The Non-Commissioned Members Professional Development Division turns over a new leaf

Today, Royal Military College Saint-Jean announced that official authority for the Non-Commissioned Members Professional Development Division would be transferred from Canadian Forces Leadership and Recruit School to its command.

The purpose of this transfer of authority is to optimize the use of existing resources, increase the academic rigour of the programming and take full advantage of existing academic expertise at Royal Military College Saint-Jean. On this same occasion, the Non-Commissioned Members Professional Development Division was renamed the Chief Warrant Officer Osside Profession of Arms Institute; Chief Warrant Officer Osside was first to hold the position of Canadian Forces Chief Warrant Officer.

General Tom Lawson, Chief of the Defence Staff, was the guest of honour at this morning’s ceremony and gave a speech focused on leadership. The ceremony was also attended by College faculty and officer-cadets.

Major-General Éric Tremblay, Commander of the Canadian Defence Academy, was also present at this morning’s ceremony. Colonel Jennie Carignan, Commander of Royal Military College Saint-Jean, delivered a speech that focused on the values of her institution.

The Non-Commissioned Members Professional Development Division was initially under the aegis of Canadian Forces Leadership and Recruit School and under the command of the Canadian Defence Academy so as to centralize all the professional qualifications of non-commissioned members. Its transfer under the authority of Royal Military College Saint-Jean is designed to make optimum use of resources, given the institute’s physical location on the campus of Royal Military College Saint-Jean.

A centre of excellence in leadership, the Non-Commissioned Members Professional Development Division offers four professional development programs for non-commissioned members called upon to assume institutional leadership responsibilities. These top-notch programs make it possible for non-commissioned members to develop their knowledge and leadership at key points in their careers.

Chief Warrant Officer Robert Osside was the first Canadian Forces Chief Warrant Officer – a position created by the Chief of the Defence Staff in 1978 to assist him in his duties and advise him on all issues relating to non-commissioned members. The Chief Warrant Officer Osside Profession of Arms Institute will offer the following programs: Intermediate Leadership, Advanced Leadership, Senior Leadership and the Senior Appointments Program.
