  4. CFAO 17-1, Safety and Protective Equipment – Motorcycles, Motor scooters, Mopeds, Bicycles and Snowmobiles.

Where there is an overlap or conflict of guidance on Army specific orders of dress with A-DH-265-000/AG-001 – Canadian Armed Forces Dress Instructions, IAW DAOD 1000-7, these CA Dress Instructions shall take precedence.

  1. Chair Opening Remarks. COS A Ops, BGen Errington, welcomed all and emphasized that all members have an important voice to our collective recommendations for the Commander of the Canadian Army (Comd CA). Despite it being his first meeting, he mentioned that he anticipates it to be one of the most efficient meeting that he had in recent months. Given the Division and Corps-level CWO audience, he expects that everyone will participate fully without any reservation as it is expected by Sergeants-Major at the senior level.
  2. Co-Chair Opening Remarks. Army SM, CWO Hartnell welcomed all participants and expressed his appreciation for the excellent attendance and members’ contribution to today’s agenda. He stressed the fact that if we have issues that are needed to be verbally explored, here is the time and place to do it.
  1. Given the significant number of 35 current business items which have been presented to the CADCC by our Corps and Divisions, these minutes are presented in three sections:
    1. Old Business Arising from 12 Jun 19 Meeting. Paras 4-16 share the 13 business items brought forward for discussion from the previous CADCC meeting;
    2. New Business Conducted at 26 Nov 19 Meeting. Paras 17-32 present the 16 new items prioritized as needing to be formally discussed by the members at our current meeting; and
    3. Action Items Considered Secretarially. Paras 33-38 are the six items of business which were evaluated as being able to be dealt with secretarially by CADCC members.

  1. Future Policy for Op Dress Badging. G1 Honours and Heritage, Mr. Bryden presented the future policy of Op Dress Badges, the draft version was socialized to the members prior to the meeting. Mr. Bryden thanked the CADCC members for their recommended amendments. The policy includes a proforma to support future requests for No. 5 badges within the CA. The new CADPAT currently being trialled will not affect the present background colour of our badges. The present CADPAT remains in service and our focus. The final draft of the policy as presented was endorsed by CADCC members for approval. It will be added to the CA Dress Instructions, No. 5 Operational Dress section once approved by Comd CA. Corps and Divisions are asked to submit any recommended new badges for the No. 5 order of dress IAW the policy using the proforma.

  2. Skills/Trade Badges for Officers. The Army SM received support from Comd CA to permit Junior Officers to wear some officer specific new requested occupational badges or specialty skill badges. Officers will not wear the NCM series of occupational badges. Each Corps may now proceed and independently solve how to implement new officer occupational badges. The desired end-state is for our Corps to use occupational badges that permit junior officers’ to experience the same pride in career, skill, and course progression as experienced by our soldiers. If a member has changed trade, that individual shall only wear the badges of his/her new trade. If a soldier commissions from the ranks, the PLAR process will be used by the Corps to manage which occupational badges members are assessed as eligible to wear. When Corps reach their solutions, they are reminded by the Army SM to update their Corps dress regulations so there is firm control on badge wearing.

  3. Colour and Subdued National Flag of Canada for No. 5A. It was noted that the corners of the existing large colour national flag patch were continuously curled in, and as per DHH advice, the shape of a flag could not be modified and a square edge is required. Therefore CANEX was approached to present the CA with prototypes of colour and subdued national flag patch to be worn on the CA Op Dress. The flags would be of maximum size on a rectangular CADPAT patch, with the same thread colours as the existing versions. Once prototypes received and approved, they will go in production for CANEX sales and will subsequently be made available at CAF. This new national flag patch will replace the current patch through attrition.

  4. The Army SM reminded all that only one National Flag shall be worn on a uniform even when OUTCAN, on an Operation or on Exercise.

  5. Wear of No. 2/No. 2A Mess Dress by Former Serving Members. There is administration underway at CAF level to recommend that former serving members be permitted to wear their No. 2 Mess Dress at DND/military functions based on the authority of the local CO of the event. The Army is recommending that former members would be required to tailor their uniform by adding an embroidered “R” at a designated location on the uniform and the insignia would be sold at CANEX stores (incl. on-line sales). Once the “R” insignia is available the CA will promulgated a CANFORGEN.

  6. File #50, Assault Pioneer Beard Policy. At a previous CADCC meeting, the RCIC requested an update to the CAF policy regarding the wearing of beards, specific to the assault pioneers of the RCIC. The Army SM presented the request at the last National Defense Clothing and Dress Committee (NDCDC) meeting, 27 Aug 19. It was recommended by the NDCDC members for approval and we are awaiting for those minutes to be signed and approved.

  7. File #53, Foreign Skill Badge – AUMANGEA (Jungle New-Zealand). This file seeks consensus to add the AUGMANGEA badge to the list of Foreign Badges in A-DH-265-000/AG-001 CAF Dress Instructions. The Army SM presented the request at the last NDCDC meeting, 27 Aug 19. The item was recommended by the NDCDC members for approval and we are awaiting for those minutes to be signed and approved.

  8. File #54, Army Technical Staff Officer (ATSO) Badge. CA approved the ATSO badge at the last CADCC. The file seeks the creation of the ATSO badge with a proposed design for wear on the DEU and CADPAT. A proposed badge design was offered from within the ATSO qualified community. The Army SM presented the request at the last NDCDC meeting, 27 Aug 19. The item was recommended by the NDCDC members for approval and we are awaiting for those minutes to be signed and approved. Once approved, DHH will commence liaison and administration for the new badge.

  9. ATSO and Master Gunner Badge Equivalency. The question was raised as to which badge a NCM would wear if they CFR or SRCP. Does the member keep is previous badge (owned qualification) or would the member adopt the Officer Badge (ATSO)? The Army Technical Warrant-Officer (ATWO/Master Gunner) badge is a NCM Army Master Occupational Badge that is only worn by NCM. When commissioning, the CADCC recommended that the officer would wear the officer ATSO badge which is a specialty badge.

  10. CA Dress Instructions. G1 Dress & Ceremonial, CWO Baulne provided an up-date WRT CA Dress Instr, as Chap 1 C2, Table of Contents and the Army No. 2 Mess Dress Section (Universal Pattern) are completed and awaiting Comd CA approval. He is also drafting Chapter Chapter 5, Section 3 (No. 3 Army Service Dress). Once these chapters are approved, they will be added to the official CA Dress Instructions and posted on the Army Dress and Ceremonial ACIMS site. The Corps and Regimental Dress Excel spreadsheets on ACIMS are filled at 97%.

  11. DLR Projects Status Report. There are many in-progress dress and badging projects that have been recommended by the CADCC and approved by Comd CA. DLR has consolidated several projects into manageable groups base on similar requirements to ease the work of the Director Soldier Systems Program Management (DSSPM) Technical Authorities (TA). All CA projects from previous meetings have been defined into formal project requirements and are awaiting final sign-off by ADM(Mat) senior authorities. All projects are broken into two groupings, based on how items will be supplied and sustained:
    1. Individual Program. A grouping of projects to provide Service Dress items through the CAF Supply System, directly to each solider, mostly through Clothing-Online or issued in bulk, directly to units. These will be sustained by ADM(Mat) Vote 1 national procurement (NP) funding; and
    2. Collective Program. A grouping of projects to provide complete uniforms and accoutrements to units with assigned ceremonial public duties task. These items are always issued in bulk directly to the unit and will be sustained by Army Vote 1 (O&M) funding.
  12. The DLR 5-4 presentation may be found on the G1 D&C ACIMS site. These include:
    1. CA Swords. DLR (Capt Blencowe) presented an update on CA swords patterns. The publicly funded CA universal pattern of sword is the 1897 Infantry Pattern. As per CAF Dress Instructions, other Corps’ patterns are considered optional, but shall be registered as official CAF Sealed Patterns to ensure they are approved and may be acquired as NPF items by units and individuals. A distinctively Canadian blade etching pattern has been developed, which has incorporated the 2019 approval by Her Majesty to use Her Royal Cypher combined with the Arms of Canada in the traditional manner. Production of the first CA sword is currently underway. DSSPM is initiating development of an updated specification, in preparation for a procurement next FY, using existing DSSPM NP funding, as these items are currently part of the CAF supply system. This project does not alter the current approach to belts and knots, as approved in CAF Dress Instructions. This CA universal etching pattern is the base on which distinctive Corps or Regimental or personalized versions may be developed. All Corps and Regiments wishing to approve a distinct etching pattern are to submit proposals by email to +ACD-TCA@C Army DLR@Ottawa-Hull.     2. CADPAT/ECU Badging. This project is almost complete and no new badges can be added to it. The standing offer to sustain these badges is also not yet in place. If Clothing Stores believe they will be deficient in Div or Bde (or equivalent) formation badges, they may request funding for LPO through their chain of command to Army G4 Supply. Should there be further demand for additional badges to be added to the CAF supply system, a new minor capital project will be required

    3. Undress Headdress Project. Initial issue of the Army Blue & Guards Khaki Beret is complete. These berets are now sustained by DSSPM through Clothing-Online. Initial issue of the Tam O’Shanter (combat balmoral, in NCM and officer versions) to Scottish Regiments and Glengarry headdress to Pipes and Drums are now underway. Regiments of Guards will begin to receive publicly issued forage caps next FY. Based on limited funding, the project is forecasted to take four FYs to fully deliver;

    4. Footwear Project. Drill boots to both Regiments of Foot Guards are available to order, in support their extended public duties role, and highland service dress shoes are available for Scottish Regiments and Pipes and Drums. Later this FY, kilted hose will begin initial issue. Based on limited funding, the Project is forecasted to take four FYs to fully deliver;

    5. CAF Leather Modernization Project. Based on the approval of NDCDC to eliminate plastic ceremonial belts and scabbards, the Leather Project has completed the patterns of some of the restored leather items and shall begin to deliver next FY. Some available funding was identified by DSSPM, and an initial order of Infantry pattern belts has been made to support the Reg F Inf Bns, as those designs are complete. They are expected to begin delivery this FY, but the actual project begins to be funded in FY 2020-21. Based on limited funding, this project is forecasted to take four FYs to fully deliver;

    6. Badges and Accoutrements. The purpose of these projects, is to provide complete publicly funded service dress to members of the CA, including the Army Reserve, as initiated by the Army in 2015. These projects are awaiting final approval by ADM(Mat) and will be funded, to a limited amount, beginning in FY 2020-21. Some initial development work is however being completed concurrently by DLR to allow the project to proceed as soon as formal approval is received;

    7. Strengthen the Army Reserve (StAR) LOO 3 Public Duties – Clothing and Equipment for Ceremonial Guard (CG). This project provides equipment for both RCIC Regiments of Foot Guards in order to execute their StAR mission-task; to provide public duties (PD) tasked contingents in the NCR, and to eliminate the need for ad-hoc tasking for all PD. The equipment will be delivered to Ceremonial Guard (CG), the CAF CoE for ceremonial drill, which shall act as depot in support of both Regiments, for efficiency. This project is now fully approved and funded, beginning in FY 2020-21. It has been assigned a high priority by ADM(Mat) due to the high profile national role of this StAR mission-task. DSSPM is also increasing funding for CG IOT support growth in equipment holdings. Some initial development work is being completed to allow the project to proceed as soon as approval is received and all items will be delivered as quickly as funding permits IOT ensure CG and both regiments can fulfill the shared mission-task. The Army SM reiterated to both 2nd & 4th Division Sergeants-Major the very high importance our Army places on these national level missions tasked directly to both the GGFG and CGG. He especially noted that the Regiments have been expanded with new sub-units specifically to accomplish these extended public duties, and IOT fully augment the CG for year-round full and part-time PD. The Army’s desired end-state is for daily PD in the NCR to be staffed with soldiers without relying on non-Guards soldiers from outside units;

    8. Army Ceremonial Equipment Catalogue. In parallel to the development of a CA Dress Instructions manual that will confirm authorized orders of dress for the CA, a Clothing and Equipment Catalogue will eventually be published as a web-based manual on the Army G1 Ceremonial ACIMS site. This is for use by QM staff in Corps, Regiments and Units to be fully informed on items available in the CAF supply system as well other authorized individual items. A preliminary version 1 of this manual will be published in online format in 2020;

    9. SITREP - NOCFC2. The Non-Operational Clothing and Footwear Consolidated Contract is awaiting final approval and contracting. The familiar online ordering format of the current Consolidated Clothing Contract (C3) will be retained and the transition will be almost seamless for CAF members;

    10. SITREP - OCFC2. The Operational Clothing and Footwear Consolidated Contract will build on the success of the current web-based ordering of Non-Operational Clothing. It remains in development in DND and will not be ready for online ordering until at least October 2022;

    11. Service Dress Tunic. Due to several complaints regarding the sizing, fit and overall shape of the currently issued tunic, a DLR sponsored product improvement initiative is underway. The current fabric is becoming obsolete, so a future review will need to consider options to modernize the service dress fabric. It was noted that the original CF unification rifle green jacket was developed primarily as office wear with the cut of a lounge suit, not as a military-style parade uniform. This does not suit the modern use of the jacket for almost exclusive parade and ceremonial employment. The design of the tunic for No. 3 service dress will be improved to meet its actual employment requirements. A prototype was not available at this CADCC, however due to overwhelming feedback received in the consolidation process, parallel work on an update of the female jacket will begin, so all service dress tunic jackets will receive product enhancement as soon as possible; and

    12. Sealed Patterns Project. This project is addressing a multitude of small issues to ensure that all items worn on CA uniforms are regulated and supported:
      (1) All fabrics for No. 2 universal pattern Mess Dress have now been sealed, and there will be virtually no change noted to the existing colours and patterns, except the fabric for trousers and waistcoats on most Mess Dress will be a slightly different shade of blue. The blue-almost-black “indigo” shade of the current commercial fabric is darker than the approved sealed pattern, so the correct “Army Blue” fabric will be made available to commercial tailors early in 2020. There is no change needed to existing Mess Dress uniforms, as correct fabric specifications were not available previously. Tailors will be allowed to consume their current stock of fabric before switching to the new shade, which is still dark blue; and
      (2) Any Corps or Regiment with alternative (“Officer or Snr NCO”) cap badges, collar badges or other accoutrements that are considered in CAF Dress Instructions as “optional” items, (therefore not supplied by the CAF Supply System), are to submit 4 copies of each item (in excellent condition), IOT have them sealed and approved. These items for sealing can be coordinated for the shipping and tracking through +ACD-TCA@C Army DLR@Ottawa-Hull.

  13. Scales of Issue. Scales of issue are the legal entitlement and authorized quantities for items to be issued to individuals and units. In addition, the scales of issues are used for financial planning and form part of the authority for procurement. Due to the attention to detail required IOT maintain these scales, the CA has broken down our scales of issue into ‘sub-scales’ based on Corps/Branches. This permits direct input and management by Corps (through preferably the Corps SM). Recommendation and considerations for modification are to be made through the CADCC. The Army SM stated that from a CA perspective, all organizations who have received publically funded No. 1B ceremonial full dress uniforms are expected to wear those issued uniforms for assigned public duties tasks. All units with collective holdings of publicly issued uniforms are to use the CAF scales of issue as their entitlement to properly maintain and locally refurbish their holdings.

  1. Drafting of New Drill Chapter for the Ranger C-19 Rifle. The A-PD-201-000/PT-000 Drill & Ceremonial publication does not presently have a section for the C-19 Rifle. The Army Reserve SM (CWO Clapham) and all CPRG SMs are currently combining their efforts to generate a chapter for addition to the publication. An initial draft is completed and it will undergo review IOT obtain formal approval in spring 2020.

  2. RCN Specialty Skill Badges. WRT CANFORGEN 068/19 RCN, the RCN has recommended to the NDCDC that these badges are made available to all qualified members of the CAF vice only to the members of the RCN. The item was supported by the NDCDC members for approval and we are awaiting for those NDCDC minutes to be signed and approved.

  3. CANEX “Approved for Wear” Hang Tag. CANEX has modified their hang tag by adding a different colour for each Environment, Red is the colour for the CA. There will also be some minor changes to the format of the writing on the ‘Approved for Wear’ hang tags.

  4. Amendment to CADCC ToR. The CA G1 Honours & Heritage tabled an Army G1 proposed amendment to the CADCC ToR adding a new serial 16 to reflect the current accepted process for units to request a new Guidon (RCAC) or a new stand of Colours (RCIC). The new serial reflects the current process used for the past three years whereby the RCAC and RCIC are managing the priority of Colours manufacture with the Heritage team of the Army G1 and DHH 3. The new serial 16 simply reflects this new practice and places these requests onto the Corps-net vice Division-net administration of the normal approval by the Comd CA. This is consistent with the similar new CADCC practices for badges and identity. After Mr. Bryden’s presentation, a vote was held and serial 16 was endorsed by the CADCC members for consideration by Comd CA.

