Canada has a long history of providing observers to elections around the globe. Since 2004, Canada has contributed hundreds of election observers to seven successive Ukrainian elections to help further strengthen democracy in the country.
Of the more than 300 Canadian observers who went to Ukraine for the May 2014 Presidential election, 143 of them formed part of Canada’s independent Ukraine 2014 Presidential Election Bilateral Observation Mission. This included 39 long-term observers and 104 short-term observers who carried out electoral analysis and stakeholder engagement, and provided support to the Canadian election observer mission. The remaining 160 observers participated as part of the Organization for Security and Co-operation in Europe’s (OSCE) Office for Democratic Institutions and Human Rights, and the OSCE’s Parliamentary Assembly observation missions.

In 2012, Canada deployed 500 election observers for Ukraine’s Parliamentary elections, including 422 bilateral observers to observe, record and report their findings, as part of Canada’s bilateral mission. An additional 68 observers were deployed as part of the multilateral mission of the OSCE’s Office for Democratic Institutions and Human Rights and 10 observers through the OSCE’s Parliamentary Assembly observation missions.
The Mission Canada Ukraine 2012 report concluded that Ukraine’s Parliamentary elections fell short of meeting international standards, and that these elections marked regression in Ukraine’s democratic development. Following these elections, five electoral districts were repeated in December 2013, when Canada deployed a team of 26 observers to monitor these repeat elections.

To monitor and report on Ukraine’s 2010 Presidential election, Canada deployed 66 election observers with the OSCE's Office for Democratic Institutions and Human Rights electoral observation mission. Since the first round of voting was inconclusive, Canada deployed an additional independent mission of 200 observers.
