Why the policy was changed
We amended Commissioner’s Directive (CD) 228 to incorporate requirements for the management of data and information as strategic assets, as per the requirements published in the Treasury Board Secretariat’s (TBS) Policy on Service and Digital, Directive on Service and Digital, standards and guidance documents.
We also made changes to outline the responsibilities that will enable the Correctional Service of Canada (CSC) to realize a digital transformation across the organization and with other agencies.
The changes made to the CD act as a signal that the management of data and information over their lifecycle is everyone’s responsibility.
What changed
We changed the title of the CD from “Information Management” to “Data and Information”.
We transferred accountabilities from the Senior Deputy Commissioner to the Chief Digital Service Officer in the newly established Digital Services Sector.
We completed a full rewrite and restructure of the CD to achieve the alignment needed with the TBS’s policies, standards and accompanying guidance documents.
Staff, contractors and volunteers that are authorized by CSC management to produce or use data and information are responsible for the management of information and data related assets through data and information management activities.
We introduced Digital Directive 228-1: Data and Information Management.
How it was developed
The Enterprise Data and Information Management (EDIM) Division revised this CD in consultation with internal and external stakeholders, including the Access to Information and Privacy Division, and in collaboration with the Strategic Policy Division.
Who is affected by the policy
All staff, contractors and volunteers that are authorized by CSC management to produce or use data and information resources, regardless of their form.
Accountabilities
The departmental Chief Information Officer noted in the TBS’s Policy on Service and Digital and Directive on Service and Digital is now known at CSC as the Chief Digital Service Officer.
Roles and responsibilities for existing and new activities are detailed in the CD.
The Strategic Data Governance Office will establish data stewardship at CSC by formalizing data roles across the organization to ensure accountabilities and responsibilities are met.
Other impacts
All policies, manuals, standards, guidelines, guidance documents and training that describe information or data lifecycle management will require updating with the assistance of the EDIM Division.
Requirements for projects will necessitate updating to incorporate the major changes in the management of data and information as strategic assets.