  5. CA Priority List of RCAC Guidons and RCIC Colours. CA G1 Honours & Heritage circulated, circulated the most recent priority list of RCAC and RCIC consecrated flags. The list may be found on the G1 Dress & Ceremonial ACIMS site. There has been a substantial improvement WRT units waiting for new flags to be produced and it can still take 2-3 years for design submission, formal drawing by the Canadian Heraldic Authority, contracting, and production. A life-cycling strategy was introduced briefly and this is under further investigation between DHH, Army G1 and the Corps Dirs of the RCAC and RCIC. The RCAF is about to embark on a replacement of their 400 Squadron series of Colours and this may affect medium-term production of CA consecrated flags.

  6. Camp Flag Registration. Despite the fact that many Brigade and Base camp flags have flown for years, given there was previously no public funding led to these flags not being registered. Given the 2015 approval by the MND that public funding may be used for the camp flags specifically bought to fly on public building, on public monuments, and in the offices of persons with military public duties, there is now a need to register these flags with the CAF Inspector of Badges/DHH. Eventually, DLR will formalize scales of issue and solve an NSN for each flag. This detail is needed for your local G4 Supply people. Given so many camp flags and a small local requirement, the Army plan remains to continue to use local procurement to procure properly registered camp flags.
  7. Knowing Brigade Badges are approved, to conduct the registration, each Brigade OPI will deal directly with DHH and begin the process of developing artwork to register their desired Camp Flag design. The desired end-state is to have each Brigade obtain a copy of their camp flag artwork signed off by the CAF Inspector of Badges. If there is any heraldic error on a camp flag, then DHH will contact the Army Heritage team and all the parties will work to make a correction suitable to the Brigade Comd. This registration exercise will take some time and should be complete in about 6-9 months. One physical camp flag will be required to be sent by the Brigade to Army HQ (Attention: G1 Honours & Heritage) so a master sealed pattern is kept on file and the pantones are formally recorded as part of a planned CA Camp Flag Catalogue (DLR). G1 Honours & Heritage will track progress with DHH and remain in support of the Brigade OPIs.

  8. Canadian Naval Ensign (CNE). The Royal Canadian Navy (RCN) asked if their members may wear the CNE on the No. 5CA Op Dress when the wear of the uniform is authorized. The Army SM reminded all that it the understanding of the senior leadership of the RCN/CA that RCN members should typically be wearing their own RCN Naval Combat Dress (NCD) uniform. In those more rare circumstances where the RCN members might need to wear CA operational dress due to employment requirements (field/ops), the CADCC members supported the idea of the RCN members wearing the CNE. Recommended by CADCC members for approval.

  9. File #58, (RCChS) Sentinel Badge. The RCChS is requesting a new badge (SENTINEL) that CA members would wear on the No. 5 CA Op Dress. After CADCC discussion, the RCChS was asked to review their request IOT articulate in an updated BN request the control measures WRT who would be entitled to wear the badge; the level of qualified or appointed personnel; who arbitrates the wearing of the badge; is there a MITE code. The RCChS was asked to liaise with other Service/Command uniform OPIs who might also be asked to wear the proposed badge on their uniforms. The badge was supported as an idea but it requires further information and CADCC review before a final CADCC recommendation can be made.

    Note:
    RCChS Preliminary Answers. While everyone is welcome to take the training, those selected as Sentinels for their organization must be approved by the CoC in collaboration with the chaplain. When a Sentinel is posted out of a unit, they must return SENTINEL badge to that unit. If they wish to be chosen as a Sentinel for their new unit, then it will be at the discretion of the CoC and unit chaplain. Typically, the member needs to be part a unit for a determined period of time, and establish/maintain the trust of their peers before being asked to become a Sentinel.
  10. File #59, (C INT C) Changing Occupational Badge. The C INT C is requesting a change to their occupational badges with a limited restoration of their important Army symbols (vice Personnel Branch) previously worn by the C INT C from 1958 to 1968. The occupational badge changes were supported by the CADCC and recommended for Comd CA approval.

  11. File #60, (C INT C) Change to Ceremonial Belt Buckle. The C INT C is requesting permission to adopt a distinctive C INT C buckle pattern for wear with the ceremonial sword and white waist belt. The belt buckle was supported by the CADCC and recommended for Comd CA approval.

  12. File #61, (RCIC) – R de Mais – Change to Shoulder Titles for Officers and for No. 1B. The request was not recommended by CADCC members until further review by the RCIC WRT the Corps’ standards of practice and the requirement for conformity to approved CFOO/MOO short unit names.   15. CADCC Recommendations to the RCIC Regarding Files # 61-63. The Chair (COS A Ops) asked the RCIC SM to bring forward only one recommended abbreviation for the R de Mais. If a change to the abbreviation is needed, then the R de Mais will need to request a change to the CFOO/MOO.

  16. National Identity on CA Service Dress. The Army SM requests all committee members to think of a philosophy regarding our National Identity on DEU. It was noticed that some Regiments do not have Canada written in full on their shoulder titles when moved to the cloth version, therefore when in an international environment, no one may identify them as Canadians. We are in the business of representing Canada honorably and with respect, how do we philosophically do this. COS A Ops stressed that as a group (CADCC members), if you believe this is a problem than we need a solution, do not jump to a solution, first identify if there is a problem.
    Note: In 2014, when the NDCDC addressed the PPCLI using their cloth shoulder title, the CA was given CDS/NDCDC approval to use the abbreviated C for Canada on the service dress uniform. The issue we are dealing with now is our soldiers are wearing service dress in Europe as part of extended deployment. During the Second World War, this same issue existed and for that period all Army cloth shoulder titles worn overseas had the word CANADA temporarily added to the version of regimental shoulder titles worn overseas. Corps cloth shoulder title versions were similarly spelled-out in full.

  1. National Flags of Foreign Countries. CA only authorizes one national flag to be worn on uniforms therefore as a CAF member, our national flag of Canada has priority and will be worn. It is also recommended to consult any CJOC supporting policy if deployed under their Command.

  2. Master Gunner Badge (Metal). The metal version of the Master Gunner Badge is now available through the RCA Association Kit Shop. A sample has been given to DLR for registration of the master sealed pattern to action future CAF supply availability.

  3. CANEX CADPAT Badges. The CADPAT CDSGs, the CA Recruiting and the 2nd tranche of Specialty Skill Badges for No. 5B are now available at CANEX. These badges will eventually be available at CAF supply stores.

  5. Headdress – Corps Coloured Turbans. Members who wishes to have a turban that matches their Corps headdress colour should contact CAF Clothing Stores who will send a request to the Technical Authority (TA) at DSSPM. Once ordered, the new coloured turbans will be individually distributed to the members.

  6. CANFORGEN 121/19 – Directions and Guidance for Tattoos. IOT support local administration of the CANFORGEN, the area of the member’s face that must remain tattoo free is, from: (a) the edge of one ear to the other ear, and (b) from the edge of the bottom of the chin to the top of the member’s forehead. Given the contravention of this CANFORGEN could become a legal condition of employment, where local disagreement may exist, the chain of command should seek guidance on the G1 staff-net.

  1. SM CADTC. The question was posed as to whether there is a written policy WRT the wear of service dress parka and winter boots during parades and ceremonies. The CAF Dress Instructions are not updated yet but will eventually reflect that the wear of those items are only authorized with No. 1 orders of dress while acting as a spectator or otherwise ordered. The gabardine overcoat is worn when the soldier is a participant on parade or otherwise ordered by the event OPI. If you are an official spectator or a VIP, then the member should be dressed in the same dress as the parade’s designated reviewing officer.

  2. SM 3 Cdn Div. The question was posed as to whether there will be a CANFORGEN regarding the entitlement to wear uniforms by former serving members. DHH 3, Maj Miller advised that as soon as the minutes of the last NDCDC (27 Aug 19) are signed by the CDS, these will become the policy and that a CANFORGEN will be drafted by MILPERSCOM to complement the NDCDC minutes. The Army SM reiterated that while the wearing of mess dress by former serving members will likely be delegated to COs of military events, all other orders of CAF uniforms will continue to be very restricted likely to the Comd CA level.

  3. SM 5 Cdn Div. Discussed the fact that RCN members are wearing RCN Ball Caps while posted to a CA Unit. The wear of the RCN Ball Caps is an approved order of dress for RCN members. The minutes of NDCDC meeting (para 14), 10 Dec 18, states that the RCN proposed to extend the wearing of the RCN Ball Cap in NCD’s to all Units where NCD is worn. There was general agreement to apply RCN’s policy in NCD to all CAF Units. NDCDC minutes were signed and approved 14 March 19.

  4. SM CRPGs. The CRPG SM mentioned that RCN members posted to CRPG’s wear the No. 5 CA Op Dress in the field and NCD’s in garrison. The SM also mentioned that the CRPG’s have a shortage of footwear (specifically Wet Weather Boots) and are authorizing their units to permit members to purchase this item locally.

  5. SM RCEME. It was mentioned that a modification to the RCEME badge is in the works, with DHH to amend their cap badge scroll to reflect the name change to RCEME. SM RCEME also asked his colleagues on the CADCC if they have a position WRT the wear of Corps coloured stable belts with the No. 5 order of dress. The Army SM mentioned that he had no current reservations with the wearing of the belts as long as they remain beneath the No. 5 shirt. Given the belts could promote Corps/regiment pride, the Army SM is open to more review WRT the wear of the stable belts when the shirt is removed in No. 5B. He asked all members to bring their Corps and Division point-of-view to the next CADCC meeting.

  6. SM RCIC. The RCIC is not pushing any new badge request for the moment. SM RCIC mentioned that The 48Th Highlanders Regiment and The Algonquin Regiment are asking for Highlanders and Rifles designations for their privates. He asked those Regiments to consolidate their efforts, separately, IOT get consensus from all Highlander Regiments and from all Rifles Regiments, before his Corps will make any request to the CADCC.

  8. G1 Dress & Ceremonial Reminders and Recap.
    1. National Identity on Service Dress. The Army SM requests all CADCC members to think about an approach regarding national identity on service dress. Should CANADA be spelled out in long form on our uniforms? He asked all CADCC members to bring their opinion to the next CADCC meeting;
    2. Stable Belts. The Army SM is ready to discuss the wear of the stable belts. He asked all members to bring their opinion to the next CADCC meeting;
    3. Parachute Wings (White Maple Leaf). SM CADTC and SM RCIC are tasked to look at policies on eligibility and to follow-up with the Army SM prior to the next CADCC meeting;

    4. CADPAT Badges. Future projects will only be presented to you for your situational awareness. No image distribution should be authorized as the information leaks to non-authorized vendors. CANEX is the only legally authorized commercial vendor of badges to be worn on the CA Op Dress given they are the only CAF legally entitled user of the CADPAT fabric design and material;
    5. The CADPAT protective hook and loop patch is not to be altered in any way, especially to sew on badges. Special requests for special circumstances may be requested to the Army SM via G1 Dress & Ceremonial;
    6. Change of Comd Parades. CDS policy for the dress to be worn at a change of command parade is that, No. 1 ceremonial service dress is the standard. All CA change of command parades must conform and CADPAT is not authorized. The one exception is that CADPAT uniform dress may be worn by untrained Reservists so they may be on parade but trained personnel including VIPs/reviewing officers are to wear No. 1 or No. 1A ceremonial variants of service dress. COS A Ops asked the Division SMs to ensure all RSMs keep a firm grip on the unit-level chains-of-command to respect the national ceremonial policy for the standard of dress;
    7. Foreign Weapons on Parades. The Army SM reminded all that the use of foreign weapons on parades is strictly forbidden;
    8. Privately Funded Trips. COS A Ops reminded that any member attending parades or ceremonies as a participant or a spectator within Canada or OUTCAN are to follow CAF/CA Dress and Ceremonial policies. New more explicit direction for privately funded trips will be promulgated in early 2020;
    9. Ceremonial Accoutrements with No. 5 CA Op Dress. The use of ceremonial accoutrements such as swords, belts, gloves and frogs of any colour are not to be worn with No. 5 CA Op Dress other than for pre-parade practices. No. 5 is not an appropriate Army standard of dress to be worn when the CA engages in public duties, troops Guidons/Colours, or provides contingents of soldier in a formed guard in the media-eye for major public events; and
    10. CA Representative to CAF Women Dress Committee. CWO Beattie was appointed the CA representative to the CAF Dress Committee. CADCC members are encouraged to contact CWO Beattie to discuss female dress issues.

  1. Closing Remarks. COS A Ops thanked the voting and supporting members for their attendance and input. He personally noted that the meeting featured a very efficient flow of discussion and decision making and he encourages this approach as we continue moving forward. Citing the recent turnover in his position, the Chair is looking forward to the next meeting in order to bring more consistency.
  2. CWO Hartnell also thanked the members for their strong personal investment in the discussions as the CADCC continues to evolve as a critical Army platform for inter-Corps dialogue. He also presented the following dress issues he noted while visiting the troops with the Commander:
    1. An increasing trend of personnel wearing regimental coloured badges on their No. 5 order of dress. This is not authorized and must be addressed;
    2. Foreign Rank Insignia. The CA only authorizes the CAF system of rank badges to be worn on our CAF uniform and by our CAF personnel. No foreign rank is authorized for wear. It is the member’s responsibility to ensure other nations are educated and understand our Canadian system of rank just as our soldiers must study and know their rank; and
    3. The Army SM has been seeing foreign military personnel wearing Canadian white maple leaf parachutist’s wings. This is not authorized unless the individual is entitled having personally been posted to serve in a Canadian parachute unit.

  1. Army SM, CWO Hartnell welcomed all participants and expressed his appreciation for the excellent attendance and members’ contribution to the agenda. He mentioned that with the current high tempo, including uniform changes, additional badges and CANEX implications, the members input regarding the CA Dress & Ceremonial activities are essential WRT moving the CA agenda forward.
  2. Chair Opening Remarks. The Army G1, Col Gash, on behalf of the chair, welcomed all and stated that all members have an important voice to our collective recommendations for the Commander of the Canadian Army (Comd CA). Despite it being her first meeting, she mentioned that she has watched the CADCC over the past two years with interest. She believes that the process is well in-hand with all CWO’s around the table.
  3. Co-Chair Opening Remarks. CWO Hartnell indicated that the CADCC’s role in the history and heritage process is important as the Army relies on the committee’s input to acknowledge our traditions as our foundation, which are in some ways under siege. There are many agencies who want to alter and change traditions. There are things that should be changed and there are things that should not. Our ceremonial protocol cannot be permitted to erode our traditions. We are the guardians of our traditions and we are the protector of our history and heritage. Our traditions were protected by our predecessors for today’s Army to enjoy and we need to maintain them and to make them stronger.
  4. CWO Hartnell mentioned the great progress that has been made by Branch/Corps and regiments regarding the submission of their dress regulations. He also stressed the fact that the CADCC will still stay or deny proposals from those groups who have not submitted their dress instructions; as such, Corps/Branches will not be in a position to request any change to uniform, accoutrements or related items. G1 Dress & Ceremonial is close to completing the gathering of all regimental and Corps dress regulations in forthcoming Army Dress Instructions.
  5. Furthermore, the Army SM specified that the CA owns the No. 5 CADPAT operational dress uniform and that the CA operational dress instructions are to be followed by all CA members; as well as, any environments who wears the CA CADPAT uniform. As directed and authorized by the CDS, CANFORGEN 168/18 is to be adhered to, he also reminded the members the role of the entire Sergeants-Major community to support this nationally.
  1. Given the significant number of 30 current business items which have been presented to the CADCC by our Corps and Divisions, these minutes are presented in three sections:
    1. Old Business Arising from 26 Nov 18 Meeting. Paras 7-20 share the 14 business items brought forward for discussion from previous meeting;
    2. New Business Conducted at 12 Jun 19 Meeting. Paras 21-31 present the 11 new items prioritized as needing to be discussed by the members at our current meeting; and
    3. Action Items Considered Secretarially. Paras 32-36 are the five new items of business which were evaluated as being able to be dealt with secretarially by CADCC members. Briefing notes were circulated and members voted their recommendations electronically.

  1. CANEX presentation. The senior Category Manager for CANEX, Mrs. Elizabeth Toth presented an overview of what CANEX does for CAF members and their families, a Division of CF Morale and Welfare Services, CANEX exists solely to support CAF members. They now offer a Kit Shop Program to enable Branches, Corps and Regiments to have their own items sold at CANEX so units do not have to do inventory, or conduct advertising. A portion of proceeds are returned to the unit.
  2. CWO Hartnell stated that CANEX is responsive and are continually open to new ideas and opportunities. CADCC members are encouraged to send soldiers’ ideas for items they wish CANEX to sell or for CANEX products they wish to use in the field. Ideas for the Army’s Approve to Wear Program or CANEX new suggestions can be sent through the chain-of-command to the Army G1 Dress & Ceremonial where they will be staffed for consideration. The Army SM directed everyone to communicate the fact that CANEX is there for the CAF families. The CANEX presentation may be found on the G1 D&C ACIMS site.

