The Honourable Raymond P. Whalen was born in Spaniard's Bay, Newfoundland and Labrador. He received a Bachelor of Arts and a Bachelor of Education from Memorial University of Newfoundland, and a Bachelor of Laws from the University of New Brunswick.
He has been a member of the Law Society of Newfoundland and Labrador and a member of the Canadian Bar Association since 1979.
Following the completion of his studies, he worked as Associate and later as Partner with White Ottenheimer and Baker from 1979 to 2000, where he developed an expertise in corporate, commercial and finance law.
From 2000 to 2001, Justice Whalen was the Executive Vice-President and in-house counsel of Guigné International Limited. He later served as President and General Legal Counsel for the same organization from 2002 to 2005.
