CBSA lays charges in Winnipeg immigration cases

The Canada Border Services Agency (CBSA) today announced charges in relation to two separate immigration investigations based in Winnipeg.

Case #1

Chinenye (Victor) Alozie, 33, of Winnipeg, Manitoba is charged on the following counts:

  • representing – for consideration – persons in relation to immigration applications, pursuant to Section 91(1) of the Immigration and Refugee Protection Act;

  • counselling misrepresentation of material facts in relation to immigration applications, pursuant to Section 126 of the Immigration and Refugee Protection Act; and,

  • attempted fraud of $5,000 or less, pursuant to Section 380(1)(b) of the Criminal Code.

The CBSA alleges that between July 2014 and June 2019, Mr. Alozie collected fees as an unauthorized immigration consultant and also counselled clients to misrepresent their situations on immigration applications. Mr. Alozie is scheduled to appear in Winnipeg Provincial Court on July 13, 2020.

Case #2

Zhihao Jia, 26, formerly of Winnipeg, Manitoba, is charged on the following counts:

  • representing – for consideration – persons in relation to immigration applications, pursuant to Section 91(1) of the Immigration and Refugee Protection Act;

  • misrepresenting material facts in relation to immigration applications, pursuant to Section 127(a) of the Immigration and Refugee Protection Act; and,

  • communicating false or misleading information with intent to induce immigration to Canada, pursuant to Section 127(b) of the Immigration and Refugee Protection Act.

The CBSA alleges that between February 2017 and April 2019, Mr. Jia collected fees as an unauthorized immigration consultant and also misrepresented his clients’ situations on immigration applications. Mr. Jia is scheduled to appear in Winnipeg Provincial Court on July 27, 2020.
