regulatory regime and contribute to eliminating duplication and impediments to trade without compromising marine security;
- ease the regulatory compliance burden and improve efficiency and flexibility for operators; and
- cut red tape for business so they can focus on what they do best: job creation and economic growth.
The Regulations Amending the Marine Transportation Security Regulations were pre-published in the Canada Gazette, Part I, on April 27, 2013, for a 60-day comment period.