  3. Future Opportunities for Op Dress Badging. G1 Honours and Heritage, Mr. Bryden presented an update on the future of Op Dress Badges. A list of 33 different badges requests was presented. These requests were submitted based on the Army SM’s request for ideas. A short presentation was made on some policy considerations, including whether badges can come from CAF Supply and/or CANEX stores; on what types of courses/qualifications/activities should be considered for badging; and about intellectual property considerations. The Army SM asked Mr. Bryden to put together a short format for sponsors to fill-out and an interim policy for how CADPAT badging should be approached. The Army SM stressed that he wants badges developed that represent functional, skill and morale-building qualifications. Badges will be based on symbols vice wording and be in monochrome high visibility thread. Colour would be used for the formation badges. Mr. Bryden mentioned that CANEX had sold over 10,000 badges since this initiative started and it appears popular. For new badge concepts, requests shall be addressed to G1 Honours & Heritage using the forthcoming proposal format (TBI). Existing badges, shall be addressed to the G1 Dress & Ceremonial.   4. Skills/Trade Badges for Officers. The Army SM received support from Comd CA to permit Junior Officers to wear some occupational badges on the sleeve of the No. 3 service dress tunic. The Army SM asked the Corps SMs to consult with their officers and determine how their Corps can best permit existing occupational badges to be worn by Junior Officers on the sleeve of the service dress tunic. Corps will likely need to internally examine equivalencies for NCM/officer occupational badging. More direction will be forthcoming.

  5. Guidance on Army Bands/Dress. G1 Honours & Heritage provided an update on guidance, policy and uniforms for the CA Bands. Improved tracking of Army bands revealed that 2,271 engagements/parades were conducted by Army bands in the last 12 month reporting period. The Army is preparing to issue improved Band guidance for Comds/COs and an improved Volunteer Personal Services Contract is being drafted by the Canadian Forces Legal Authority to replace the 2007 volunteer agreement currently in-use. A contract in a Government of Canada approved format will both protect the volunteer and the Army better than an agreement. A badge is also being created to better identify volunteers when they wear an Army uniform. The COs of all Army Bands are required to develop a detailed description of the Regimental Band Dress on PowerPoint (and include in Regimental Dress Instructions), and submit to +ACD-TCA@C Army DLR@Ottawa-Hull.   6. CADCC 19 Jun 18 - SITREP on CAO 33-19, Version 2.0 – Funding of Army Identity. Version 1.0 was issued in April 2016 with a Version 2.0 promised to include guidance on the public funding of No. 1B ceremonial uniforms. After examining methods for units/Corps to request No. 1B uniform funding and resources with the G4 staff, the decision was made by the Army that the Army HQ in consultation with Division HQs will procure No. 1B uniforms at the national level and provide these uniforms to units that are pre-designated for significant public duties. No formal requests are required. DLR has been executing this method and it is working well. This does not inhibit any unit from procuring No. 1B uniforms with private monies but the Army SM emphasized that these non-public stocks of uniforms must be held on separate accounts and that only publicly held uniforms may be maintained at public expense IAW CAO 33-19. There will still be a Version 2.0 issued in the medium-term and the Army G1 will continue to work with the Army G4/DLR/Comptroller on that version. It was acknowledged that there is some work required to harmonize the CAO 33-19 with flag policy. The CAO 33-19 V2 presentation may be found on the G1 D&C ACIMS site.

  7. CA Swords. DLR (Capt Blencowe) presented an update on CA swords patterns. The publically funded CA universal pattern of sword is the Infantry Pattern. As per CAF Dress Instructions, other traditional Corps patterns are considered optional. These other patterns are now approved via a new CAF Specification and Sealed Pattern to ensure standardization. Now approved for the CA is a distinctive Universal etching pattern for the blade, incorporating a new badge approved by Her Majesty Queen Elizabeth II in March 2019. This CA Universal etching pattern is the base on which distinctive versions can be developed. Corps and Regiments wishing to approve a distinct Corps or Regimental etching pattern are to submit proposals by email to +ACD-TCA@C Army DLR@Ottawa-Hull.   8. Subdued National Flag for No. 5A. DLR Capt Blencowe provided an update on the proposal to have a subdued national flag for the No. 5A order of dress. A subdued national flag is now in development with the same thread colours as the small version. The high visibility (red & white) national flag will be fully embroidered in dual colour with a square edge. As per Director History and Heritage (DHH), the shape of a flag may not be modified and a square edge is required. The subdued flag presentation may be found on the G1 D&C ACIMS site.

  9. Wear of Service Dress No. 1 Orders and No. 3 Orders Uniform by Former Serving Members and Aides-de-Camp (ADC). CWO Hartnell reported that the CDS does not authorize the wear of service dress (DEU) by former members and provincial ADC. The wearing of the service dress uniform is strictly managed. There can be rare exceptions, for example when a recently released member is still to be awarded a military medal at the Rideau Hall. All requests for exceptions are to be addressed to the Comd CA for recommendation to the CDS for decision. The past practice of former serving members wearing their service dress uniform for duties as a provincial ADC without CAF permission will not be locally supported.

  10. Wear of No. 2/No. 2A Mess Dress by Former Serving Members. There is administration underway to recommend that former serving members be permitted to wear their Army Mess Dress at DND/military functions based on the authority of the local CO of the event. If supported, the former member would be required to tailor their uniform by adding an embroidered “R” at a designated location on the uniform. The change is being considered to support the concept of military family beyond retirement and to ease the administration of these many requests on the chain of command. The embroidered “R” insignia would be sold at CANEX stores (incl. on-line sales) and a CANARMYGEN will be promulgated when the administration is completed.

  12. Future CA Dress Instructions. G1 Dress & Ceremonial, CWO Baulne provided a walk-through of the intranet Dress & Ceremonial ACIMS site that includes all CADCC documents, CA dress Instructions and Regimental SOPs. He is presently finalizing the Army No. 2 Mess Dress Section to be inserted with the CA Dress Instructions. He is also drafting Chapter 1 (Command & Control plus the proposed Table of Contents) and Chapter 5 (Army No. 3 service dress).

  13. DLR Projects Status Report. There are several current projects that have been recommended by the CADCC and approved by Comd CA. DLR has consolidated many projects into groups with similar requirements to ease the work of the Director Soldier Systems Program Management (DSSPM) Technical Authorities (TA). All CA projects from previous meetings have been defined into formal project requirements and are awaiting final sign-off by ADM(Mat) senior authorities. The projects status presentation may be found on the G1 D&C ACIMS site. These include:
    1. Individual program. A grouping of projects to provide service dress items in CAF supply;
    2. Collective program. A grouping of projects to provide complete accoutrements to whole units with assigned task;
    3. CADPAT/ECU Badging. Project almost complete. Specialty Skill Insignia are expected in Depot in August and will be released to Clothing Stores immediately upon delivery. The Standing Offer to sustain these badges is not yet in place. If Clothing Stores believe they will be deficient in Div or Bde (or equivalent) formation badges, they may request funding for LPO through their chain of command to Army G4 Supply;

    4. Initial Issue of the Army Blue & Guards Khaki Beret. In delivery process. New berets may be ordered now via Clothing Online. Each Corps is responsible to issue the detailed implementation direction to change their beret and to decide the ceremonies to accompany that change. No new cap badges will be delivered before the various ceremonies/parades so it is the expectation that soldiers will use their existing cap badge;

    5. Footwear. Project approved. As 80% of items are already on contract, implementation will begin as soon as programming for the Initial Issue can be completed. Based on limited funding, the Project is forecasted to take four FYs to fully deliver;

    6. StAR LOO 3 Public Duties – Clothing and Equipment for Ceremonial Guard (CG). This project is to provide unit equipment to both RCIC Foot Guards Regiments in order to execute their StAR mission-tasks. Due to project capacity issues, the project has not yet been approved by ADM(Mat) however some initial development work is being completed to allow the project to proceed as soon as approval is received;

    7. Headdress, Scottish, Rifles Footwear, Rank Badges and Accoutrements. The purpose of these projects, is to provide complete publicly funded service dress to members of the CA, including the Army Reserve, as approved by the MND in 2015. Headdress is approved and in progress, but the remainder have not yet been approved by ADM(Mat), however some initial development work is being completed to allow the project to proceed as soon as approval is received;

    8. Item catalogue. In parallel to the development of a CA Dress Instructions manual that will confirm authorized Orders of Dress for Army Corps and/or Regiment, a Clothing and Equipment catalogue will be published on the Army G1 Ceremonial ACIMS site. This is for use by Corps, Regiments and Units to detail items available in the CAF Supply System as well other authorized individual items. This manual will be published in online format in 2019;

    9. NOCFC2. The Non-Operational Clothing and Footwear Consolidated Contract is awaiting final approval and contracting. The familiar online ordering format of the current Consolidated Clothing Contract (C3) will be retained and the transition will be almost seamless for CAF members;

    10. OCFC2. The Operational Clothing and Footwear Consolidated Contract will build on the success of the current web-based ordering of Non-Operational Clothing. It remains in development in DND and will not be ready for online ordering until at least October 2022; and

    11. Service Dress Jacket. Due to several complaints regarding the sizing, fit and overall shape of the currently issued jacket, a Product Improvement is underway. In addition to addressing the underlying design and engineering flaws, a higher “fall-line” will be introduced. This new fall-line will shift up the placement of the tunic buttons slightly and eliminate the continual conflict between location of the buttons and belt buckle. The current fabric is becoming obsolete, so a future review will consider options to modernize the fabric. It was noted that the original CF unification green jacket was developed primarily as office wear with the look of a generic jacket. This does not suit the modern wearing of the jacket for parade and ceremonial use. The design of the tunic for No. 3 service dress will be improved to meet its actual employment requirements.

  14. Scales of Issue. Scales of issue are the legal entitlement and authorized quantities for items to be issued to individuals and units. In addition, the scales of issues are used for financial planning and form part of the authority for procurement. Due to the attention to detail required IOT maintain these scales, the CA has broken down our scales of issue into ‘sub-scales’ based on Corps/Branches. This permits direct input and management by Corps (through preferably the Corps SM). Recommendation and considerations for modification are to be made through the CADCC. The Army SM stated that from a CA perspective, all organizations who have received publically funded No. 1B ceremonial full dress uniforms are expected to wear those issued uniforms for assigned public duties tasks. All units with collective holdings of publicly issued uniforms are to use the CAF scales of issue as their entitlement to properly maintain and locally refurbish their holdings.

  1. Future CANARMYGEN. G1 D&C advised members on the future publication of two new CANARMYGEN regarding CADPAT occupational badges. The messages pertain to those Corps who requested these items and to the CA Recruiting badge for those working in a recruiting cell within the Army Reserve. These CANARMYGEN will be released once badges are available.

  2. CANFORGEN 048/19, Women’s Service Dress. G1 D&C highlighted the three topics of the CANFORGEN (pony tails, nylons and footwear). It was stressed that these instructions are for No. 3 service dress and not ceremonial No. 1s when the service dress uniform is worn on parade. The Army should enforce the regulation of pony tails in that the hair shall be neatly brushed and attached with a band in the center behind the head. The placement of the band shall be in the center of the back of the head to enable all members to wear their headdress within regulations. Subsequently, the CA authorizes the wear of flats with No. 2 Army mess dress.

  3. Future CANFORGEN Tattoo Policy. CMP is in the process of drafting a CANFORGEN regarding tattoos in consideration of challenges in recruiting administration and the need for guidance for serving members.

  4. Last NDCDC Minutes 10 Dec 18. G1 D&C reviewed the main topics from the last NDCDC: body piercing; the CAF position on Command dress authority; CANEX windbreakers; the RCN ball cap; the CFMWS rewards program (platinum pin for FORCE test); the Pride citation device; specialty skill badges; and arms drill.   5. File #50, (RCIC) Assault Pioneer Beard Policy. The RCIC is requesting an update to the CAF policy regarding the wearing of beards, specific to the assault pioneers of the RCIC. An accommodation is proposed that would allow soldiers employed as assault pioneers to wear a beard that will not extend below the collarbone and remain trimmed within 2.5 cm guidelines along the sides of the face. Recommended by CADCC members for approval. If supported by the Comd, File #50 will be presented at the next NDCDC for consideration.

  6. File #51, (RCIC) Lanyard. The RCIC is requesting that units be allowed to wear lanyards with service dress, (No. 1, No. 1A, No. 3, and No. 3B) and patrol dress (No. 1C and No. 1D). The RCIC also requested, IAW the guidance from DLR, a standard style of lanyard to be produced and issued with the allowance that regimentally coloured thread may be incorporated to allow for regimental differences. Regiments will be responsible to ensure the instructions and regulations for wearing lanyards are codified in their own Dress Regulations which are part of CA Dress Instructions.   7. File #52, (RCIC) RNBR Request for Army Army Blue Beret. The RNBR is requesting a change in their dress from the CF unification green beret to the Army blue beret. Their intent is to reinforce a visible display of their status as a Royal regiment and to provide a visible link to their Regiment’s history. Recommended by CADCC members for approval.

  8. File #53, (Misc) Foreign Skill Badge – AUMANGEA (Jungle New-Zealand). This file seeks consensus to add the AUGMANGEA badge to the list of Foreign Badges in A-DH-265-000/AG-001 CAF Dress Instructions. AUMANGEA is a specialist skill course that is not available through any of the IT courses currently delivered within the CAF system. Currently there is no authorized wearable recognition for the achievements of Canadian soldiers who successfully complete this demanding program. The badge to be worn is cloth, and may in the future be provided in a metal version by New Zealand. Recommended by CADCC members for approval. If supported by the Comd, it will be presented at the next NDCDC for consideration.

  9. File #54, (CADTC) Army Technical Staff Officer (ATSO) Badge. The file for the previously CADCC/Comd approved ATSO badge sought CADCC support for a proposed design for wear on the DEU and CADPAT. It was voted at the meeting to adopt the proposed badge without laurels. Once approved by Comd CA, G1 Honours and Heritage will present the badge to DHH. Supported by CADCC members for approval of the proposed design.

  10. File #55, (RCCS) Adopting Former Collar Badge Devices. Since the restoration of the historic title of The Royal Canadian Corps of Signals (RCCS) in 2013, efforts and discussions have ensued to determine which traditions and symbols of the former Corps would be appropriate to integrate into the present-day RCCS. It has been determined that the restoration of the pre-unification collar badges of the RCCS (circa 1968) satisfies this criteria. Recommended by CADCC members for approval.

  11. File #56, (RCCS) Adopting Former Collar Badge Devices. The RCCS wishes to adopt the historic RCCS Corps flag to connect present-day soldiers with their comrades of the past. It would provide a direct link to the ancestry of Army Signals in Canada. For these reasons, the CADCC members recommended that the reintroduction of RCCS Flag be authorized.

  1. File #49, CA Recruiting Badge. G1 Recruitment (P Res) requested the authorization of the Comd CA for the wearing of a recruiting patch on the CADPAT uniform for identification purposes. Fifteen members agreed, three disagreed, and four abstained. Recommended by CADCC members and this request was approved by Comd CA on 8 Feb 19.
  2. CADPAT 2nd tranche of Specialty Skill Badges and Occupational Badges. A request was sent to DLR and CANEX for the creation of the remaining of Specialty Skill Badges (in production), and Occupational Badges (awaiting prototypes).
  3. Ceremonial West Belt Modernization. A project was initialized by DLR for the modernization of the ceremonial belt to replace the plastic version. There is no estimated implementation timeline.
  4. Drafting of New Drill Chapter for the Ranger C-19 Rifle. The A-PD-201-000/PT-000 Drill & Ceremonial publication does not presently have a section for the C-19 Rifle. The Army Reserve SM (CWO Clapham) and all CPRG SMs will combine their efforts for the creation of a chapter to be recommended for addition to the publication.
  5. Service Dress Tunic Maternity Dress. The No. 3 maternity tunic is a frock coat style with shoulder flaps, a collar, and waist pockets only. The following guidance is provided for this uniform:
    1. ranks and accoutrements shall be worn as the DEU tunic; and
    2. the nameplate and undress ribbons should be in line with the top button.
  1. SM CADTC. Reminds all, with Army SM support, that the Velcro rank of the ECU CADPAT version shall be attached to the hybrid shirt sleeve when authorized to wear.

  2. SM 2 CDN DIV Ref: CANFORGEN 068/19 RCN, SM 2 Div CA is requesting the authority to wear the new Canadian Navy Specialty Skill Badges for those Army members qualified. This question will be addressed at the next NDCDC meeting by the RCN to permit CA and RCAF members to wear the badges.

  5. SM RCIC. The RCIC observed that there are cases where members of the Army are wearing foreign rank on CAF uniforms when training or on operations with foreign armies. The Army SM, stressed that this is not authorized in any situation. If a member cannot be recognized by the rank he/she wears, it is the chain-of-command and member’s responsibility to communicate their rank status to the other nations. Similarly members have the responsibility to know the ranks of foreign soldiers when required.

