Institutional GBA+ capacity

The Secretariat is a micro-organization comprised of 10 full-time equivalents. The organization is not involved in the development of programs or policies. Rather, it supports the review activities of the National Security and Intelligence Committee of Parliamentarians. As part of the support provided to the Committee, when and where applicable, the Secretariat will utilize a GBA+ lens to support its analysis and advice.

  1. The Committee’s reviews are varied and their findings and recommendations could potentially support a number of pillars and goals of the Gender Results Framework. For example, the Committee completed a review of diversity and inclusion across Canada’s security and intelligence community in 2019-20. More specifically, the review provided a baseline assessment of the degree of representation of women, Aboriginal peoples, members of visible minorities and persons with disabilities within the core organizations of the security and intelligence community. The review also examined the goals, initiatives, programs and measures that departments and agencies have taken to promote diversity and inclusion. The Committee’s review was published in its 2019 Annual Report and includes recommendations on the issue of diversity and inclusion in Canada’s security and intelligence community. The Committee remains interested in diversity and inclusion and may, in the coming years, conduct another review to track the community’s progress in this area. 
  2. The Secretariat does not collect program data nor does it possess any databases.
  3. While no single FTE is identified as a dedicated resource for GBA+ activities, all employees have completed the Women and Gender Equality Canada’s online Gender-based Analysis Plus training module.

    As part of its recruitment activities, the Secretariat hired a diverse group of employees with the appropriate mix of experience, research, and analytical skills to fulfill the organization’s responsibilities. This breadth of experience and competencies provides the Committee with high quality, non-partisan advice and support.
