Why the policy was changed

We have amended the policy to address a key issue related to the management of inmates in Secure Units in women’s institutions. This amendment is a result of the Correctional Service of Canada’s commitments to review the operations of Secure Units, and adds a requirement specific to inmates in women’s institutions who are classified as maximum security.

What changed

We added the following to the security classification review timeframes and processes:

For inmates who reside in a women’s institution and are classified as maximum security, the Parole Officer or Primary Worker will organize a case conference with the inmate and their Case Management Team at least once every six months to explore the possibility of a reclassification to a lower security level. The objectives and steps required to obtain a lower security classification will be reviewed and adjusted, if needed, by the Parole Officer or Primary Worker.

The Parole Officer or Primary Worker will document the results of the case conference in a Casework Record and incorporate them into a Memo to File that will be provided to the inmate as soon as possible or no later than five business days following the case conference.

The Assistant Warden, Interventions, will ensure that case conferences are held and documented within the prescribed timeframes.

How it was developed

The Correctional Operations and Programs Sector and the Policy Sector developed this Interim Policy Bulletin, in collaboration with the Women Offender Sector and the Gender Considerations Secretariat.

Case management staff working in a women’s institution.