    1. any CANEX wish lists (approved to wear & other) must be sent to G1 D&C for review before they can be forwarded to CANEX management
    2. G1 Honours & Heritage will provide a policy and a template form to request new badges

    4. To guarantee discussion at the next meeting, new items of business and/or BN for the CADCC should be submitted to the secretary NLT four weeks in advance or any time prior. In order to be circulated to the Chair/Co-Chair; and
    5. CADPAT (all versions) sleeves shall not be rolled-up.

  1. Closing Remarks. On behalf of COS A Ops, Col Gash/Army G1, thanked the members for their attendance and input and noted that the meeting featured a very efficient flow of discussion and decision making. The members were complimented on the quality of the inclusive and respectful exchange.
  2. CWO Hartnell also thanked the members for their strong personal investment in the discussions as the CADCC continues to evolve as a critical Army platform for inter-Corps dialogue. He noted that uniformity is the hallmark of a professional force of which we are the guardians. All members have a mandate to mentor NCOs to be the future guardians. The wearing of uniform has to be a code and portray our professionalism.

  1. Co-Chair Opening Remarks. Army SM CWO Hartnell welcomed all participants and stated his appreciation for the excellent attendance and agenda despite everyone’s busy schedules. He encouraged open discussion to achieve the best solutions and way forward. He indicated the new Army Operational Dress Instructions, badging and boots initiative have addressed needs from our soldiers. It shows we are doing the things that our soldiers want to see and be recognized for their skills accomplishments. CANEX have had excellent badge sales and the CANEX profits from the current estimated 200 badges a day will return welfare benefits directly to our troops.
  2. CWO Hartnell emphasized the Army desire that Corps have greater influence over their identities. If a Branch/Corps have requested a change within their own dress and ceremonial instructions, it is not his expectation that there will be significant discussion about the proposal as long as it complies with CAF/CA dress policies, has been given tech-net review by the Army G1 heritage staff and DHH, and funding is reasonable. The strength of Army identity is supporting our distinct Corps’ identities.
  3. The Army SM also directed that given the significant delay for some Branch/Corps and regiments to submit their dress regulations found on ACIMS under the Dress and Ceremonial link (Excel spreadsheet identified to each organisation) for inclusion in the future Army Dress Instructions, the CADCC will begin to abbey and/or deny proposals from those groups until their dress regulations are submitted. We must understand how new proposals fit into our current dress regulations and this cannot occur if that same Corps/Branch has not submitted their overall document. Failing to do so, a Corps/Branch will not be in a position to request any change to uniform, accoutrements or related items.
  4. Chair Opening Remarks. G1, Col Dubois on behalf of the chair concurred with the Co-Chair, welcomed all and expressed that all members have a voice and it is important that we offer our collective recommendations to our Commander of the Canadian Army (Comd CA).
  1. Given the significant number of 31 current business items which have been presented to the CADCC by our Corps and Divisions, these minutes are presented in three sections:
    1. Old Business Arising from 19 Jun 18 Meeting. Paras 6-20 share the 15 business items brought forward for discussion from previous meeting;
    2. New Business Conducted at 26 Nov 18 Meeting. Paras 21-29 present the nine new items prioritized as needing to be discussed by the members at our current meeting; and
    3. Action Items Considered Secretarially. Paras 31-37 are the seven new items of business which were evaluated as being able to be dealt with secretarially by CADCC members. Briefing notes were circulated and members voted their recommendations electronically.

  1. Skills/Trade Badges for Officers. Further discussion occurred on whether there should be some occupational badges permitted for officers now that the tunic sleeve on service dress no longer has badges of rank. The Army SM stated that if there is no significant opposition from the Committee that he will be moving forward to explore this topic. His philosophy during this examination will be that if badging promotes pride of trade and skill accomplishment and retention is our aim for soldiers, why should we expect the aspiration of young officers to be any different. After study of the impact, the Army SM will seek the support of the Commander. Recommended by CADCC members for analysis.

  2. Drill & Ceremonial Culture. At our previous CADCC meeting, our Army leadership proposed to NDCDC/DHH to create improved training for drill instruction and to strengthen ceremonial culture in the CAF. The Army SM emphasized that public duties are incredibly important to the CDS and Comd CA, and the demands for public duties from communities are insatiable. Our drill and dress needs a high standard and be impeccable to the eyes of the public. The RCN and RCAF are supporting this Army request and DHH have been tasked as OPI to implement the training solution IOT prepare our members for an eventual role as a Drill Sergeant-Major (DSM). The proposed course will be CAF-wide, developed in Canada, and is recommended to be delivered at the Institut Osside in St-Jean, QC. DHH mentioned that they are looking at a duration of two weeks focused at MCpl and Sgt candidates. He confirmed that our Army will lead support of this CAF effort to create skilled SME leaders and he has offered the RSM of the Ceremonial Guard as SME.

  3. SITREP on Flags and Pennants. The CA specifications with detailed measurements and draft ink colours have been circulated for L1/L2/L3 traditional Division flags. These will be recorded in the Army Dress Instructions manual in the future. The official Army specifications for the distinguishing pennants for Corps Colonels Commandant and Corps Directors continue to be assembled. Corps SMs continue to be consulted and an update will be provided to the CADCC in the future.

  4. Identity Patches on CA Operational Dress (Op Dress). At the 21 Nov 17 CADCC meeting, there was a recommendation by SM 2 Div CA to create improved identity patches for the No. 5A with a view to better identifying personnel in Full Fighting Order (FFO). After discussion, it has been proposed for DLR to examine adding Velcro on FFO garments or the body armour vest in order to install existing name plates and rank system for soldier identification. A SITREP from the 26 Nov 18 meeting indicates that the adding Velcro to current vests is likely not achievable but the next procurement of vest will include additional Velcro. The members recommended the use of existing Velcro rank patches to be worn on the right shoulder of the No.5A shirt, CA Op Dress Instructions have been amended to reflect this.

  5. SITREP on Combat Boots for Army Personnel. The General Purpose Boot (GPB) project intent is to supply recruits and members with a standard operational boot. This will focus on members who do not wish to personally purchase boots and be reimbursed IAW CANFORGEN 127/18. The GPB project is still being worked and it is unknown when the contract will be awarded. DSSPM is still providing funds to the bases/Wings for the purchase of boots via LPO. WRT the CANFORGEN, the Army SM stressed the fact that no one as the right to add additional directives or limitations to the CANFORGEN, and no interpretation shall be made unless the purchase does not respect the four established criteria. This is about individual soldier choice and the CoC will not meddle or dictate a preferred boot or manufacturer. If our leaders become too involved, we will stifle the goodwill of this initiative and we may contribute to lack of fairness in the marketplace.

  6. RCN Op Dress in Garrison. CWO Hartnell reminded the CADCC that the Regimental Sergeants-Major across the Army will respect the requirement of sailors to wear their proper RCN Op Dress in our units’ lines when those sailors are posted/attached to our units. RCN members will wear naval combat dress (NCDs) in garrison when our soldiers are wearing the CA Op Dress in garrison. This is required IAW CANFORGEN 198/09.

  7. Dress Authority for Provincial Aides de Camps. The issue of tracking dress authority for former serving members appointed by Lieutenants-Governor as Provincial Aides de Camp is of interest to Div SMs in their role as SM of regional Joint-Task Forces. It has been raised multiple times by the Army G1 staff to both DHH and DSA. It is a CAF issue as Aides de Camp can be former members of the RCN, CA, RCAF and SOF. Aides-de-Camp typically wear service dress No. 1A and No. 3 and mess dress No 2. This issue was discussed at the June 2018 CADCC and an Army BN was prepared and sent by the Army SM to the NDCDC as an action item. JTFs are to wait for direction from NDCDC on the JTF chain of command.

  8. CANEX Merchandise used by Soldiers. Comd CA has approved CA member to wear and carry CANEX items in the field and in garrison while wearing Op Dress. As long as the item meets safety, this is about common sense and our soldiers are often able to identify what works best. The Army SM personally reviews every CANEX item selected for Army permission to be used in the field/garrison. When an item is approved for use by the CA, CANEX places a retail label or tag directly on or inside the product that tells our members that the item is approved by the Army for use in combination with CAF supplied clothing, kit, and equipment. CADCC members, and our soldiers, are encouraged to submit recommended new items to the Army SM for consideration.

  9. Future CA Dress Instructions. The Army continues to develop more sections of our own dress regulations. A status report on the progress of submissions was shared by the Army SM. He directed all Branch/Corps/Regiments that they shall expedite their dress regulation submissions before June 2019. They should submit their formal dress regulations which will become an Annex of the Army document. We understand the challenge that many regiments have only paper copies of older documents and there is a requirement to create digital versions. For this reason, the submission are to be on the MS Excel spreadsheet format on ACIMS which provides a standardized level of information. The information from those spreadsheets will become the chapters of each Branch/Corps/Regt in the future CA Dress Instruction manual. The Army SM also prompted all organizations to send their Regimental Standing Orders that includes their customs, tradition, dress & ceremonial policies, these are also inserted on the G1 Dress & Ceremonial ACIMS site. (Note: for part-time Reserve units, it would be logical for a unit to assign the task of digitizing their dress regulations to a Senior NCO or junior officer to expedite their return).

  10. CANFORGEN 168/18, CA Op Dress (No. 5) Instructions. This CANFORGEN was published with a link to the dress instruction, it is everyone’s responsibility to ensure they utilize the latest version. The subsequent CANFORGEN 169/18 concerning badging on the No. 5A and 5B was published and discusses the policies for Velcro badges. This includes the badges obtained from CAF Supply Stores and purchased at CANEX Stores. In the short-term, the CAF supply system will only be able to deliver one L2/L3 formation patch badge per individual when these badges become available at CAF supply. The Army SM reminded the CADCC members that until CAF supply of formation patches reaches the correct level beyond one badge per member, Regimental Sergeants-Major in our Corps will not order/direct members to purchase L2/L3 formation patches at CANEX Stores. The use of CANEX to procure badges must remain fully optional for our members.

  11. Army Procurement Projects. With the creation of the CADCC and the excellent work reflected in our recent meetings, there are a significant number of new competing dress and accoutrement projects. This has created new pressure on the already demanding CAF procurement system. Our procurement priority must always be to supply our soldiers with the operational tools they need to execute Army missions and to train. CWO Hartnell cited that Comd CA was briefed by DLR this past week on the competing dress initiatives (including the kilted regiments, multiple Corps headdress/footwear/leather belts/badges & accoutrements) and collective (Public Duties and StAR) projects with a view to setting clear priorities. He emphasized ADM(Mat) capacity is limited due to the CDS announcement of a new CAF operational dress design project. Delays in some Army dress projects will be required as we balance operational priorities. The Army will meet our public duties dress commitments for 2019 but there will be a need to manage other dress project delivery expectations and we are putting a long term process in place to start delivering, once ADM(Mat) accepts the Program as a priority from the Army. The CADCC can expect to receive regular projects status reports in these minutes.

  12. Projects Status Report. There are several current projects that have been recommended by the CADCC and approved by Comd CA. DLR has consolidated many projects into groups with similar requirements to ease the work of DSSPM technical authorities (TA). All CA projects from previous meetings have been defined into formal project requirements and are awaiting final sign-off by ADM(Mat) senior authorities. These include:
    1. CADPAT/ECU Badging. L2 Formation badges (Division) are in Depot and L3 Formation badges (Brigade) will be in Depot in January 2019. They will be released by an Army Fielding Order. Special Skill Insignia are expected in Depot in Aug 19 and will be released to Clothing Stores immediately on delivery. The Standing Offer to sustain these badges is not yet in place. If Clothing Stores believe they will be deficient after 1 Apr 19, they may request funding for LPO through their Chain of Command, to Army G4 Supply.
    2. Restoration of the Army Blue Beret. New berets may be ordered as of now but will begin to be issued to the RCA/RCCS/RCEME/C INT C, beginning in March 2019. Clothing Online will be used to order and deliver a beret to each entitled soldier. Each Corps is responsible to issue the implementation to restore their beret and to decide the ceremonies to accompany that restoration. No new cap badges will be delivered before the various ceremonies/parades so it is the expectation that soldiers will use their existing cap badge.
    3. StAR LOO 3 Public Duties – Clothing and Equipment for Ceremonial Guard (CG). This project, to provide unit equipment to both RCIC Foot Guards Regiments, to execute their StAR Mission-Task, is currently suspended by ADM(Mat) due to procurement capacity issues.
    4. Headdress, Scottish, Rifles Footwear, Rank Badges and Accoutrements. These projects, to restore complete publicly funded service dress to members of the CA and especially Army Reserve as approved by the MND in 2015, are currently suspended by ADM(Mat) due to procurement capacity issues.
    5. Sealed Patterns Project. This Project will release a package to each Corps and Regiment shortly, which will request samples of all badges, buttons and accessories in order to allow CA HQ to register sealed patterns. This will provide authority IAW CAF Dress Instructions to wear these items. Also, the package will include a requirement for a new Mess Dress Control Sheet, in the form of a PowerPoint presentation. In this document, each Corps or Regiment will detail their specific variants, for all Ranks levels, of approved No.2 and No. 2A mess dress. Once complete, each member will be able to provide a complete package of information to a civilian tailor. This will eliminate the reliance on uncertified tailors to hold the details of each approved No. 2 variant. The responsibility will then be on the individual CAF Member, combined with significant assistance from their RHQ (or equivalent), to give instructions to the Tailor in the production of an authorized military uniform. FYI – these Mess Dress Control Sheets are replacements of the same Army documents which were used in the 1980s and need updating.
    6. Item catalogue. In parallel to the development of a CA Dress Instructions manual that will confirm authorized Orders of Dress for Army Corps and/or Regiment, an equipment catalogue will be published on the Army G1 Ceremonial ACIMS site. This is for use by Corps, Regiments and Units to detail the items available in the CAF Supply System and other authorized individual items. This manual will be published in online format in 2019.

  13. Scale of issue. The Army SM stated that from a CA perspective, all organizations who have received publically funded No.1B ceremonial full dress uniforms are expected to wear those issued uniforms for assigned public duties task. All units with collective holdings of publicly issued uniforms are to use the CAF Scale of Issue for maintenance of their holdings.

  14. CADCC 19 Jun 18 - SITREP on RCAC/RCIC Colours and Guidons. There is a long-standing delay with CAF production capacity for Colours/Guidons for the RCAC/RCIC/RCAF. This is being slowly but effectively mitigated by the Army G1/RCAC/RCIC working with DHH (CAF technical OPI). We have 28 requests and 11 have been prioritized and are in various stages of approval, production, and delivery. As of August 2018, the RCAC & RCIC were to determine the updated Army procurement priority list of Colours/Guidons to G1 Honours & Heritage in order to work with DHH and the RCAF.

  15. CADCC 19 Jun 18 - SITREP on CAO 33-19, Ver 2.0 – Funding of Army Identity. Army G1 sponsored meetings have occurred with the G4, DLR, and Army Reserve representation to move the current Ver 1.0 published in 2016 to a Ver 2 of CAO 33-19, that will implement CAF policies and regulations for the acquisition of specific items. However the work performed by the G4 and G1 to create a method for units to request full dress uniforms has been overtaken by the development of new public duties tasks as part of the CA’s plan to address the Strong, Secure, Engaged policy direction. Therefore, ceremonial uniforms will now be centrally procured and will be pushed to designated public duties units, once tasked. This item was not discussed at the 26 Nov 18 meeting, it will be on the agenda of a future CADCC.

  1. Shoulder Titles (Metal vice Cloth) on No. 3 Service Dress. There has been an expression of interest by some units of the Army to restore traditional cloth shoulder titles on the no. 3 tunic. In some cases, these cloth badges are not acronyms and offer better identity. Given the challenges with national ADM(Mat) procurement capacity, the position of the Army is that, for the foreseeable future, the national procurement system will only be asked to provide the current metal pin/screw-on shoulder titles. Given that the PPCLI, RCR, (and HAST PER) have requested and been approved to restore their pre-unification cloth shoulder titles to wear on the No. 3 service dress tunic, this will be permitted by individual units through local procurement using the authority granted by the MND for service dress items. Units may use CAO 33-19 and CAO 33-05 to guide local procurement of their cloth shoulder titles. They must accomplish this expenditure from within unit financial resources. In the future, the procurement methodology will be re-assessed when the Army has a greater understanding of the steady-state.

  2. An Army G1 survey was sent out to our Corps in July 18 to assess interest in which units/Corps wished to remain with metal shoulder titles and to determine those that may desire to restore their traditional cloth version. Any other Corps wanting to convert to cloth will speak with the Army SM. Any additional RCAC or RCIC units which decide to restore cloth are to make their request through/to their Corps for approval. The unit must inform the Army G1 Honours & Heritage of their intent to proceed to cloth shoulder titles and to register their cloth master sealed pattern with DHH so that the correct cloth and colour standard is registered with the CAF Inspector of Badges to govern future local procurement. DHH still maintains the designs of all former cloth shoulder titles as they were restored previously on the former-1990s garrison dress uniform. Given the cloth CANADA badge is removed from the service dress uniform to permit the tailoring of the restored cloth shoulder title, the design of the new cloth shoulder title must be the version with the word or acknowledgement of CANADA or CANADIAN as part of the restored title. Once a unit restores cloth shoulder titles, DLR will cease the future procurement of the metal pin/screw-on version.

