The Workshop and its Objectives

On 28 January 2020, the Department of National Defence (DND) Mobilizing Insights in Defence and Security (MINDS) program and the Canadian Security Intelligence Service (CSIS) Academic Outreach and Stakeholder Engagement (AOSE) program co-hosted a workshop to examine the evolving nature of hybrid methods in the grey zone, and how these tactics are increasingly being used by state actors to gradually, but fundamentally, revise the global system of alliances and rules-based order.

Held under the Chatham House rule, the workshop was designed around the work of ten experts from Canada, the United States and Europe, and benefited from the insights of security practitioners representing a range of domestic and international experiences. The papers presented at the event form the basis of this report. The entirety of this report reflects the views of those independent experts, not those of DND or CSIS.
