Following a period of public consultation from May to July 2013, the Canadian Nuclear Safety Commission (CNSC) has published REGDOC-2.2.2, Personnel Training.
Personnel Training sets out the CNSC's requirements for the development of a training system at nuclear facilities, and provides guidance on how these requirements should be met. Specifically, it defines the requirements and guidance for the analysis, design, development, implementation, evaluation, documentation, and management of training for workers at nuclear facilities in Canada, including the principles and elements essential to an effective training system.
The requirements and guidance contained in REGDOC-2.2.2 align with the International Atomic Energy Agency's (IAEA) recommendations on the use of the Systematic Approach to Training (SAT) methodology, as set forth in Technical Report Series 380, Nuclear Power Plant Personnel Training and its Evaluation: A Guidebook.
REGDOC-2.2.2 formalizes the CNSC's existing oversight program for training in nuclear facilities, and will provide the basis for assessing the acceptability of licensee training programs.
The CNSC regulates the use of nuclear energy and materials to protect the health, safety and security of Canadians and the environment; to implement Canada's international commitments on the peaceful use of nuclear energy; and to disseminate objective scientific, technical and regulatory information to the public.
