Multiculturalism and Anti-Racism Program
The Multiculturalism and Anti-Racism Program (MARP) supports the mandate of the Department of Canadian Heritage by building on Canada's strength as a diverse and inclusive society.
The Program’s objectives are to support communities to:
- advance anti-racism; foster ethnocultural diversity and inclusion; promote intercultural and interfaith understanding;
- provide equitable opportunities for equity-deserving populations and community organizations to participate fully in all aspects of Canadian society;
- promote dialogue on multiculturalism, anti-racism, racial equity, diversity, and inclusion to advance institutional and systemic change so that Canada becomes a more inclusive society, free from racism and hate-motivated actions;
- support research and evidence to build understanding of the disparities and challenges faced by equity-deserving populations.
The Program has 3 funding components:
Projects
The objective of the Projects component is to provide funding to community-based initiatives that address systemic racism, discrimination, or hate by effecting sustainable change to promote the value of diversity, and foster inclusion and a sense of belonging in Canada.
Please note that this component has been updated to align with Canada’s Anti-Racism Strategy 2024-2028 and Canada's Action Plan on Combatting Hate.

Anti-Hate Call

Events
The objective of the Events component is to provide funding to community-based events that promote intercultural or interfaith understanding, promote discussions on multiculturalism, diversity, racism and religious discrimination, or celebrate a community’s history and culture such as heritage months recognized by Parliament.

Organizational Capacity Building
The objective of the Organizational Capacity Building (OCB) component is to provide funding to eligible applicants to build and strengthen their internal capacity to meet the objectives of the MARP. Thus, OCB is intended to fund projects that will contribute to the recipient’s ability to advance anti-racism and promote intercultural and interfaith understanding, to provide equitable opportunities, to promote dialogue on multiculturalism and anti-racism, and to build understanding of disparities.

The Program provides funding to communities through various funding mechanisms such as:
Call for proposals
A call for proposals is an open, formal, and planned process with a specific start and end date. It is used to identify eligible applicants interested in achieving program objectives and expected outcomes.
Continuous intakes with deadline(s)
This process uses multiple deadlines and allows submission within the same fiscal year to manage funding and evaluate applications for activities similar in type, scale and scope.

Continuous intakes
This process has no specific deadline for the submission of applications, so applicants can apply for funding at any time. Assessment of applications is based on program-specific assessment criteria, objectives and expected results, as well as budget availability.
Solicited call for proposals
This process can be used when the Program has limited funds and has a significant knowledge of a select group of organizations capable of delivering the desired results promptly.

Expression of interest
An Expressing of Interest is a formal process where applicants express their interest in funding a project. The focus is on project activities (based on component-specific assessment criteria). As a result of the screening process, the program may invite successful applicants to submit a proposal.
