Minister, Mr. Fraser,

Congratulations on your appointment as Minister of Justice and Attorney General of Canada. I look forward to supporting you in my role as Special Advisor and Federal Ombudsperson for Victims of Crime. Our team operates at arm’s length from Justice Canada, and the Ombudsperson reports to the Minister.

The enclosed transition book provides an overview of our Office and our current priorities. I was pleased to see that many align with the Canada Strong Plan of our new Prime Minister.

The enclosed 2023-2024 Annual Report - Office of the Federal Ombudsperson for Victims of Crime highlights the work and achievements of the Office from April 1, 2023 to March 31, 2024. Pursuant to paragraph 23(1) and (2) of the Public Service Employment Act, I am required to submit a report annually and request the Minister to table it in the House of Commons at the earliest opportunity.

I look forward to our first meeting, and I will make myself available to meet with one of your advisors if they have more in-depth questions on the attached materials.

I intend to continue working closely with your Office and the Government of Canada until the end of my term to improve outcomes for victims of crime. I trust that our mutual goal is to ensure that victim rights are upheld and that all victims and survivors are treated with dignity and respect throughout their involvement with the criminal justice system.
