Canada 150 Community Infrastructure Program – Intake Two

As announced in Budget 2016, the Government of Canada is doubling its investment in community and recreational infrastructure, providing an additional $150 million over two years (2016 - 2018) to renovate, expand and improve these spaces across Canada through the Canada 150 Community Infrastructure Program (CIP 150).

As part of the federal government’s celebration of Canada’s 150th anniversary of Confederation in 2017, this program responds to the significant demand for community infrastructure improvements. The CIP 150 will provide support for projects that enhance and improve existing community and recreational infrastructure, and support the government’s priorities to promote a clean growth economy and ensure a better future for Indigenous peoples.

The program is being administered across Canada by the Regional Development Agencies (RDAs), with each RDA determining how funding is delivered in their respective regions. In Atlantic Canada, the program is delivered by the Atlantic Canada Opportunities Agency (ACOA).

This funding is part of a plan, announced in Budget 2016, to invest more than $120 billion in infrastructure over the next ten years. These investments will transform Canadian communities and revitalize Canada’s economy.

Canada 150 Community Infrastructure Program in Atlantic Canada – Intake Two

ACOA is delivering the CIP 150 in Atlantic Canada with a total allocation of up to $33.2 million, including $16.6 million in supplementary funding from Budget 2016.

While the CIP 150 can fund up to a maximum of 50 per cent of total eligible project costs, preference may be given to projects that only require one third funding from the program. The proponent is required to source the balance of the funding. The maximum contribution amount under the program is $1 million per project.

How to apply? 

Applicants are encouraged to contact their nearest ACOA office before applying.
ACOA continues to accept applications for funding on an ongoing basis.

Who can apply?

• A municipal or regional government established by or under provincial or territorial statute;
• A provincial or territorial entity (e.g. a department, Crown corporation or agency) that provides municipal-type infrastructure service to communities, as defined in provincial or territorial statute;
• A band council within the meaning of section 2 of the Indian Act; or a government authority established pursuant to a Self-Government Agreement or a Comprehensive Land Claim Agreement between Her Majesty the Queen in right of Canada and an Indigenous people of Canada, that has been approved, given effect and declared valid by federal legislation;
• A public-sector body that is established by or under provincial or territorial statute or by regulation or is wholly owned by province, territory, municipal or regional government and that provides municipal-type infrastructure services to communities; and
• A not-for-profit organization.

What projects are eligible?

The CIP 150 supports the renovation, expansion and improvements to existing community and cultural infrastructure.

Projects must fall within the following categories to be eligible for funding under the program:

• Community and cultural centres;
• Legions;
• Museums;
• Parks, recreational trails such as fitness trails, bike paths and other types of trails;
• Libraries;
• Recreational facilities, including local arenas, gymnasiums, swimming pools, sports fields, tennis, basketball, volleyball or other sport-specific courts, golf courses, ski hills and certain other types of recreational facilities;
• Tourism facilities;
• Docks;
• Cenotaphs; and
• other existing community infrastructure assets that have a local community impact, such as local roads, drinking water treatment and distribution systems, connectivity and broadband, local airports, solid-waste management and waste-water infrastructure.

Eligible projects must also:


• Fall under an eligible category and be proposed by an eligible recipient;
• Be for the renovation, expansion or improvement of existing community infrastructure assets;
• Be open for use to the public and not limited to a private membership;
• Leverage a minimum of 50 per cent of funding from other sources. Priority may be given to projects that leverage 66.6 per cent or more; and
• Be substantially completed by March 31, 2018.