  3. Guidance on Army Bands/Dress. At the 19 Jun 18 meeting, the Army SM asked G1 Honours & Heritage to provide guidance on policy and uniforms for the CA Bands in order to be sustainable and support our bands that represent us all around the world. Military music is a foundation element of our public duties. CWO Hartnell also said that most of our bands rely on a percentage of civilian volunteers or former members who are asked to wear a military uniform. The Army SM received an information brief in Sep 18 and the G1 Directorate proposed guidance around public duties, volunteers, a renewed volunteer musician agreement (VMA), mission elements, a new G35 Band Readiness Matrix to assist tasking management, and battle rhythm The Army SM directed work to be done and a formal presentation to be made to the CADCC at our spring 2019 meeting for onward consideration by our Comd.

  4. Subdued National Flag for No. 5A. For information only at this time, the G1 Dress & Ceremonial proposed to have a subdued national flag for the No. 5A order of dress as none are available via CAF Supply. There are presently CA members wearing an IR Canadian flag (rubber type) in Latvia and it was recommended to wait for an after action report before moving forward with this request.

  5. CA swords, Pace Sticks and Drill Canes. For information only at this time, DLR (Capt Blencowe) offered a presentation on swords, pace sticks and drill canes. The publically funded CA universal pattern of sword is the Infantry Pattern. As per CAF Dress Instructions, other Corps patterns are considered “Optional”. These other patterns will now be approved via a new CAF Specification and Sealed Pattern, to ensure standardization. The present etching pattern is a British design but the CA approved a uniquely Canadian design and is awaiting final approval of Her Excellency the Governor General. Once approved, there will be a possibility to expand methods of regimental patterns and personalization.

    1. Pace Sticks. More procurement is occurring and Canadian maple finish is the only nationally authorized standard. If another colour is desired, that must be locally modified or purchased with non-public funds (NPF); and
    2. Drill Canes. There is no national standard for drill canes and none are provided with public monies. CA organizations may use drill canes to symbolize a Sergeant-Major’s standing but those drill canes will be provided using NPF.

  6. New Secretarial Approval Step - Addition of Financial Impact Annex. G1 Dress & Ceremonial presented the new secretarial process that has added a financial impact Annex to each CADCC file submitted to the Comd CA for approval. CADCC members will still vote on the merit of each dress proposal, but the Annex will supplement their recommendations for senior decision makers. The CADCC Terms of Reference have been amended to note this new administrative step.

  7. Future Opportunities for Op Dress Badging. An email was sent to all Div and Corps SM by the Army SM on 5 Nov 18 requesting their thoughts on the future of badges on the No. 5B operational dress uniform. The RFI solicited which current CA badges should have Velcro versions for No. 5B (due 26 Nov 18). It also solicited ideas for potential new badges (due end-Feb 19). The Army SM stressed that he wants badges developed that represent qualification that are in regular use, e.g. sniper, water supply, UAV, etc. Future badges will have the high visibility thread, no colour. For new badge concepts, address your requests to G1 Honours & Heritage and for existing badges, address your request to the G1 Dress & Ceremonial. Badges developed for operational deployment will continue to be the responsibility of CJOC.

  8. File #43, (RCIC) Cloth shoulder titles for The Hastings and Prince Edward Regiment. RCIC SM presented a request from The Hastings and Prince Edward Regiment to restore their traditional cloth shoulder titles on service dress. After discussion and the recommendation of the RCIC, this was approved. This will not be national procurement but the unit will procure locally IAW CAO 33-19 and CAO 33-05. The future shoulder titles must include the word CANADA, therefore the cloth CANADA patch on the service dress tunic will be removed as part of this dress change. The briefing note may be found on the G1 Dress & Ceremonial ACIMS site. Recommended by CADCC members for approval.

  9. File #46, (RCIC) Lanyard for The Hastings and Prince Edward Regiment. RCIC SM presented a request from The Hastings and Prince Edward Regiment to modify their Regimental dress instructions to add the wear of a lanyard with order of dress No. 1, No. 1A and No. 3 service dress. The procurement would not be national procurement. The Army SM requires more information and the intent of the other Regiments of the RCIC to wear a lanyard. The question was raised as to what level of restoration of pre-1968 identity do we wish. The briefing note may be found on the G1 Dress & Ceremonial ACIMS site. This topic was tabled until our next meeting by CADCC members for further review when more information is available from the RCIC.

  1. Scope of Secretarial Consideration. Given the significant volume of business items presented by Divs and Corps, the Chair and Co-Chair elected to send the following seven items at paras 32-38 to CADCC members for their secretarial review. This permitted more business to be expedited for recommendation to the Comd CA. Members reviewed each matter and e-voted secretarially.

  2. File #42, Royal Canadian Logistics Service (RCLS) Cloth Shoulder Titles. The RCLS sought approval from the CADCC to change the current metal LOGISTICS/LOGISTIQUE metal shoulder title worn on the service dress uniform to cloth reflecting RCLS/SLRC. Sixteen members supported the request, two disagreed, and one abstained. On 20 Sep 18, the Comd CA did not approve this request given the size of the Corps and the need to assess the present public funding impact.

  3. File #44, Royal Canadian Electrical and Mechanical Engineers (RCEME). The RCEME requests the addition of the current approved RCEME badge as a central device added onto the current approved RCEME camp flag. Fifteen members agreed, zero disagreed, and four abstained. Recommended by CADCC members and this request was approved by Comd CA on 12 Nov 18.

  4. File #45, (RCAC) - 1st Hussars. The 1st Hussars requested restoring their First World War shoulder flash to perpetuate its wearing by The Canadian Light Horse in 1918. Seventeen members agreed, zero disagreed, and two abstained. Recommended by CADCC members and this request was approved by the Comd CA on 12 Nov 18.

  5. Wearing of L2/L3 Formation Patches by RCN/RCAF Members. Members of the RCN and RCAF are not approved by their Commands to wear Army L2 and L3 formation patches on their distinctive RCN and RCAF service dress tunics. But, those members may wear our Army L2 and L3 formation patches on the CA Op Dress if that order of dress is required to be worn by that RCN/RCAF member.

  6. Army Military Police NATO Standard Badge. For information purposes, the MP Group will create a NATO Standard MP patch to wear on the CADPAT uniform (ECU). The patch will be rectangular with a black background with the letters MP in white.
  7. Wearing of Other Command Patches by CA Members. For information purposes, if a CA member is posted on strength to another Command, the member will wear the authorized badges from that Command/unit on their No. 5B on the right shoulder sleeve.

  8. Foreign Specialty Skill Badge (AUMANGEA) from New-Zealand. For information purposes, CWO Beaudry/SM 5 Cdn Div asked if any CADCC members had information regarding this badge. After a brief discussion, a briefing note is to be sent to G1 Honours & Heritage (Mr. Pat Bryden) recommending the creation of a new badge. CWO Beaudry will seek more information and action the briefing note on behalf of the CADCC members.

  1. SM Army Reserve - Accoutrements for No. 3 Service Dress. The Army Reserve SM stressed that the wearing of the service dress uniform should be to the correct standard and as uniform as possible. If the Army asks L4 units and soldiers to purchase items of dress, we are risking a uniform standard. For this reason, in 2015 the MND approved all Army service dress items being publicly funded through national procurement or public local procurement. CAO 33-19 and CAO 33-05 are to be used when an item that is approved for wear on the No. 3 uniform is not centrally supplied. Any accoutrement for the service dress uniform must have a registered master sealed pattern so that procurement staff and RQs will always be able to fall-back on the example of the technical standards to guide procurement. The Army SM emphasized the need for the Army to provide all items required for No. 3 service dress at public expense.

  2. SM CADCC:
    1. Asked to clarify the L4 badging policy. As stated in the CA Op Dress instructions: <Local unit identity legends on rank slip-on/Velcro tab may be worn by attached-in members, based on the local CO authority providing it conforms to member’s prevailing Corps identity policy for L4 badging>;

    2. Question was raised regarding the wear of beards for religious/spiritual beliefs and for pioneers. The topic of the wearing of beards for religious/spiritual beliefs is on the agenda of the next NDCDC. In the interim, the DAOD 5516-3, Religious or Spiritual Accommodation still applies and the RCChS will be making recommendations to the NDCDC. WRT the pioneer beard, it has been Corps/Army customary practice to wear different length/bulk of beard. The RCIC was asked to bring a recommendation on the length of beards worn by pioneers to the next CADCC; and

  3. SM 3 Cdn Div – Wear of Uniform by Former Serving Members. SM 3 Cdn Div asked for clarification on the permission to wear of uniforms for former member. As it stands, it is more often denied than authorized. CWO Crawford (CIC) added that he receives many demands and they have an internal policy to deny. In 2016, the CAF CWO issued direction on behalf of CDS asking that a very conservative (deny) approach be taken for the wearing of service dress but suggesting more discretion permitted for former members’ wearing of mess dress. (DSA has just issued CDS direction that former honorary appointees will now be given more discretionary consideration to wear their former CAF uniform where there is advantage to the CAF. The Army SM indicated that he will bring this topic to the NDCDC for further discussion along with the discussion of former serving members as volunteer Aides-de-Camp.

  4. SM RCIC. The following points were shared for information.
    1. RCIC Camp Flag. For information, SM RCIC indicated that they have worked with DHH and the Army G1 to standardize the symbol used on their camp flag and within the Corps. It will be submitted to the Comd CA for formal approval;
    2. RCIC Instructor Badges. For information, SM RCIC indicated that they have continued their work on the wearing of Instructor pins/badges to promote learning/instructional culture within their Corps. When finalized, they will publish their direction in their Corps standing orders/dress regulations and submit it to the HQ CA for the official record; and
    3. The RCIC will have a selection of new Op Dress badges

  5. SM RCMS - Balance of CAF Supply and CANEX Sale of Badges for No. 5B CADPAT. SM RCMS asked if all badges sold at CANEX will also be supplied by the CAF. The Army SM responded that the current badging strategy sees many new optional badges available solely through CANEX stores and that the wearing of these badges will be left to the soldier’s discretion to buy and/or wear. If a badge is directed/ordered to be worn by the chain of command, then the badge must also be available through CAF supply at no cost to the soldier. Soldiers may buy additional copies of the same badges from CANEX. The Army SM stressed that this new badging strategy offers our Corps a new opportunity to influence the pride of their core qualifications/skills through the soldiers’ wearing of optional badging in garrison on the No. 5B dress-of-the-day.

  6. SM RCChS – Wearing of Command Badges by Members of RCN, RCAF, SOF. SM RCChS asked for clarification on the wearing of L1 command badges on the service dress DEU uniform by members of other L1s (RCN, RCAF, SOF) while posted on strength to the CA. The Army SM confirmed that these members wear the Army command badge of their new force employer and similarly our Army members posted to CJOC or an RCAF Wing will wear that force employer’s command badge as they are under command while so employed.

  7. SM CRPG. Two information points were provided by the Canadian Rangers.
    1. SM CRPG mentioned that Velcro badging might be considered for Rangers hoodies. They have approximately 5,500 red Ranger hooded garments. CWO Patterson may present a BN in the future; and
    2. Public Duties by CRPG. For information, SM CRPG mentioned that like the Army itself, the Canadian Ranger Patrol Group is receiving increased tasking for public duties. They will be involved in the National Sentry Program in 2019 in Ottawa and in many Remembrance Day ceremonies across Canada

  8. Secretarial Recap of CADCC Meeting Items. CWO Baulne offered the following recap:
    1. for all, at the next CADCC meeting, be prepared to respond with your Corps perspective on the wearing of trade/skill badges on the sleeves of the service dress DEU tunic for officers and members with specialty skills who CFR to officer;
    2. for those Corps and regiments that have not submitted their dress regulations to the secretary, you must have your Branch/Corps/Regiment dress instructions completed onto the Excel spreadsheet on the G1 Dress & Ceremonial ACIMS site, as a minimum submission, before the next meeting;
    3. for all, ensure you have your list of recommended new badge concepts for the No. 5B operational dress to G1 Honours & Heritage, carbon copy to G1 Dress & Ceremonial NLT end of Feb 19;
    4. The CADCC will wait for the report on the trial of the subdued IR version of the national flag for the No. 5A field order of operational dress. In the interim, the Army will wear the small green national flag from the old version of CADPAT. We will remove the large red national flag from the new version (ECU); and
    5. RCIC to follow-up on the Lanyard request for The Hastings and Prince Edward Regt.

  9. The Army SM offered the following recap of key items:
    1. Trigger to Improve Current Army Kit/Equipment. CWO Hartnell encourages all our members of the Army to use the Logistik Unicorp (LU) comment section to forward any complaints regarding misfit or damage to any provided item by LU. It is known that manufacturing methods and material changes have likely occurred by vendors and that our members feedback is welcome, and required, to ensure we have what we need to do our job.
      Note: If a member receives an item from LU that is damaged, they are asked to include pictures of the damage and the label with NSN. Direction is available from the LU Clothing Online website. The member simply moves to the contact page and creates an email to add pictures and any pertinent info.

On behalf of COS A Ops, Col Dubois/Army G1, thanked the members for their input and attendance and recognize that this meeting featured very efficient flow of discussion and decision making. He encouraged maximum information exchange as key to continued success. Finally he complimented the members on the quality of the inclusive and respectful exchange.
  2. CWO Hartnell thanked the members for their strong personal investment in the discussions and that the CADCC continues to evolve as a critical Army platform for inter-Corps dialogue. He mentioned that he continues to be empowered by our Comd CA to do everything necessary to move projects forward IOT respect our Corps’ requests on behalf of their soldiers. Once again, he stressed the fact that returns on Corps dress regulations are critical for moving the collective Army dress and deportment agenda forward. He also stressed out the fact that returns of required information is crucial for us in order to continue our projects. Without your returns, there will be no documents drafted and projects don’t move forward.
  3. The next planned CADCC meeting will likely be held on or around 18 June 2019.
  4. New CADCC Business. To guarantee discussion at our next meeting, members’ new items of business for the CADCC should be submitted to the Secretary NLT 17 May 19. Items may be submitted any time prior to 17 May 19 and these items may be circulated by the Chair/Co-Chair through the Secretary for members’ secretarial consideration prior to the next meeting.

  1. Chair Opening Remarks. COS A Ops, BGen Quinn opened the meeting at 1235 hrs welcoming all participants. The Chair emphasized that the focus of our business is important to our soldiers and our institution. Dress and Ceremonial is important to the CA as it speaks to our culture of Corps capabilities, increases pride among our soldiers, and can enable recruiting efforts.
  2. BGen Quinn expressed that all members have a voice and it is important that we offer our collective recommendations to our Commander of the Canadian Army (Comd CA).
  3. Co-Chair Opening Remarks. Army SM CWO Hartnell welcomed all participants and stated that he is pleased to be the new Co-chair and he is looking forward to open discussion. He stated that CAF culture is changing rapidly and we, as a committee of the senior SMs of the Army, need to grip our dress and manage it in both the Army and our soldiers’ interest. As uniformed members, we will direct where dress and ceremonial can assist a modern Army culture that attracts and retains our soldiers which is critically important.
  4. Dress uniformity is the hallmark of a professional army. It is evident to those in the public eye, to our political masters, and to our chain of command that we need to grip the professional aspect of our appearance as an army when we talk about dress. All our different orders of dress come together to combine as our institutional identity. There must be uniformity in our Corps/regiments but that also permits your Corps to have some distinctions for your soldiers’ and trades’ pride.
  5. This committee is critically important as it will speed up the process for confirming exactly how we want to look and what our identity needs to be as an army. Given the decisions of the last National Defence Clothing and Dress Committee (NDCDC), our CA now owns all our orders of dress. We need to address our Branch/Corps/Regt changes in a deliberate manner. Our CA owns the CA operational dress which is being worn by other Services/L1s and we will move forward now and present our direction on how the CAF will utilize our CA operational dress CADPAT/ECU uniform(s).
  6. Many new changes are being approved through the work of this committee but it doesn’t mean that we will see them immediately. Funding is strictly controlled and our soldiers need many operational priorities to train and fight. Recent discussion with DLR points to a sustainable plan for the future. DLR will propose a financial plan to the DComd CA to create a maintenance budget to support the implementation of these changes so that our dress objectives are appropriately balanced with ensuring our soldiers’ operational needs are met.
  1. Given the significant number of 26 current business items which have been presented to the CADCC by our Corps and Divisions, these minutes are presented in three sections:
    1. Old Business Arising from 21 Nov 17 Meeting. Paras 8-25 share the 15 business items brought forward for discussion from the previous meeting;
    2. New Business Conducted at 19 Jun 18 Meeting. Paras 26-31 present the six new items prioritized as needing to be discussed by the members at our current meeting; and
    3. Action Items Considered Secretarially. Paras 32-38 are the five new items of business which were evaluated as being able to be dealt with secretarially by CADCC members. Briefing notes were circulated and members voted their recommendations electronically.

