Gender-based analysis plus 2025-26

Introduction

In 2018, Parliament passed the Canadian Gender Budgeting Act. The Departmental Plans and Departmental Results Reports are being used to fulfill the President of the Treasury Board’s obligations to make public, every year, analysis on the impacts of expenditure programs on gender and diversity.

Each department is responsible for conducting their own Gender-based Analysis Plus (GBA Plus).

The Policy on Results indicates that Program officials, as designated by Deputy Heads, are responsible for ensuring data collection for meeting policy requirements.

Applicability

All organizations must complete GBA Plus supplementary information tables in departmental plans and departmental results reports on an annual basis.

Section 1: Institutional GBA Plus governance and capacity

Governance

The Administrative Tribunals Support Service of Canada (ATSSC) is committed to exploring GBA Plus principles to assess how different women, men and gender diverse people may experience policies, programs, and initiatives.

Our Champion for GBA Plus will continue to collaborate with the Champion for both Equity, Diversity and Inclusion (EDI) and Accessibility—as well as our EDI Committee—to promote and support various GBA Plus and EDI initiatives. In addition, the ATSSC will participate in the Interdepartmental Committee of GBA Plus Focal Points to share information and best practices in the implementation and application of GBA Plus and to collaborate with other GBA Plus practitioners across federal departments and agencies.

Capacity

In 2025-2026, we will adopt an organization-wide approach to GBA Plus. This will include raising awareness of GBA Plus best practices and creating tools and resources to support them as well as offering information sessions for our staff and for members of the tribunals we serve.

The Secretariat to the Social Security Tribunal (SSST) of Canada will support evidence-based GBA Plus initiatives by continuing to collect data. They will train staff to use this data strategically with software and analytical methods. The SSST will use GBA Plus to find ways to help tribunal members hold inclusive hearings that respond to the diversity of appellants. They will also use GBA Plus to improve how they interact with Canadians through registry operations. Registry staff will provide navigator services and accommodations for people who face barriers when interacting with the SSST and secretariat staff. These actions will help the SSST to continue to improve access to justice for their appellants.

Building on the work begun in 2024-2025, the Secretariat to the Federal Public Sector Labour Relations and Employment Board will hold informal discussions with staff on GBA Plus-related topics. These discussions will aim to deepen staff knowledge and understanding that will lead to improved support for parties appearing before the Board.

The Information Services and Solutions Team will support program delivery through accessible websites and e-filing systems. The Information Management/Information Technology (IM/IT) Service Desk will respond to ATSSC employees’ accessibility requirements as needed. Accessibility will remain a key consideration for all projects involving IM/IT.

The Corporate Services Branch will use GBA Plus principles in all operations to improve internal processes and client services.

Human resources (full-time equivalents) dedicated to GBA Plus

In 2025-26, approximately 2.5 FTEs will be dedicated to working on GBA Plus.

Section 2: Gender and diversity impacts, by program

Core responsibility: Support services and facilities to federal administrative tribunals and their members

Program name: Legal Services

Program goals: This program uses GBA Plus principles to develop tools and instruments for legal services. These tools help provide legal advice, legal research, and legislative and regulatory support services to the tribunals.

GBA Plus data collection plan: This program does not collect sufficient data to enable it to monitor and/or report program impacts by gender and diversity. However, the ATSSC monitors on a bi-annual basis how business units are applying GBA Plus principles in their initiatives. ATSSC will explore approaches to collect data to enable future monitoring and reporting for 2025-26.

Program name: Mandate and Member Services

Program goals: This program uses GBA Plus principles to develop tools and instruments for mandate and member services. These tools help provide expert research and analysis, advisory services, outreach and training activities, investigation support services and mediation. They also help to develop policy and procedure.

GBA Plus data collection plan: This program does not collect sufficient data to enable it to monitor and/or report program impacts by gender and diversity. However, the ATSSC monitors on a bi-annual basis how business units are applying GBA Plus principles in their initiatives. ATSSC will explore approaches to collect data to enable future monitoring and reporting for 2025-26.

Program name: Registry Services

Program goals: This program uses GBA Plus principles to develop tools and instruments for registry services. These tools help to ensure tribunal matters are heard and resolved quickly, efficiently, and within legal requirements.

GBA Plus data collection plan: This program collects sufficient data to enable it to monitor and/or report program impacts by gender and diversity. The Secretariat to the Social Security Tribunal of Canada will use the socio-economic data it collects on its appellants to ensure they have fair and inclusive access to the appeals process. It will monitor how technology, income, gender, and other intersectional factors create barriers to accessing justice. To enhance this analysis, the Secretariat will compare data on its appellants with benchmark data from another government agency to find areas for improvement. The ATSSC will explore approaches to expand the program’s capacity to report on impacts in other Secretariats in 2025-26.
