Why was the policy changed?

This Policy Bulletin is to inform staff of a minor/technical change to the wording in paragraph 14d., as a result of a Board of Investigation.

What has changed?

The original wording specified that the National Cell Condition Checklist (CSC/SCC 1448) “must be completed on a monthly basis, at the time of an inmate’s cell assignment, or when an inmate vacates a cell…”. The wording appeared to give a choice as to when to complete the Checklist.

The technical amendment is needed to reflect that the Checklist will be completed in all three scenarios.

The wording in paragraph 14d. has been changed to “the National Cell Condition Checklist (CSC/SCC 1448) must be completed after an inmate vacates a cell, prior to a new inmate’s placement into an assigned cell, and monthly thereafter.”

Paragraph 14d. has also been streamlined to avoid repetition with paragraph 14 which already indicates that the Checklist “must be completed for each inmate (in a single cell or double/shared) to identify all potential points of suspension, both non-removable (e.g. air vents) and removable (e.g. furniture, shelving) and other cell vulnerabilities (e.g. tampered or removed protective covers).”

This policy was developed by the Strategic Policy Division jointly with the Security Branch at National Headquarters.

Who will be affected by the policy?

All staff responsible for the accommodation of inmates within institutions, excluding Community Correctional Centres.