  1. Badging Philosophy. At the last meeting, the chair asked for a short presentation on badging to remind the members of the principles of badges. Mr. Bryden (G1 Honours and Heritage) and Maj Miller (DHH 3 Dress & Ceremonial) presented a collection of CA and CAF first principles. Mr. Bryden offered factors to consider as group cohesion, retention, pride, and honours & recognition for the uniform. He discussed the need for objective criteria and the spectrum of national approaches comparing the U.K. and the U.S.A. Maj Miller presented a four level scale of badging identity as for allegiance, uniformity, tribal association and individual identity. Both presenters connected these to our CA requirements. A sample of practical criteria and questions to ponder were offered to the CADCC.

  2. The Army SM mentioned that we need to approach badging decisions from many angles. He supported the notion of developing multiple supply systems to permit our soldiers to purchase badges from recognized suppliers to encourage the maximum display of pride for their achievements. CADCC recommends that soldiers be permitted to wear authorized skill badges locally procured at the CANEX on approval of these minutes.

  3. Qualification Badge for Army Technical Staff Officer Program (ATSOP). At the last meeting, SM 3 Cdn Div presented a briefing note from 3 Cdn Div with CADTC endorsement recommending the CADCC review the merit of a badge for the ATSOP. This is a one year program with post-secondary level equivalency undertaken by officers. NCOs who take a major part of the course with the officers get a badge. The committee recommends that an ATSOP badge, with a difference design than the NCO badge, be developed.

  4. Skills/Trade Badges for Officers. Further discussion was raised on whether there should be some skills or occupational badges permitted for officers now that the tunic sleeve on service dress no longer has rank badges. The RCIC mentioned that this issue has been raised by their junior officers. Other committee members mentioned that if badging promotes pride of trade and skill accomplishment and retention is our aim, why should we expect the aspiration of young officers to be different than young soldiers. The committee recommended that this should be discussed and asked that the topic of some officer badging be raised to the NDCDC.

  5. Branch/Corps Leadership Badges. At the last meeting, the RCA presented a briefing note for the wear of leadership pins/badges in order to expand that wearing to key Artillery Corps leadership positions beyond the Dir/SM. After discussion, it was concluded that all Corps are using these pins for various senior ceremonial and Dir/SM positions and this concept is recommended for formalization in CA Dress Instructions. Given that the organizational construct of our Corps differs widely from Corps in Personnel Branches, independent Corps within the CA, and Corps comprised of multiple regimental identities with more robust school systems, Corps will be permitted to have their own unique approaches across senior Corps personnel and functions. These approaches will be regulated by each Corps and must be formally published in their separate Corps standing orders and dress instructions.

  6. SITREP on CAO 33-19, Ver 2.0 – Funding of Army Identity. Army G1 sponsored meetings have occurred with the G4, DLR, and Army Reserve representation to move the current Ver 1.0 published in 2016 to a Ver 2 of CAO 33-19. Ver 1.0 is working well but needs to be expanded to include ceremonial full dress uniforms. The work performed by the G4 and G1 to create a method for units to request full dress uniforms has been overcome by the development of new public duties tasks as part of the CA’s plan to address the Strong, Secure, Engaged policy direction. Therefore, ceremonial full dress uniforms will be centrally procured and will be pushed to designated public duties L4 units vice requested.

  7. Local Procurement with NATO Stock Numbers (NSNs). CAO 33-19 Ver 1.0 was created based on the Minister’s desire that units stop using soldier welfare monies (NPF) and instead use public funding to buy ceremonial accoutrements for the service dress uniform when it is worn as the No. 1 order of dress. NSNs were not used for previous NPF procurement for the No 1 service dress semi-ceremonial uniform. Units that wish to use the CAO 33-19 Ver 1.0 and ministerial permission to use public funds for these locally procured items (which are not supplied by the supply system and must be procured locally) must ensure that each item for their No 1 uniform is supported by NSNs. If a unit does not have an NSN for a No 1 accoutrement, the unit should contact their local Brigade G4 to get the NSN which in many cases exists within the NATO/CAF system. If an NSN does not exist, the unit should simply request to DLR via G4 that an NSN be developed for that accoutrement to meet their local ceremonial requirements.

  8. Drill & Ceremonial. Our Army leadership is working to create access to improved training for drill and ceremonial purposes to strengthen this fundamental part of CAF culture. The RCN and RCAF are supporting this initiative and a proposal continues to be addressed in discussion at the NDCDC. The proposed course would be CAF wide, developed in Canada, and it will be recommended to be delivered at the Institut Osside in St-Jean, QC. The Army SM emphasized that drill and ceremonial is as fundamental to our CA culture as Corps trade/skill competency and field tactical capabilities. He confirmed that our army will participate as a leader in this CAF effort to create skilled SME leaders in drill instruction with a view to rebuilding our fundamental discipline and pride of being a Canadian soldier. We can retain our soldiers if they believe not only in their trade/skill competency and their battle craft, but they can link themselves to membership in our institution through increased pride in their drill and ceremonial performance during public duties.

  9. CANEX Merchandise used by Soldiers. The Army SM opened a discussion regarding the use of CANEX merchandise for operational purposes in the field. The discussion touched on supporting this use but balancing obligations for safety. Based on the request from our last meeting, DLR (Capt Blencowe) has met with CANEX officials to discuss the topics of control, quality, and education. There is now a confirmed interest from CANEX to get CA approval for their items to be worn and used in the field by CA soldiers. If an item is approved in the future for operational use by the CA, then CANEX would have a label or tag placed directly on or inside the product that shows our members the item is approved by their chain of command for use in combination with CAF supplied clothing, kit, and equipment. DLR will engage with CANEX to gather a list of items to be displayed and/or distributed to the members of the CADCC in order to identify suitable authorized items. The Army SM summarized the approach by indicating that we should be open to the reasonable use of non-CAF issued items in combination with military issued items.

  10. SITREP on RCAC/RCIC Colours and Guidons. There is a long-standing delay with CAF production capacity for Colours/Guidons for the RCAC/RCIC/RCAF. This is being slowly but effectively mitigated by the Army G1/RCAC/RCIC working with DHH (CAF technical OPI). We have 28 requests and 11 have been prioritized and are in various stages of approval, production, and delivery.

  11. SITREP on Flags and Pennants. Mr. Bryden presented the new system of CA, Division, and Brigade Commanders’ pennants that have been approved by the Comd CA. He informed the Corps SMs that the next step will be confirming their pennants for Corps Colonels Commandant and Directors. The desired end-state is to republish the CA system now that CAO 33-19 permits procurement locally with public funds. Regimental pennants, other Corps special appointment pennants, and sub-unit identity pennants/flags are approved under CAO 33-19 to be managed IAW regimental and Corps standing orders at that level.

  12. Beards in the CAF. The decision on the universal optional wearing of a regulation beard by all CAF personnel is in the final stages of NDCDC and CDS approval. This is part of the work being done by the CAF to more closely match our policies with societal norms. A policy on the growing and maintenance of a beard by any member will follow.

  13. Identity Patches on CADPAT. There was a recommendation by SM 2 Div CA to create improved identity patches for the No. 5A field operational dress with a view to better identifying personnel in Full Fighting Order (FFO). After discussion, it has been proposed for DLR to examine adding Velcro on FFO garments or the body armour vest in order to install existing name plates and rank system for soldier identification.

  14. DAOD 1000-7, L1 Functional Authority over Dress. The NDCDC discussion led by MGen Eyre with L1s ended in favour of the presentation given by the Army. The CF CWO also supported the confirmation of the current DAOD 1000-7 which states that the RCN, CA, RCAF, and SOF have full functional authority over all their service dress, operational dress, and ceremonial dress uniforms. DHH has been tasked to redraft new Terms of Reference for the NDCDC which will see the committee function to reflect DAOD 1000-7 more clearly.

  15. CA Dress Instructions. Given the CA’s confirmed authority over all our uniforms, it is now more important than ever to move forward with the restored publication of CA Dress Instructions. Corps are requested to expedite the submission of each Corps’ current dress regulations to become part of our CA Dress Instructions. The minimum standard to submit is the MS Excel spreadsheet on ACIMS which provides a standardized level of information. Our intent is to publish the dress instructions for each Corps (and Personnel Branch with CA personnel) as independent chapters. Dress SOPs and pictures/images are encouraged and will be published in each Corps/regiment section. The RCAC, RCIC, and C INT C are asked to ensure that each regiment provides their separate dress regulations as part of your Corps submission.
  16. A status report on the progress of submissions was shared by the Army SM. He reminded Corps that the pride in our CA uniforms can only be assured when our soldiers can go to one set of on-line CA Dress Instructions and see their standard. He also stressed that the ability to use CAO 33-19 funding to locally procure items for our No. 3 service dress and accoutrements for our No. 1 and No. 1B uniforms can only be approved when those items are formally reflected in the approved Corps dress instructions that have been submitted and are held on-line by the CA.

  17. Projects Status Report. There are several current projects that have been recommended by the CADCC and approved by Comd CA. DLR has consolidated many projects into groups with similar requirements to ease the work of DSSPM technical authorities (TA). All CA projects from previous meetings have been defined into formal project requirements and are awaiting final sign-off by ADM (Mat) senior authorities. These include:
    1. CADPAT/ECU Badging. L2 Division formation patches are now in production. L3 Brigade formation patches are now approved and will go into production soon. The next step is to produce a series of skill badges for CADPAT/ECU and a statement of work will be completed during July 2018. COS A Ops recommended DLR to adjust the scale of issue to have more than one badge available per member;

      Note: In parallel to this project for a series of skills badges, CA is also moving forward with CANEX to produce skill badges that our soldiers will be able to obtain for purchase in a quicker manner.
    1. StAR LOO 3 Public Duties – Clothing and Equipment for Ceremonial Guard (CG). A Support to the Army Reserves (StAR) mission task for public duties has been assigned to the GGFG (4 Cdn Div) and CGG (2 Div CA) which provide soldiers annually to the Ceremonial Guard (CG). The CG, by recent TOCA, is now a sub-unit of the GGFG. GGFG/CG will now inherit all public duties in the National Capital Region (NCR). The procurement of additional No. 1B ceremonial full dress uniforms for these expanded public duties is awaiting signature by ADM (Mat). Funding is required.
    2. Army Traditional Headdress, Scottish, Rifles and Rank Badges. The definition of project requirements to implement the Minister’s approval to restore our traditional headdress, rank badges, highland dress items, Guards headdress, and rifle regiments to the central supply system is completed. All statements of requirement (SORs) are approved by the CA. The project is awaiting final signature by ADM (Mat) authorities. Funding is required.

  18. The Army SM asked DLR to provide a complete formalized list of the current projects, with their status, to COS A Ops in order to support engagement with ADM (Mat).

  1. SITREP on Combat Boots for Army Personnel. CA G4 Ops (LCol Chenard) made a formal presentation on the expedient way forward selected by the chain of command to provide high quality combat boots for CA personnel. This has been a topic of considerable leadership focus and pan-Army discussion. Comd CA and ADM (Mat) have received CDS support and direction to proceed with an initiative to permit soldiers to purchase their own operational boots. A three phased approach (short, medium and long term) has been selected and a rapid implementation of an interim policy is agreed upon. A CAF-wide working group took place on 25-26 June 2018 in order to publish a CANFORGEN during mid-July 2018.

  2. Dress Authority for Provincial Aides de Camps. CA raised an issue about former CAF member (RCN/CA/RCAF) volunteering their time to act as honorary Aides-de-Camp to provincial Lieutenants-Governors. This is a long standing decades-old practice and reflects the former military tradition of these Vice-Regal posts. In accordance with CAF Dress Instructions, these former members of the CAF must have the permission of a commander of a command (in this case the Joint-Task Force Commander in each region) to wear authorized CAF uniforms. The CA G1 has identified the need for more formality in ensuring our former CA members can obtain the required permissions. This is a CAF-wide issue and it has been identified in meetings with DHH and DSA. Future action will need to be directed at the NDCDC.

  3. File #32, (RCIC) Shoulder titles for The Royal Regiment of Canada. RCIC SM presented a request from the Royal Regiment of Canada to restore their traditional shoulder titles that were promulgated by General Order 181/19. The future shoulder titles include the word Canada, therefore the cloth CANADA patch on the service dress tunic would be removed as part of this dress change. Recommended by CADCC members for approval.

  4. File #38, (RCIC) The Royal Canadian Regiment. RCIC SM presented a request from the Royal Canadian Regiment (RCR) to restore the wearing of their traditional cloth regimental shoulder title on No. 3 service dress. The cloth shoulder title reflects our warfighting identity and the use of full wording increases identification for the Canadian public. The RCR shoulder titles include the word Canada, therefore the cloth CANADA patch on the service dress tunic would need to be removed, and stitching of the cloth shoulder title shall be at the same height as the existing CANADA patch. DLR confirmed it had studied the tailoring issue and there would be no measurable impact. Given the cloth shoulder titles are a service dress item and will not be provided by the supply system, the unit may use CAO 33-19 to procure these cloth shoulder titles locally using L4 public funds. A second proposal by the RCR requested an increase to the size of the traditional metal collar badges worn on the same uniform. Both changes to the RCR service dress uniform were recommended by CADCC members for approval.

    G1 note: Given that the PPCLI and RCR have decided to restore their pre-unification cloth shoulder titles, it is recommended that our Corps review this topic and determine if there is wider interest in returning to cloth shoulder titles. It would be preferable to combine several requests at the same time for economy of our staff effort and to assist supporting agencies like DHH/DSSPM.

  5. File #39, CA Operational Dress Instruction. G1 Dress & Ceremonial has proposed a new chapter of CA Dress Instructions related to the CA operational dress. The document was shared and has been previously socialized with the SMs of the Divisions/Corps/Personnel Branches. Their comments have been taken into consideration and amendments have been made. COS A Ops directed that any final comments to the circulated document be submitted to G1 Dress & Ceremonial NLT end-June 2018 after which it will be assumed the document is ready for Comd CA approval and promulgation. When issued, the operational dress instruction will provide the CAF and CA with a universal standard. Recommended by CADCC members for approval.

  6. File #40, (RCEME) Corps optional Mess Dress. RCEME SM presented a request to include a new optional order of mess dress to their Corps dress instructions. The option is of a gown-based style with a remodeled tunic. A similar order of No. 2 mess dress exists for REME in the United Kingdom and is favoured by members of the RCEME membership. SM RCEME reviewed a series of consultations that his Corps has performed with various advisory and special interest groups in the CAF. The change to RCEME mess dress was recommended by CADCC members for approval.

  1. Secretarial Consideration. Given the significant volume of business items presented by Divs and Corps, the Chair and Co-Chair elected to send the following five items at paras 33-37 to CADCC members for their secretarial review. This permitted more business to be expedited for recommendation to the Comd CA. Members reviewed each matter and e-voted secretarially.

  2. File #33, (Public Affairs (PA) Branch) Mess Dress Cummerbund Colour. The PA Branch sought approval to change their cummerbund colour worn on No. 2A mess dress from pale blue to grey (to conform to the colour of their Personnel Branch camp flag). Their goal is to harmonize Branch identity. 15 members agreed, zero disagreed, and three abstained. Recommended by CADCC members for approval.

  3. File #34, (PA Branch) Mess Dress. The PA Branch sought approval to amend the authorized Branch/Corps variations for mess dress with one standard of waistcoat for all ranks, the silver braid cuff embellishment for officers and CWOs, and silver rank badges for NCMs. 13 members agreed, zero disagreed, and five abstained. Recommended by CADCC members for approval.

  4. File #35, (RCAC) British Colombia Regiment (BCR) Mess Dress. The BCR requested an amendment from Rifle green waistcoat and cummerbund to patrol-collar cut-away jacket with rifle green waistcoat. Summer dress would see a white shirt worn with rifle green cummerbund. 12 members agreed, zero disagreed, and six abstained. Recommended by CADCC members for approval.

  1. File #36, (RCE) Mapping & Charting Establishment (MCE). CME Branch seeking authorization for MCE/SCARTO (Fr) unit legends to be worn for the operational dress slip-ons and hook and loop. 12 members agreed, zero disagreed, and six abstained. Recommended by CADCC members for approval.

  2. File #41, (RCIC) Royal New Brunswick Regiment (RNBR). The RNBR is requesting that production of the 1 RNBR CADPAT titles be stopped and that new CADPAT and DEU shoulder titles be implemented for supply updated as RNBR. 17 members agreed, zero disagreed, and two abstained. Recommended by CADCC members for approval.

  3. Comd CA Approval. The above four business items at paras 33-36 have been approved by the Comd CA. Para 37 is awaiting approval.

  1. SM 5 Cdn Div:
    1. asked if they should still locally purchase the floppy hat due to a lack of provision via CAF supply. The Army SM concurred that there is no other present option;
    2. mentioned that the quality of the CADPAT uniform is often low i.e. new uniforms are issued with seams that need extra tailoring and the material colour degrades quickly with normal washing. DLR replied that the best approach is to use the UCR form and submit it with pictures to report the issue. The Army SM will simultaneously approach this issue with ADM(Mat) at his level; and
    3. question was raised regarding CA members posted back into CA lines from SOF as to whether they would revert from the SOF service dress uniform and wear the CA uniform of their new unit. The Army SM confirmed this would be the practice.
  1. CRPG Formation Patch. It was confirmed that the CRPG formation patch worn on the No. 3 service dress uniform would be the same patch worn by members on their No. 5B operational dress (garrison).

  2. SM RCEME mentioned it was his last CADCC and that CWO J. Saunders will be the future SM RCEME attending CADCC meetings.
  3. SM RCIC informed members that with the return of former capabilities that the RCIC is restoring their occupational badges for soldiers qualified: pioneer, mortar, anti-armour, and reconnaissance.

  4. SM RCAC, in his role working for DHH, mentioned that the new version of the A-DH-265 CAF Dress Instructions will be broken into chapters for each Command. This change reflects the confirmation by NDCDC that the L1s are the functional authority for their separate uniforms in accordance with DAOD 1000-7.

  5. Service Dress (DEU) Shirts. The Army SM encourages members of the CA to use the Logistik Unicorp system to forward any complaints regarding the fitting of short and long sleeve shirts. It is noted that manufacturing methods and material changes have likely occurred and feedback is required. If required, as an interim solution, members are to use tailoring services to achieve a proper fit for appearance and comfort.

  1. Closing Remarks. The Chair and Co-Chair thanked the members for their input and attendance. BGen Quinn emphasized that as we must continue to recognize that what we are determining in these meetings is important for the pride of the people we recruit tomorrow. The CA is working in a constantly evolving culture and people are different and diverse and it’s great to see that we are adapting as we move forward. He encouraged maximum communication is key to the success of our message. He complimented the members on the quality of the meeting.
  2. Next CADCC Meeting. The next planned CADCC meeting will likely be held on or around 26 Nov 18.
  3. New Business. New items of business for the CADCC should be submitted to the Secretary NLT 26 Oct 18. Items may be submitted any time prior to 26 Oct 18 and these items may be circulated by the Chair/Co-Chair through the Secretary for members’ secretarial consideration prior to the next meeting.
  4. The CADCC meeting was adjourned at 1636 hrs.

  1. Chair Opening Remarks. COS A Ops, BGen Carignan opened the meeting at 1230 hrs welcoming all participants. The Chair emphasized that the focus of our business should not confine itself to cloth and textile but expand to consider our sense of our soldiers’ and our Army’s identity.
  2. BGen Carignan expressed that our Commander of the Canadian Army (Comd CA) is relying on our CADCC ’s recommendations to shape that identity and his decisions. We have a new committee that can build a stronger identity and purpose over the years to come. As a way forward, we need to find committee methods that give our Army effective response times and balanced recommendations. To save time between our bi-annual meetings, where possible, some new business items will be dealt with secretarially.
  3. First Principles for Badging. As a final comment, BGen Carignan asked the members to begin thinking about an Army philosophy on badging. The current level of CAF and Army interest in new badging on various orders of dress makes it important for the Army to set some basic principles. This needs to span skills, qualification, and L1-L4 identifying badges. The Army G1 was asked to work with DHH to formulate a short presentation of optional first principles for the next CADCC meeting.

  4. Co-Chair Opening Remarks. Army SM CWO Guimond welcomed all participants and mentioned that our Comd CA is keen to be informed about our work. The Army SM emphasized to all Corps/Branch Sergeants-Major the importance of the initiative to create a CA Dress Instructions manual that captures our traditional Army identity. All Corps were asked to continue to submit their own dress regulations from their Corps standing orders as soon as possible. The Army G1 staff have already provided a template for this critical input. See para 12 below for more information.
  5. Ceremonial. Our Army leadership is working to bring back a training course for Drill & Ceremonial to re-strengthen this aspect of the CAF. The RCN and RCAF are supporting this initiative and a proposal is being staffed to MILPERSCOM (MPC) and the Canadian Defence Academy (CDA). The Army SM asked all members to spread the word to their Corps and Div community and emphasize that drill and ceremonial is fundamental to the discipline and pride of being a Canadian soldier.

  6. CADPAT Badging. The Army SM provided an update on this project. It is slowly moving forward at DSSPM which has competing CAF requirements. The L2 fmn patch prototypes should be presented within 60 days for concept approval. L3 formation (Bde) badges are awaiting costing before prototypes can be developed. The Army SM is also exploring parallel efforts with CANEX to provide the CA with skills badges if an alternate provider could meet our technical specifications and if this option was a positive solution for our soldiers. This option is currently under exploration.

  1. Given the significant number of forty-eight (48) business items which were presented to the CADCC by our Corps and Divs, these minutes are presented in four sections:
    1. Old Business arising from 25 May 17 Meeting. Paras 8-11 share the five business items brought forward for discussion from the previous meeting;
    2. New Business conducted at 21 Nov 17 Meeting. Paras 12-26 present the seventeen new items discussed by the members at our current meeting, including the roundtable discussion;
    3. Action Items considered secretarially. Paras 27-39 are the eleven new items of business which were dealt with secretarially by CADCC members. Briefing notes were circulated and members voted their recommendations electronically; and
    4. Information Items shared secretarially. Paras 40-57 reflect the fifteen items of business which were shared as either SITREPs or information for general interest.

  1. Minutes of CADCC Meeting held on 25 May 17. G1 Dress & Ceremonial presented members’ feedback from the DRAFT minutes of the last CADCC meeting held on 25 May 2017. The requested amendments from the last meeting were implemented to the CADCC Terms of Reference and Delegation Matrix (attached, in yellow) and presented to the committee. The committee members agreed to the ToR.

  2. Comd CA Authority over Army Orders of Dress. At the last CADCC meeting, DHH raised the opinion that the DAOD 1000-7 which gives functional authority for all Army orders of dress to Comd CA is perceived by DHH to mean only operational dress. DHH suggests that the National Defence Clothing and Dress Committee (NDCDC) is the authority over all other orders of Army dress with DHH as advisor. COS A Ops subsequently engaged the NDCDC Chair, MGen Eyre on how to approach the matter. This issue has now evolved and MGen Eyre has asked the NDCDC members for their recommendations. This issue will be discussed at the NDCDC meeting on 1 Mar 18.

  3. Gender Representation at CADCC Meetings. CADTC SM proposed the committee consider options for mixed-gender input to the CADCC. Female representation was added to this meeting. In addition, the Chair has recommended future meetings will add a qualified gender advisor.

  4. CA Dress Instructions Manual. The Army will increase the level of detail regarding Army orders of dress by issuing independent dress guidance to supplement/support CAF Dress Instructions. The Army is also the CAF authority for CADPAT operational dress and these instructions will logically be included. G1 Dress and Ceremonial mentioned that all Corps SMs have received the ACIMS link to the CA Dress Instructions template. The template has been offered so that each Corps (and Branch with Army personnel) will provide their own detailed dress regulations and these Corps regulations will be included as independent chapters. The Army document will be on-line. The desired end-state is to offer our soldiers, stakeholders, and tailors more detail with a view to ensuring Army dress standards are maintained across all orders of dress. The request to Corps for their dress regulations was first issued in early-2016. The deadline for Corps (and regiments of the RCAC/RCIC/C INT C) to complete the template and submit it to the G1 Dress & Ceremonial is the 28 Feb 18. As discussed, pictures are encouraged. Once submitted, Corps are welcome to continuously submit updates and improvements to their on-line chapter of the Army manual.

  1. CA Operational Dress (CADPAT/ECU). CFAO 17-4, Combat Clothing Care and Use (14 Nov 86) is obsolete as the uniform style is no longer worn. There is no current CA operational dress instruction for users. G1 Dress & Ceremonial has prepared a draft instruction with photos and this has been shared and socialized with the Div SM s. Their comments have been taken into consideration and amendments made. The instruction continues to be developed and will be a principal chapter of the new CA Dress Instructions. When issued, the operational dress instruction will provide the Army with a universal standard. Corps will be given latitude to implement mission and equipment specific requirements. The latest DRAFT version will be shared with CADCC members.

  2. Domestic L3 and L2 Formation Patches. The topic of fmn patches was raised for units reporting to an L3 fmn chain of command in one Div but working directly for an L2 employer in another Div’s AO. Two potential solutions were discussed:
    1. Solution A – L2 Fmn Patch of Employer. The soldiers would wear the L3 fmn patch of the unit’s parent chain of command fmn/bde. But, if the soldiers and their function were employed supporting an altn Div’s domestic JTF footprint, they would wear the L2 Div fmn patch worn within that AO; or
    2. Solution B – Chain of Command L2 Fmn Patch. Soldiers would wear the L3 fmn patch of the unit’s parent chain of command relationship. They would always wear the L2 fmn patch of the Div commanding that L3 fmn.

  3. Solution B was recommended to meet the Army’s modern domestic mission C2 requirements.

  4. CANEX Items used in Operations. The Army SM opened a discussion regarding the use of CANEX merchandise for operational purposes in the field. Concerns about safety, control, and education were raised during the CADCC members’ discussion. It was suggested that our soldiers should wear/use only the items issued by the CAF supply system until a decision can be made. Exceptions should be approved at Army level by the Army SM. Until further formal guidance can be issued, the following actions will occur:

    1. DLR will investigate what operational items are being issued and recommend what could be sold commercially to our soldiers; and
    2. Army SM to open discussion with CANEX and CFMWS to examine a way forward that supports CANEX and the Army’s soldiers.

  1. Beards in the CAF. SM CADTC presented a briefing note regarding the wearing of facial beards in the CAF. There is evolving legal opinion on this issue. There is also the prevailing issue of safety that needs to be balanced against members’ interest and changing societal norms. Other international allies are examining permitting beards. The Army SM will discuss the matter at the next CAF NDCDC and inform our CADCC.

  2. Unit T-Shirts. SM 2 Div CA presented a briefing note regarding the wearing of unit t-shirts. There is formalization required for this widely used Army practice. It is recommended that a CO may authorize the wearing of civilian unit t-shirt/sweater with Operational Dress No. 5B (Garrison) for organized/planned physical training (PT). This item will be discussed further at the next meeting and more details will be inserted to the CA Dress Instructions, chapter on operational dress.

  3. Identity Patches on CADPAT. There was a recommendation by SM 2 Div CAto create improved patches for the Operational Dress No. 5A (field) with a view to better identifying personnel in Full Fighting Order (FFO). This matter will be tabled for inclusion in the badging discussion that the Chair has asked for at para 3 above.

  4. Qualification Badge for Army Technical Staff Officer Program (ATSOP). SM 3 Cdn Div presented a briefing note from 3 Cdn Div with CADTC endorsement recommending the CADCC review the merit of a badge for the ATSOP. This is a one year program with post-secondary level equivalency undertaken by officers. This item will also be tabled for inclusion in the badging discussion that the Chair has asked for at para 3 above.

  5. Halifax Rifles use of Gun Metal. The RCAC presented a briefing note regarding the Halifax Rifles request to change their master sealed patterns. The request would see their metal badges change from silver metal to a more traditional rifles subdued gun metal colour for their cap badge, collar dogs, shoulder titles and buttons. Recommended by CADCC members for approval.

  6. Key Appointment Badges/Pins for Corps Senior Appointments. RCA SM presented a briefing note for the wear of leadership badge pins in order to expand the wear to other key Artillery leadership positions. Other Corps also indicated their current use of these pins for the Corps Director and SM. The typical practice is the wearing of a Corps collar dog above the name plate on No. 3 service dress tunic and No. 3B shirt sleeve order thus providing the Col or senior SM wearing only generic Army identity to be able to be identified as the senior Corps/trade representative. Some Corps indicated their desire to also consider the use of pins for Cols Cmdt, for a limited number of key Corps HQ appointments, for key appointments at national training schools, and/or for key Reserve appointments (Deputy Directors and SMs). The Army Reserve SM did not support Reserve key appointments in Corps needing to have leadership pins. Given the wide-support for these key appointment pins among our Corps, the Co-Chair asked all our Corps to present their recommended Corps SOP for leadership pins to the G1 Dress & Ceremonial. These SOPs will be consolidated into one list and brought forward to the next meeting of the CADCC. Nil returns are requested.

  7. CADPAT use outside the Army. SM, HQ 1 Cdn Div asked for improved synchronization/communication WRT the wearing the CA operational dress by other L1s. The Chair reiterated that the Comd CA is the authority on the CADPAT uniform and other L1s will be invited to comment on the DRAFT CA operational dress instructions discussed above at para 14.

  8. Traditional Army Blue Beret (RCA/RCCS/RCEME). SM RCEME requested an update on the timeline for the restoration of the CA blue beret. DLR reported that the Statement of Requirement (SoR) is approved. The capital project funding is not yet approved. The RCEME have their 75th anniversary in May 19 and they hope to have the beret issued to their soldiers for the event. Similarly, the RCA SM mentioned their wish for a Dec 18 implementation. The RCCS timelines remains flexible. DLR mentioned that this project is approved but not funded. An estimated implementation timeline will be sought.

  9. CADPAT Maternity Dress. SM 5 Cdn Div identified an issue regarding the supply of operational dress in the maternity pattern is no longer available. The supply process recommends that members who require the maternity pattern of CADPAT dress for periods of maternity should go to their local Base Tailoring shop for modification and sizing of their current operational dress. It is recommended that the Base Tailoring shops select older versions of CADPAT for modification.

  10. Service Dress (DEU) Sizing. SM 5 Cdn Div identified an issue regarding service dress (DEU) long and short sleeve shirts sizes and material type. There is general acknowledgement that there is a supply system sizing problem with Army service dress tunics and shirts with newer stocks being issued by Logistik Unicorp (LU) being smaller in garment size than the size shown on the label. It appears the garments are also being made with less material to permit local tailoring. This issue was discussed in a meeting with DSSPM and LU tailors by the Army G1 staff in 2016. Although the system is trying to correct this, it appears that legacy LU stocks are still being issued to soldiers in the incorrect sizes. The latest issue is a change in the quality of the service dress (DEU) shirt fabric. These two items were brought by the Army SM to the NDCDC held on 30 Nov 17. DHH will perform Quality Control (QC) with DSSPM. The official means of addressing issues is by UCR. Members are invited to use the LU web site to comment.

  11. CADCC Items Open for NDCDC Meeting on 30 Nov 17. The following four items were discussed by the CADCC. They are currently open items at the CAF-level NDCDC and more direction will be forthcoming at our next CADCC meeting and/or secretarially:
    1. Wearing of Commendations on No. 3 Service Dress. The committee held a discussion regarding the location for the wearing of commendations by Army personnel on service dress. The topic was raised given there is a different wearing location for males and females. This was raised by a member who had an issue with the use of different location based on gender. This issue is of interest given the prevailing CAF-level discussions regarding gender neutrality of dress and deportment approaches. The matter has been referred to the NDCDC for their meeting on 30 Nov 2017. Feedback from the NDCDC will be shared secretarially with members;
    2. Religious Headdress and Beards vis-à-vis Religious Freedoms. There is current CAF-level discussion on how to support members on this topic. In the interim, it is recommended to use a case-by-case evaluation with the following reference DAOD 5516-3, Religious or Spiritual Accommodation. For consistency, regiments should refer to a higher Headquarters for advice to ensure consistent levels of support to our soldiers;
    3. Foreign Skills Pins on Service Dress (DEU) Tunic. The cloth Ranger badge is no longer provided at end of course. The large metal United States Ranger and Sapper metal pin version are recommended to be worn IAW the wearing guidelines for all other Canadian skills badges (left side, as per CAF Dress Instructions, Chapter 3, Section 3); and
    4. Nylon Stockings. There is current CAF-level discussion on how to support members on this topic. In the interim, nylon stockings shall be worn with a skirt and may be worn with trousers. Based on our CADCC discussion, the Army will be proposing that our members be given the option to wear or not to wear nylons with the CAF issued service dress skirt.

Four Items Above are Open (G1 Dress & Ceremonial)

  1. Secretarial Consideration. Given the significant volume of business items presented by Divs and Corps, the Chair and Co-Chair reviewed the agenda before this meeting and elected to send the following eleven items at paras 28-38 to CADCC members for their secretarial review. This permitted more business to be expedited for recommendation to the Comd CA. Members reviewed each matter and e-voted secretarially.

  2. File #17, RCA Trouser Stripe on No 1B/No 1C/No 1D/No 2. The RCA requested the authority to restore the width of their Corps trouser stripe to the 4.45 cm (1 ¾ in) standard. Seventeen members agreed, zero disagreed, and two abstained. Recommended by CADCC members for approval.

  3. File #17A, RCA Overalls. The RCA requested the creation of a sealed pattern and technical data for overalls used with RCA orders of dress No. 1B, Nos. 1C & 1D and No. 2. Fourteen members agreed, zero disagreed, and five abstained. If approved, the RCA will work with DHH/DSSPM to create a technical diagram for RCA overalls. This will be added to CA Dress Instructions like the technical diagram for the Army standard kilt. Recommended by CADCC members for approval.

  4. File #19, Foot Guards Khaki Beret (RCIC). The two infantry regiments of Guards (GGFG and CGG) are seeking approval to adopt a khaki coloured beret in operational dress. Eleven members agreed, three disagreed, and five abstained. Recommended by CADCC members for approval.

  5. File #20, Tartan of Pipers of the Guards (RCIC). The two infantry regiments of Guards (GGFG and CGG) have requested to change the tartan of kilts and plaids worn by the pipers from the current Government Tartan (Black Watch) to the Royal Stewart Tartan. Fourteen members agreed, one disagreed, and four abstained. Recommended by CADCC members for approval.

  6. File #21, Medical Assistant Occupational Badge for the RCMS Reserve. The RCMS has requested the creation of an occupational badge for Reserve medical assistants who currently have no occupational badge. Sixteen members agreed, one disagreed, and two abstained. Recommended by CADCC members for approval.
  7. File #22, C INT C Corps Colour of Green. The C INT C has requested that the official Corps identifying colour be formalized as Canadian Intelligence Green, in order to resolve inconsistencies in the existing dress manual. This will require the C INT C to submit the correct colour to the CF Inspector of Badges for registration. After discussion with the Corps, this item was withdrawn in favour of administrative solution.
  1. File #23, C INT C Full Dress No. 1B Ceremonial Uniform. The C INT C has requested the confirmation that their distinctive No. 1B uniform will be based on their recognized predecessor The Canadian Corps of Guides.   1. File #24, C INT C Traditional Identitifiers. Based on the restoration of the C INT C as a Corps in Dec 16 by the CDS, the C INT C has requested restoration of its traditional collar badges, shoulder titles and buttons. The Intelligence Branch has supported this change for its members who wear the Army uniform. Fifteen members agreed, one disagreed, and three abstained. Recommended by CADCC members for approval.
  1. File #24A, C INT C Beret Colour. The C INT C has requested to adopt the distinctive Army blue beret as their Corps headdress. Fifteen members agreed, zero disagreed, and four abstained. Recommended by CADCC members for approval.
  1. File #25, Mess Dress for Colonels (Cols) of the Army Staff. The Army staff is seeking clarification WRT mess dress for Cols of the staff (this does not include honorary appointments). Currently, CAF Dress Instructions permits two orders of mess dress to be worn by Cols of the Army staff (universal army pattern and/or the mess dress of their former Corps/regiment). Three potential solutions were presented: (1) maintain the status quo as per CAF Dress Instructions that permits Cols to wear either universal pattern or retain their Corps/regimental mess dress, (2) make the status quo eligible only for Reservists given the cost of a new mess dress late in a part-time career (for example, highland and rifles officers would require a new mess dress uniform in the final years of their career), and (3) making the universal pattern mandatory for all Cols. Fifteen members recommended option 1, zero recommended option 2, two recommended option 3, and two members abstained. Option 1 and maintaining the current policy of choice for all Colonels was supported by the CADCC. Therefore, there is no need for change to the current policy in CAF Dress Instructions but the future CA Dress Instructions will improve the clarity of the wording.
    Secretary Note. Should this approach for Cols be extended to senior L2-L3 formation CWOs who might also need a complete new mess dress uniform in the final years of their career? Many of these leaders (Reservists with a part-time military income) are at the stage in their life where family expenses are most significant. This will be tabled at the next CADCC meeting.
  1. File #27, Honorary Appointment Formation Patches. Despite the current practice whereby most Army honorary appointees wear an L1 command badge and L2-L3 formation badges/patches on their service dress, the current CAF Dress Instructions policy does not support it. After CADCC review, it is recommended that this policy restriction be retained for members of the Royal family in their role as Colonels-in-Chief but that Army honorary appointments adopt a policy of wearing L1-L3 identity on their service dress uniform. Fourteen members agreed, three disagreed, and two abstained. Recommended by the CADCC members for approval. This issue will be raised by the Army SM at the CAF-level at the NDCDC meeting on 30 Nov 17.

  1. Next Meeting. The Chair and Co-Chair thanked the members for their attendance. The Chair emphasized that she is encouraged by the excellent quality of communication thus permitting the open flow of new ideas and recommendations. The next planned CADCC meeting will likely be held on or around 13 Jun 18.
  2. New Business. New items of business for the CADCC should be submitted to the Secretary NLT 11 May 18. Items may be submitted any time prior to 11 May 18 and these items may be circulated by the Chair/Co-Chair through the Secretary for members’ secretarial consideration prior to the next meeting.

  1. Chair Opening Remarks. COS A Ops, BGen Carignan opened the meeting at 1230 hrs welcoming all participants. The Chair congratulated the group for convening what is believed the first Army dress committee meeting since unification.
  2. Given the many changes in recent years, the overarching purpose of the committee will be to increase the level of Army governance (internal management) and information sharing (transparency) regarding Army dress and ceremonial issues. The work of this committee will be directly communicated to all internal and external members of Army and CAF.
  3. The Chair also mentioned the importance of having a General Officer at the table to support the execution of committee matters with financial approval authorities and strategic partners. BGen Carignan also reminded everyone of the important role that DHH plays with CAF dress and deportment and how this committee will work closely with DHH and the National Defence Clothing and Dress Committee (NDCDC). For final words, she expressed a basic guiding principle about how our dress and deportment are the key to how the members and our Army, as part of the CAF, obtain the trust and confidence of Canadian society.
  4. Co-Chair Opening Remarks. Army SM, CWO Guimond welcomed all participants and mentioned that the Commander Canadian Army (Comd CA) is fully supporting this committee and with that support, we have the perfect window to move these topics forward. The Army SM emphasized that all Sergeant-Majors from our Corps and from our Divisions have a role to play as key members of the committee to enhance the pride and belonging of our CA members.

  1. CADCC Terms of Reference (ToR) G1 Dress and Ceremonial

    G1 Dress & Ceremonial presented the proposed terms of reference (ToR) for the CADCC including a delegation of authority matrix. The ToR were discussed by the committee and some recommendations for amendment will be made to the ToR and delegation authority matrix. The updated version will be presented to the next meeting for approval and is enclosed with these minutes. The recommended changes, are:
    1. ToR Role. DHH 3 raised the point that the DAOD 1000-7 which gives functional authority for all Army orders of dress to Comd CA is perceived by DHH to really mean only operational dress and that NDCDC is the authority over all other dress with DHH as Advisor. COS A Ops will engage discussion with the NDCDC Chair, MGen Eyre to seek the way forward.
    2. Committee membership. CADTC SM and 3 Cdn Div SM proposed to look at gender input to the CADCC. This will be examined at further meetings.
    3. CADCC Procedures and Practices. It was agreed to add the following line, add: Other L1 Command partners (RCN, RCAF, etc.) may be invited to the CADCC, as required, to discuss matters regarding the CA operational dress.
    4. Delegation of Authority Matrix. Add the word “may” to serial 5 and 7 (Div Comd) and to serial 8 and 9 (Corps Director). Re-phrase serial 11 description, for: New Corps/Regimenal Badges/Identity (Heraldry) and serial 12 description, for: New Formation Badges/Identity (Heraldry).
    5. Delegation of Authority Matrix. 3 Cdn Div SM proposed that the A-PD-201-000/PT-000 (CF Manual of Drill and Ceremonial) be amended to include Corps and Regimental Drill in the manual. DHH 3 mentioned that the manual only covers agreed CAF drill but offered to add a sentence to the manual that will reflect CA Corps and Regimental parades within Regimental authority. If a mix parade of other L1 uniforms occurs, the CAF manual will supersede other subordinate references.
  2. A copy of the revised documents is enclosed with these minutes.

  3. CA Dress Instructions. G1 Dress and Ceremonial

    G1 Dress & Ceremonial mentioned that the CA intent is to publish a first draft of CA Dress Instructions in 2018. The publication will be modelled directly on the current CAF Dress Instructions so that it will support CAF Dress Instructions. The CA document will have chapters on CA specific dress to provide Army personnel with more detail. The orders of dress will maintain the same numbering scheme as CAF Dress Instructions. The CA document will have a chapter on operational dress divided in two sections/versions (Field and Garrison).

    The document will be web-based and it will eventually feature e-copies of all Corps and regimental dress regulations as Annexes. All Corps/Branches/Regiment dress regulations are required in an e-copy format. Pictures are encouraged. A document with the minimum requirements for Corps/regimental dress regulations was provided via email to members prior to this meeting. A template will be provided to all in order to have the same standard of information.

    1. G1 Dress & Ceremonial debriefed all members regarding the main items of interest to the CA from the previous NDCDC (Tattoo Policy, Turban Policy, Permanent female representation at the NDCDC, Muslim Headdress, Beards for Christian Males and adding the CRPG fmn patch badge on service dress (DEU).     2. The minutes from either NDCDC (Secretary DHH 3-2) or CADCC (Secretary G1 Dress & Ceremonial) when signed and promulgated, supersede the CAF and CA manuals and are the authority.

  5. Items for next NDCDC meeting G1 Dress and Ceremonial

    Wearing of Commendation for Female Personnel. A question has been raised by a CA member as to why the commendation is worn on a different place on the No 3B uniform by males and females. There may be the perception of unnecessary discrimination. This item will be referred by the CADCC to the NDCDC for discussion.

    DHH 3 mentioned that DHH is currently preparing a briefing note with recommended word changes to degenderize the CAF Dress Instructions. The BN will be distributed to the NDCDC members. The Chair of CADCC wishes to bring this item up to the next CADCC.

  6. Technical Specifications for Ceremonial Uniforms G1 Honours and Heritage

    G1 Honours and Heritage presented a draft recommendation for Technical Standards for Universal Patterns of CA Ceremonial Uniforms. The issue of lack of formal standards for ceremonial uniforms’ fabric, weight and pantone colours is an issue given the Army likely has about 4,000 non-public uniforms in use with no consistent quality standards. The information product was presented for information so that Corps can consider the question and requirement at the next meeting of the CADCC. The goal is to produce some basic guidelines for future promulgation to assist non-public expenditure.

  7. Approved Projects G1 Dress and Ceremonial

    1. General Officers (GO) and Sergeant-Majors (SM) Service Dress Caps. The service dress cap (forage cap for DEU) will be placed on the scale of issue this summer by Logistik Unicorp (LU) for all Army GOs and a SM in a command team position with a GO. SMs will wear the service dress cap in No 1A dress even if their command team partner is not Army (RCN, RCAF). SOF continue to wear the sand brown beret.
      Secretarial Note: The Service Caps are in distribution and update to the scale of issue is in process.

    2. CADPAT/ECU Badging. This project is presently at DSSPM. Army SM should receive the first prototypes this summer. L2, L3 and skill badges will be produced in the first phase. Badges are the same design, size and color as the DEU styles except with a CADPAT background. This project is a significant priority for our Army SM to achieve so that all personnel can wear formation and key skill badges on their dress of the day (CADPAT/ECU).

    3. Blue Beret. The request of the RCA, RCCS, and RCEME to wear their traditional blue beret has been approved by Comd CA. This project will proceed when funding can be identified.
      Secretarial Note: DLR minor capital project for all headdress have not been signed yet. SOR for the headdress project is approved.

    4. Guards Forage Caps. A project to supply service dress forage caps for the CA regiments of Guards through national procurement (CAF supply) has been submitted to DLR. This will bring our CA regiments of Guards to the same standard of issue for service dress forage caps and berets that is enjoyed by the members of the RCN. The project is at DLR level and may take up to 18 months for the acquisition.

    5. Vimy Rank Badges. The Vimy rank badge now replaces the rank badge of the Order of the Bath. It is available via LU and is to be worn before 1 Sept 17 for the gold version IAW CANFORGEN 089/17. Other colours of the metal Vimy rank badges will be provided by LU in upcoming months. A project to expand the provision of officer metal gold rank in both stars and crowns devices to the colours of silver, black, and gun metal is currently with DLR.

    6. Army Officer Rank Service Dress Slip-ons. The project to supply all colours of Army officer metal rank also extends to the colours of embroidered thread for Army service dress rank slip-ons. Project to add silver thread slip-ons (worn by some regiments of the RCAC and RCIC plus officers of the PA Branch and C INT C) plus black and gun metal thread (officers of Rifles regiments) embroidered slip-ons has been submitted to DLR. This project will add these colours of embroidered thread rank slip-ons to the current national procurement (CAF supply) of gold thread slip-ons currently provided by LU. The project includes slip-ons with embroidered unit legend for all ranks.

    7. Highland/Irish Kilted Regiments and Band Items of Service Dress. A project to return highland service dress clothing items back to national procurement (CAF supply) has been submitted to DLR. This project will see the eventual phasing-out of QR&O 210 kilt and band grants for infantry regiments and bands and these units/bands will eventually receive their kilts, leather sporrans, glengarries, combat balmorals, caubeens, and spats from central CAF supply.

    8. Purses for Female Members. A request was sent to DHH and approved by the NDCDC in order to change the current specifications for purse style and size. Female members will have more freedom to choose the style of purse they can purchase for wearing with their service dress uniform. The new dimensions are black leather/patent leather, discreet with no excessive adornments. Adjustable shoulder strap, flap over envelope style and/or zipper and/or clasp closure. Maximum dimensions 34 cm L x 24 cm H.

    9. Foreign Specialty Skill Badges. The United States (US) Ranger cloth badge is no longer issued on completion of the course. Therefore, the CA has decided to adopt the large US Ranger and Sapper metal pin to be worn on the service dress tunic. It will be worn according to CAF Dress Regulations (Chap 3, Ann B). Members will need to remove their cloth badge as soon they acquire a metal qualification badge. DHH 3 is aware of this change and will amend the CAF Dress Instructions.

  8. RCAF Badges G1 Dress and Ceremonial

    The RCAF is in the process of changing their wing-style qualification badges from gold thread to their traditional pearl silver thread. Examples are Pilot, Air Combat System Officer, Flight Engineer, Tactical Heli Observer and more. Divisions will advise their personnel that the change is coming for those members of the Army who wear those badges. The supply of new coloured badges will occur through attrition so remaining gold thread badges will continue to be issued.

  9. Logistik Unicorp (LU) Annual Points Allocation Army SM

    Army SM stressed the fact that some members of CA are wasting their LU points at the end of the fiscal year. He informed the Div SMs to communicate to their personnel that LU points are a privilege and the equivalent of government funding and must be used for real requirements.

    DLR 5-3-1 presented a briefing on item Specifications and technical requirements, master sealed patterns, SOR development, online supply catalogue, sealed pattern project and scale of issue.

  1. RCIC SM asked if the US Ranger/Sapper cloth badge is to be removed from the service dress tunic. The direction is yes. It should be removed as soon as the member orders and receives the new metal badge. The large version is for the service dress tunic and the small metal tab for the mess dress uniform.

  2. The Logistic Branch asked for an update on the new boots. The Army SM mentioned that the project is moving forward in conjunction with COS A Strat and DLR. The plan is to possibly have a selection of different boots that could be ordered on line, similar to DEU’s. More information will be provided at a future meeting.

  3. RCMS SM provided the CADCC with an update on the project to provide their Primary Reserve units’ personnel with a new occupational badge (Medical Assistant). The project is awaiting approval from the Surgeon General. More information will be provided in the future.

  4. RCEME SM mentioned that their Corps wear two different cap badges, a cloth cap badge in CADPAT and a metal cap badge in DEU’s. DHH 3 also mentioned that only one cap badge is supplied by national procurement (CAF supply).

  5. C INT C SM informed the committee of potential projects WRT their accoutrements given they have recently restored their Corps status for Army personnel. Their Corps is currently examining options that would increase members’ pride and reflect their historical traditions.

  6. CADTC SM reiterated the benefit of examining how to bring gender and diversity input into the committee so that varying viewpoints can enhance the committee’s work. The Co-Chair agreed to the suggestion and the committee will examine options.

  7. 2 Div SM asked if a CA member, under other Command than CA, are to wear their CA CADPAT/ECU Badges or RCN and RCAF badges. Co-Chair directed that the direction is based on the Command. If a CA member is under RCAF Command, he is to wear those badges of that Command.

  1. The Co-Chair thanked the members for their attendance and mentioned that the CADCC is now in place and the Divs and Corps will move forward as one Army team. He also stressed the fact that communication is a big factor and functions in both directions. The next planned meeting will likely be held on or around 21 Nov 17. The date will be set to have it in advance of the NDCDC meeting.
